Gentlemen: - I beg herewith to submit to Your Honorable Body a full report of the work accomplished by the City Police Department for the seven months beginning November 1st, 1913, and ending :.'ay :1st, 1914. This report was made up by kr. ''tevens, Day Ser- geant, and from the Police Docket. Unfortunately, considerable unjust criticism has recently been made about the Police Force and by people who know nothing about the facts and have made no effort to ascertain them. You will note that there has been 1675 arrests, an average of 231 monthly, 37 of whom were turned over to the County Officials for prosecution, they having violated the State laws. From the report, you will find that it has cost the city f165.81 to maintain the rolice "epartme nt, by direct taxation, for seven months. This also includes the feeding of the prisoners; therefore, the statement publicly made that "We pay taxes to amount of "1500.00 monthly for police protection, which we don't get" is not borne out by the facts. the - I wish to state to Your Honorable Body that the Police Foroe of Miami in eftioienoyi appearance and deportment, will compare favorably with that of any other city. In an effort to build up the force, I have been compelled to suspend, or ask for the resignation of eight patrolmen during the last seven months. I wish also to call your attention to the fact that there were 780 white males and 662 black males arrested during this time, showing conclusively that the statement "That the police only round up and arrest the negroea is as erroneous as the statement that the people are taxed 11500.00 monthly to support the department. A communication was read from the Mayor, with a copy of letter from. the Law and Ordinance Committee of the Southern Insurance Agents, recommending that pertain ordinanoee be passed so that Miami will be able to get reduced insurance. A list of the ordinances to be passed was attached. Moved by E. C. Romfh, seconded by C. F. Filer, that communication be received 'and the Committeeman on Fire be instructed to take these ordinances recommended up with 'the City Attorney and get the in shape for passage. Motion carried. Special Attorney Bower said that as the Creosoted Wood B1,ck Paving Company had fin- 'ished the repairs on 12th street, which they had been instructed to do, he would recommend 'that the work of paving 12th street from Avenue "B" to the railroad be accepted. Mr. Bowen also called attention to Council to the refund on freights, which the city claimed, and which the Railroad Company allowed to new municipalities, but said as the Companies claim that they made their bid on this reduced rate, he did not see where the city had a ny come -back., and even if the city went to law, he thought they would lose out. After discussing the proposition for sometime, the following resolution was intro- duced by Councilman Filer: RESOtUTIO NO. 314. ACCEPTANCE OF WCRK B THE, C'TY COLL4CIL. WHEREAS, on the 16th day of October, 1913, the Creosoted Wood B:.ock Paving Company did enter into a contract with the City of Miami, Florida, for the improvement of Twelfth Street from the East line of the right of way of the Florida East Coast Ry. Co. to the east line of Avenue B by grading, curbing and paving the same under and pursuant to Improvement Resolution No. 120 heretofore adopted by this body; and WHEREAS, the said Creosoted Wood Block Paving Company has fully completed the con- : etruotion of said grading, curbing, paving and improving, in accordance with the terms and oonditions of the said contract as shown by the certificate of the Consulting Engineer filed with the City Clerk on the 18th day of April, 1914. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Miami, Florida, that the said report of the Consulting Engineer be and the same is hereby approved and adopted and that the grading, curbing, paving and improving made and constructed on said Street, under said oontreot, le hereby approved and accepted as having been duly completed 0 caws • • under the term* ind conditions of said contrast, and the cost thsfeof iehereby i determined to be t28,537.38, as shown in said report of the Consulting Engineer. The City Attorney addressed Council and advised them that in his opinion where these small contracts were let for paving and sewers and as the contractors were not paid until the work was done and accepted by the city, he did not think it was neces- sary for the contractors to have to give bond, as the city took no chances because they did not pay for the work until it was accepted by the City Engineer and Committeeman on Streets, and after theyaccepted it, the contractor's responsibility ceased anyway. Moved by J. A. McDonald, seconded by C. F. Filer, that the clause in the contracts requiring the contractor to give a bond, be eliminated. Motion carried. AN ORDINANCE, To Provide for the rrrotection of food, food stuffs, fruits, nuts, confectionery and other delicacies against contamination. To prohibit the sale of any substance liable to be used as food which is unsound or unwholesome and to regulate the sanitary condition of all places, except meat markets or butcher shops, where food or food stuffs, or any substance liable to be used as food is kept, stored, prepared, compounded, sold or offered for sale within the City of MiaT1, and providing a penalty for its violation.
