Counsilnan Hefty Filer and Ralston resorsaended it, as the demand of the people was greater than the right of the railroad, crud they wore in favor of the natter being decided in Court. Counoilnan Conrad again spoke against the opening of llth Street, and traought trtati 8th Street ought to be opened up instead, as on llth Street the grade was :gush higher than the street and all the new vmrk had been completed, which vould have to be torn up to offest a grade. Ceuneilaan McDonald said that he agreed with Councilman Conrad end thought that this was not the time to open llth Street, but as the people demanded it, the matter would have to b• settled in Court , end let the Court decide it. Councilman Conrad said that he felt that the eunditione would not warrant the opening of llth Street and he was going to vote no all the way through. Council next discussed the Greening proposition, of making the boulevard from First Street to Mirimar, after which, the following resolution was intro- duced ty Councilmen Ralston. RESOLUTION NO. Mr. Greening thanked Council far its prompt cation and reesmuended that the City pay more attention to its perks, es they were one of its best assets. • PETITIONS. Miami, Florida, 'larch 16, 1914. To The Honorable City Council, We, the undersigned property owners and tax payers, rsspeetfully ask that there bs a fire alarm box er station plaited at the corner of 14th Street and Avenue L at onset and that a large water main and fire hydrant be installed, and that sewer be put in as seen as ps:seible en 14th Street and L. Ceunsilman Ralston rseeaaended establishing several public eoafort stations, and said if it met with the approval of Counsil, he would get estimates of the cost and submit it te Council far approval. Moved by J. A. Conrad, essonded by J. A. McDonald, that the Committeeman en Sanitation be authorized to get estimates and seats for the establishing of several comfort stations, and report to Counsil. Motion oarried. The Chairmen sailed attention to Counsil to the condition of the benches in the park and re essamended ..that they is fixed or new enee iubitituted. Moved by H.G.Relaten, eesoneed by C. F. Filer that Committeeman on Perks and Deake be autt►erized te have the benshee fined or to purehoee new ones if neosesery. Motion serried. The Committeeasn on Streets reported is Counsil that on several oeessions he had ordered hydrants plased and also a few lights, in eases where it was neeeseary, and he would like to have the Hpproval of Counsil of hie Rstion. He further stated that Hr. Heileman wanted cluster lights placed on Catherine Avenue, but said he would investigate Mr. Heileman's proposition and report to Council later. He Else advised Council that as thi city was now buying the hydrants, the Pursnesing Agent would have to order some, as the supply the water eoapeny had on hand were about out. The Committeeman on Sa #4aiiw�ft n thought that the water should come under his department. After talking over the proposition for seine tins , the Chairman referred to the Code end found that it epeeifisd that the management of the water came under the Jurisdiction of the Jonenitteeaian on Firs. The Committeemen on Streets said he would gracefully turn it over to the k ommitteeman on Fire, Fnd only wished he had known it sooner. Moved by J. A. Counsilman Ralston recommended the abolishing of the indiscriminate custom of throwing hand bills en the etreete, claiming that it was a nuisance and made the streets alwa4ys present an unsightly appearenes and nearly i.apeseible to keep slsan. Wm. Lind, the bill pester, replied to Mr. Ralston and said that it would be a great hardship an him, and the bueine a eon, as in the lest two or three months, he had distributed posters for forty-four soneerne , and that it was a sustem in every sity to pass out hand bills . Street Committeeman Conrad advised Counsil that it was new about time to ley plan: fer new work, and that Engineer Hazlehuret's work wee about seapleted, he would reseaasnd that his eervises be dispensed with, and all new work be under the supervision of the City Engineer, and that the City Engineer be instructed to prepare plans cad profiles for the new work sonterplated, and made the following notion. Moved by J. A. Conrad, seeonled by J. A. HeDonald, that the City Engineer be instrustsd to prepare plane and epesifis stions for the new work eentempl acted, and submit them te the City Attorney to prepare resolutions severing advertising tar bids and present same to Counsil for approval.
