Councilmen McDonald, Ralston and Routh spoke on the subject, **gaining the good work
being done by the Association; that they had no source of revenee exoept through•
solicitation, whioh was very unsatisfactory; that they paid the nurse and kept her
employed constantly and that frequently oases of extreme want, poverty and illness
arose that could not be taken oare of at a charitable institution making it absolutely
neosseary that the Association have funds with whioh to purchase small lots of grooeries,
medicine, eto.
Councilman McDonald moved, seconded by O. P. Filer, that the Finance Committeeman
be authorised to oontribute sums of money from time to time upon requent from the
Woman's Relief Association, to relieve the poor, destitute and sick of the oity. Upon
roll oall all voted yes.

of A. T. Carter's re -subdivision of a part of blook thirteen North, city of Miami, Flaw
for the sum of twenty four hundred and no/100 dollars upon the following terms. six
hundred and no/100 dollars down, upon-exeoution of proper papers to the city; and the
remaining balanoe, equally divided, payable in one and two years, reepeotively; deferred
payments to bear interest at the rate of 8 percent per annum, interest on both notes
being payable at end of first year.

the garbage destructor plant, for city stables so as to enable the oity to move its
live stook and vehioles from the lot in the rear of the city hall.

The oommumioation referred to by.the Mayor, under date August 27th, 1914, had reference
to dredgimg the Miami River, from the Bay to Avenue Z Railway anti**, estimated . • •
expense $8000.00, one half or $3000.00 of whioh the Trustees were willing to advance
and requeeted that the balance be subscribed by the city, the government having lie
available for such work at this time. The *Wawa,* made that while the Miami OaniCk,s,
from Lake Okeechobee to the Miami River contributed to this shoaling in the mouth
of the river, yet the oity was partly responsible for this *audition because of tkief.:.,,
sewers emptying into the river; also, that traffic on the...river was growing
and contributed a shre to the shaoling.

The Miami Board of Trade through its Committee on Immigration, solioits your subroripw
tion of $800.00, toward the sum of $140.00, first yearly paysent required of Dade
County by the Southern Settlement and Development Organisation for memb;rship in and
for servioss of said 0ragnisation. It is very needful to 'sours the„required amount
soon, so that the Knights of Dade and the various civic organisations of Miami and
Dade County may plaoe their advertising and descriptive literature with the Southern
Settlement and Development 0ra;;:,ieation for early distribution.

Councilman Romfh thought the request upon the oity a little heavy, and that it appeared'
to be primarily a proposition affeoting the County rather than Miami and thought the
outlying towns and districts should be solicited; that Ft Lauderdale, Homestead. and
other points would secure benefits proportionately with Miami• that the county would
be directly benefitted and that an effort should be made, be thought, to seoure
assistance from those sources and not aek the city to shoulder the entire burden.
Mr. Gates, upon request, itated that a great deal bf time had been spent by the
oommittee and that their efforts had met with little success, especially in Miami
from the Merohants of the City; that about $700.00 of the neoessary amount to meet'
the first of four annual installments had been raised fro holders of property lying
principally outside of the city; that 1t would be of great benefit to the city to
have the Oros nization take charge of the distribution of any and all literature, the
object of the Organization to secure the best class of immigrant for the South,
secure better transportation rates, and generally to advance the interests of the
.South as a whole, each unit contributing to the funds of the'0rganisation having s
voioe es to the manner and methods in whioh such funds should be spent, although the
Organisation was oonduoted by the most highly trained men, without profit of any kind
except the necessary running expenses; that representatives were kept in Europe and
no opportunity lost at any time to further the interests of the South.
Counoilman Ralston spoke in favor of making the contribution from the City's publicity
fund of $5,000.00; and also explained the workings of the organisation, its objects
and parposse.
Councilman McDonald was heartily in favor of contributing the amount requested.
City Attorney Rose addressed oounoil, explaining the reasons for whioh theorganization
was effooted, its objeots and purposes, the results obtained. That the organisation
was brought about as the result of a oonferenoe of the Governors' of the several
Southern States called in convention by the Gorsxior of Maryland, and the sxeouitve
officer in charge was a Mr- lance, of wide experience in publioity work;' tbkt the
.advantages of affiliation with the Organisation were so great that it seemed.a wise
course to on the part of the city of Miami to make the donation requested.
Councilman Conrad and Tiler thought the oity should not be asked to contribute the
entire amount and Mr. Conrad offered thefollowing motion:
Moved by J. A. Conrad, seconded by E. C. Romfh that the city give 000.00 out of
its publioity fund to the Southern Settlement and Developement Organisation.
Councilman Ralston moved that the motion be amended by adding thereto the following:
That the oity contribute $300.00 and if the oommittee was unable to raise thetbelanoe
Hof $800.00, the city give that sum in addition to the $300.00.
Upon roll call on the amendment the vote was as follows: Conrad, No; Romfh, No;
McDonald, yes; Filer, No; Ralston, yes; Erfert, No. Amendment lost.
Upon roll call on the motion to contribute $300.00 the vote was as follows:

