opinion that to extend Bay street at this time might possibly interfere with Sn$ineer
Randolph'" plans for city docks; also, that the oity would no doubt be able to de ,,
the work at Bay Street at the time the docks were oonstruoted and the water front
improved to meet shipping requirements, for snob less than it could be oontrasoted
for at this time.
