LaDue, dated Sept.l9th, in reference to the Miami Books, Beg to aae.y to your honorable body that in replying to same, I cave him all the desired inforation, including: A copy of the Aotioe of the Bond Election; The advertising of the Ordinanoe; A copy of the ordinance authorizing the issue of bonds; A copy of the minutes of the council when they met to canvas the bond election returns. A copy of the opinion of Moser*. Caldwell, Maaslioh and Reed, oonoerning the 'pond issue. I will states further that Major LaDue wants the oity to -show aim that we have a perfect title to the land on wbioh we will blld the docks, and in reply to this request I told him that this would be furnished in a few days." The letter of Major LaDue referred to being as follows: "To the Honorable Mayor, - Miami, Florida. - Dear Sir: The Chief of Engineers has referred to me a copy of the order of the Ciroutt Court of June 15th, 1914, validating the bonds of the city of Miami, and also a blue print . It seems that Mr. McDonald, the plumbing inspector,. and under tho.ordinanott building inspector as well, has resigned, lie ,pposition .send the Board of Health has appointed a 2r. Sohaller plumbing inspector, but, net allotted to aot'as building inspector, which the ordinance says he must do if he is plumbing inspector. Therefore, I hope that your honorable body will take this matter hp and amend the ordinance so that; the building inspector will be a separate offioer, or insist that the plumbing inspector do both, under the existing ordinance. As the conditions are now, the whole matter is a faces and very few people are, getting the permits. I wish also, again, to call attention to the very exorbitant fees charged for -the permits, and reaom:.end that they at onoe be very materially reduodd, or' entirely abolish -ed, which several cities are now doing, charging only a fee of 25 oenta for the permit.. If this latter sugzeetion is aeopted, the Mayor's office, or the clerks Office could easily handle the matter, ke ping a record of the mount of building being done in the city and witho..t any ad,itional poet to the city. Gentlemen: I wish to will your attention to the faot that an effort is being ma;:ie to have the island at tue mouth of the Miami River moved; in fact apelieation has been made to Major Lanus for permission to do so. This, in the opinion of a great many people, wile very materially affect the aepth of w..ter at the mouth of the river; therefore, at the request of the port pilot, Capt. McIntyreJ. G. Crosland and others, I wrote V. I. Leduc, asking him not to grant the permission until he makes a thorough investi- gation. I attach hereto his answer. I also attach hereto a copy of the letter written by Ceet. ecIntyre to Major Ladue; Thie, in my judement, is a very ieaportent natter, and certainly should not be aotei; upon hastily. Therefore, I recom:.en1 to your honorable body ti.at you re:,ue4t major Ladue not to take any action in this natter until he thoroughly investigates the situation. While iiscussing the river front , I wish also to call the attention of your honorable body to the feat that there is no shore line established on either ai.e of the river. This, I think, should be done, because some of the property owners are building out entirely too fax in the river. This would have to be established, so I understand, ay ,sajor Ladue ana, if in your judgment, it is well to do so, I would recomeend that yuu ask him as soon as possible to establish a shore line. When this shore line is established, it would also be well, especially from a sanitary standpoint, to compel the property owners to erect a sea wall along this line. There is no question but what the river front is entirely too dirty and unsanitary; besides, if this wall was made from the railroad bridge to the mouth of the river, it eculd assist very materially in keep -ing the bottom of the river free of the mud and trash that now aocuraulatee there." Dear Sir: In reply to your request to Mayor Watson, I will state nor opinion as to moving the island as it forms the east bank of the canal that runs from the mcuth of the Miami River to the main ship canal. The island used to be out of water the whole length of the oanal, but the heavy K.E. a, inns have washed it over into the channel, this part of the bank being much higher, has stf.,ud the t, 1:. winds and abreast of it wa have 104 feet of water aw.:i in the rest of the chancel we hake about 9 feet and to move it away would cause the .:.k:.winis to wash the sand and mud into the ohannel the entire length and in time, fill up to about fivefeet. Gentlemen: I wish to oall your attention to the condition of the room now:uaed by the olerk as his office. This room is entirely too small and inadequate to transact the business that he has to do. The system of filing is not what it should be and, in my judgment, some relief should be given at onoe. Therefore, I recomaend to your honorable body that the stairs on the east si,. ? uZ the building be taken out anu the clerk's office be extended back to the jail wall. When this is cone and the office properly supplied with the necessary railing, desks, filing cases, etc. it would be sufficient and would give the clerk an office that would compel him to wear smiles that would not come off. The space, upstairs over the steps could be male into another office, which the auditor or tax assessor should use, and thereby get all the city off ici':...s in the city building,! where, in my judgment, they should be. The cost to bring about these very neoessary improvements would not exceed 4800, and wool meet all the requirements of thu oity for office room for eight or ten years to come. The city jail is also badly in need of repairs, and some necessary berths for the prisoners, together with a more private roam for the female prisoners. In my judgment ,the jail is amply large and .goes not need a:y addition, thereto, but simply some partitions to divide the different classes of criminals and better sleeping acoamadatione Moved by J. The Honorable City Council, Gentlemen: The Society of the ga.glo Knights of Dade is about completing its program for next year's celebration and find that it will be necessary to raise approximately 410,000. 45,000. of this amount will be raised from pledges and the sale of buttons, the remainder, ;;5,000. we ask to be donated from the publicity fund of the city. Erossier was present and explained the benefits to be derived from the celebration,,, the tentative program covering the celebration to be held during the week beginning January llth ana extending through the entire week, the rates granted by the F. E. C. and lines north of Jacksonville, and that it was necessary to have definite•inforn:ation within the next day or so as to what assistance could be expected from the council. In answer to question by Councilman Romfh, gr. Brossier stated that they realised 41156.00 from three carnival shows and exhibitions heretofore given and about 4650. of this amount was still on hand, the remainder having been expended in distributing literature , etc. Council has a full .iiseuasion of the natter ofdiabureing the publicity fund and the following motion was made: Moved by H.