picture shows of the oity and the ordinance regulating suoh please, reported to*Quee
that they had gone over the ordinance carefully and that be, yr. Maenad, had
oommunloated by wire with a well known firm of arthiteots in New York, with whom he
Wu persoaally aoquainted, with regard to distanoe between seat*, and his reply freer
the architects was that the distance in all oases was 32 inohes, whioh requirement
was rigidly enforced; and that the committee had instruoted the Chief of Miami's fire
department to see that the ordinanoe was strictly complied with in this city.

Fire Chief H. R. Chase addressed oounoil, etatirg that the 43rd Annual Convention of
the Fire Engineers Association would oonvene in New Orleans during October and requested
that he be allowed to attend and that oounoil appropriate a sum to defray the expense
of such a trip; that this had been done heretofore, he had gained valuable ideas for the
better handling of the department from suoh .Attendaunoe and thought it would be of
advantage to the city. Whereupon the following motion was made:
Moved,by J. A. Conrad, seconded by J. A. McDonald, that council appropriate $100,00
to defray the expenses of the Chief of the Fire Department, H. R. Chase, on a trip to
New Orleans, La., for the purpose of attending the annual convention of the Fire
Engineers Association. On roll oall all voted yes.
Councilman Romfh asked the Fire Chief if he reoeived.00pies of ordinances and other
pamphlets from the different Underwriters, Associations, eto., with regard to
fire risks, fire Faeteetion; what action was being taAsn with regard to incorporating
the suggestions oontained therein to the pity; that he, Romfh, thought it important
that these matters have oareful attention in view of the benefits to be derived by the
oity of Miami.
Chief Chase replied that he received suoh copies, that he had conferred with the city
attorney from time to time and that he had in oourse of preparation several ordinances
looking to the betterment of the fire risk in Miami, especially an ordinance to
prohibit wooden roofs; also one with regard to garages and dry cleaning establishments
as repent inspection had developed that suoh establishments were not at all times in
the best of oondition with.regard to fire risk.
Councilman Romfh then asked what effect such ordinances, if adopted, would have upon
the insurance rates of the city.
Chief Chase replied that some improvements were already being made and that there would
be a good rating; but that the Buuilding Cods should be revised and provision made for
rigid building and eleotrioal inspection to bring them up to the standard that would
be aooeptable to the Southeastern Underwriters, who would rate the city; that he bad a
Dopy of the National Building Code and would be glad to turn it over to council to
guide the, in arranging a Dodo applicable to Miami.
City Attorney Rose stated that he had reoently talked to insuranoe interests who
stated that if the oity would pus the proper building and eleotrioal ordinances, the
city would save $35,000 to $30,000 on insurance, but it would be essential to pass
the building ordinance reoamnended by the National Board of Fire Underwriters, as well,
as an eleotrioal ordinance, and establish a sub station for the fire department.
Chief Chase stated that such action would reduce insurance about 35 pe'+4100. in the
business district, enab3*g them to carry 100% percent insuunoe as *Shot about 75% at
this time, but would not materially affect the residence district
Councilman Conrad stated that he had made no report on the matter of lion a governing
the trackless street cars of the Chase line as it was so near 0otober la but that he
thought Counoil should at ak early meeting get together on the subject and revise the
license regulations of the oity.so that the pity would receive the revenue to llbioh
it is entitled from all interests subject to such taxation.
City Clerk W. B. Moore stated that he was badly in need of a rest and requested that
oounoil allow himaa vacation, he having had no lesiure time for several years. 1lhereupoa
