The Chairman advised Council that the first business attended to would be the *P' Pointing of Inspectors and Clerk for the Franchise Election, to.be held July 14th. The following resolution was introduced by Councilman McDonald: RESOLUTION NO. 334. BE IT RESOLVED by the City,Council of the City of Miami. Florida, Section 1. That the City Council does hereby appoint and designate F. J. D. Godman and A. C. Richards, as inspect,prs, and T. C. Hinton as Clerk all of the City of Miami, Florida, for the Ipecial election to be held in of Miami on the 14th day of July, 1914, for the purpose of voting upon a p street -car franchise to the Miami Traction Company and to its successors, representatives and assigns. Section 2. That the City Clerk of said City is hereby authorized and certify the names. of suoh inspectors and olerk to the Honorable The Mayor Adopted this 25th day of June, 1914. C. Romfh, that Resolution No. 334, be adopted. Upon roll call, the vote was as follows: F.G.Erfert yes, J. A. McDonald yes, E.C.Romfh yes, C. F. Filer yes, J. A. Conrad yes. Motion carried. A petition was read signed by about fifty of the adjacent property holders, asking Council to put s sub -way under Tenth Street Crossing. Moved b- J. A. McDonald, seconded by F. C. Romfh, that petition be referred to the Committee investigating the crossings, and they to report their recommendations. Motion carried. CO;:MUNICATION S. VAaml , Florida, June 5, 1914. To The Lrc norable Board of City Council, Miami, Florida. Gentlemen: - I have recently received several complcinta in regard to the condition of weights and measures in some of the stores in Miami, the complainants claiming that they do not get what they pay for; therefore, T most respectfully recommend to Your Honorable Body that an ordinance creating the office of SPa1pr of weights and measures, defining his duties, etc., be passed. He should have power to destroy all weights and measures that are not correct. A nominal fee should be charged for proving and sealing every set of scales, also each capacity measure. I will state that I find several cities, that have an ordinance of this kind, have the'work done by the City. Food Inspector, whose duties naturally carry him where scales and measures are used. This I should think could be done in Miami and thereby give the citizens the protection without any additional cost. Respectfully submitted, (Signed) J i . Watson, Mayor. Moved by J. A. Conrad, seconded by C. F. Filer, that communication be received and filed. Motion carried. The Chairman asked if the Committee were ready to report on the crossings. man Conrad, acting as Chairman, made the following verbal report: Council - "We The Committee, respectfully recommend the opening of Waddell Street, First Street, Fourth Street, across the railroad, with grade crossings, and llth Street and 8th Street, but since the Committee had seen the petition asking that loth Street be opened with a subway, they would recommend that 8th Street and llth Street be eliminated and 10th Street be opened with a sub -way". Councilman Romfh recommended that the City Books be audited and made the following motion: Moved by E. C.Romfh, seconded by C. Hefty, that the City employ J. D. Mitchell to audit the city books and prepare any new forms needed. Finance Coeunitteeman wanted to know when bonds were to be advertised; said that b� would suggest advertising them for three or four weeks; that it would take about' thirty days to get them ratified. Mr. McDonald thought that this matter ahOUld be left with the Finance Committeeman, and he was instructed Wept.' The question name up about buildings being constructed in the Fire Distriot which were not fire proof and did not meet the requirements of the Building Ordinance. After discussing the proposition for sometime, the following motion was made: Moved by J. A. McDonald, seconded by F. C. Romfh, that the Committeeman on Public .Buildings prepare a list of all the buildings constructed in the Fire District in eo- 'cordanoe with the Building Ordinance. Dr. Jackson again took the floor, and asked Council to allow them to put On three Sanitary Inspectors, to begin work July lot, and also requested Council to purchase -a garbabe truck, and to pass the ordinances which the Board of Health had gotten up. ss Moved by J. Hefty, that the Board of Health be authorize to employ three more inspectors, to begin work July 1st, 1914. „t • Finance Committeeman Romfh asked that the Board of Health furnish him with a 1914 budget, showing everything that thew would need in that department, so that the cost could be figured in the city's annual books. The matter of purchasing the truck again came up, and the following motion was made: ?oved by E. C. Romfh, seconded by J. A. McDonald, that the Board of health be au- thorized to purchase a truck, to be nr+id out of the bond issue, and give notes for same, if the bond money is not available, and the proper city officers be instructed to sign the notes.
