During`tbe month of Deoembsr improvement has been shown in all lines of work oarrisd
on in this offioe. The work of Cleaning up'lots ham been finished except Nprth Miami,
whioh will be finished soon. Rubbish which Could not burned on the premises he being
removed. The vital statistios ordinance is being rigidly enforced and more prompt
returns is the result. The osrtifioatss are more complete; more detailed information
is given. Thera have been reported 24 whiti and 9 black births; 12 white and 9 black
deaths; also 1 vane of diphtheria. ' The report of the food anduelty inspector
shown improvement in the Condition of the dairies. The Armour establishment has been
inspeoted,and found to be in good oondition, ,The slhughtel• house of the East Oast'
cattle 0oipsny has been inspeoted and recommendations made for improvement. The food ad
fruit stands have been inspected and •how inprovement;.however, considerable work is
nsoessary,to oompel the owners of fruit stands.to Comply with the ordinanos. The
report of.ths plumbing inspector shows $5.4.00 Connoted for the month oovsring 104
plumbing fixtures, 1 plumbing liosnss and 3 re-inspsotion fees. Premises situated on.
let and 8pd Street and Avenue N to River are being oonneoted with public sewer.
Investigated 14 complaints during.tbe month and inspected 25 installations of new
plumbing,.80 of which were stamped approved, Sanitary Inspector Bunns7.1 reports.
$549.00 opllscted and $635.75 expenses ; Sanitary Inspeotor Morgis,reports $400.00
oollsotsyl and $536. expenses. Milk is being received from two. dairies at Hastings,
rlorida; from information received it is ay opinion, in justice to the looal producr ml.

January 7th, 1915,.ha had appointed Trod A (turtle as assistant bridge tender on the
lath Street bridge, at salary of 080.00 per month,. the appointment effective January 9th,
1916.

appointing an assistant bridge tender for lath Street bridge at salary of $60.00 be
approved. Motion oarried.
City Clerk reported that he had looked up the ainutes for 1913 and found that the
award to the MIAMI METROPOLIS for the printing of the aity's advertisements, eto. was for
one year only.

A gentlemen appeared before oounoil and stated that he was operating an automobile
between Miami and Fort Lauderdale and bringing a great many people into Miami to do
their trading and that while his oar use a000modatsd but seven passengers, frequently
several in exoees of that number were carried by insisting that they be allowed to ride
and wanted to know whether or not he would be allowed to operate under a license for a
seven passenger oar.
He was informed by the Chairmen that he was clearly entitled to operate his oar with
license for a seven passenger automobile.
The oity clerk presented and read to oounoil his, petty dash bills for the month of Dsoember
Mowed by E. 0. Routh, seconded by 0. Hefty, that the city potty oash bills be paid.
Motion parried.

Councilman J. A. Conrad stated that he bad notified the Miami Traction Company that they
could not cross the 12th Street Bridge with the tracks but to stop at Avenue Z on the
meat side and River Drive on the west side as he did not oonsidsr the bridge safe to
carry the rails and equipment otnnhs Traction Company and that the draw oould not be
turned by hand with the weight of the rails; that it was a very good bridge and oouw.d
no doubt be used by the city at another point; that the street oar oospany w8u14 want to
cross during the next few months in order to live up to the term of their franchise and
a new bridge should be oonstruoted at once. That the present bridge is too low .4ao
wide from the fact that it is insufficient to carry the street oars, and recommended
immediate action with a view to oonstruoting a bridge that will answer all requirements
and oontora to the street and sidewalk approoahes, preferably a connote struoture so
fax as that material oan be used and stated that he had a letter fros a bridge company
offering to make all necessary plans and preliminary estimates, eto, without oost to
the pity.
Oounoilman Ralston stated that it was generally agreed that both the 1Sth Street and
Avenue D bridges should be renewed at onoe, and that while the oounoil hPdno knededge
of bridge building, it appeared the best thing to do was to some oomplste data before
nest meting of the legislature and then secure authority to issue bonds necessary to
build the necessary bridges. Mr. Ralston stated he did not think the city should take
the data furnished by a bridge company any more than the plans for street paw should
be taken from a paving oospany, but thought such speoifioations, pleas and estimates
should be aside by someone who' makes a spsoialty of bridge work and then build the
bridge by ooatract, the work to be supervised by the of yes representative who made
the plans.
Councilman Conrad replied that the oity could secure everything free of cost, in the well
of poundings, estimates and plans.
Counoilman Routh stated that in the vase of the Avenue D bridge, built by the county,
the opinion had bees expressed that while the bridge was a good one, the oouaty did net
get what it paid fax because of the foot that the plans were made by the builders.
