The greater port of vt iah was in Sidewalk District #3 whoro walks wore needed pretty badly. There has boon very little sidewalk work done in Districts #1 rnd 2 lately rind there are still some walks in both those districts that shmild be put in to connect up and rake the ones that are new finished available. No Moro action was taken on the city railway franchise., Committeeman on Finance said that he had had the Auditor to lwropare a report of each dopartment, and that each Cor.neilmwn was given a copy and these reports will sever his report. Coraaltsitte*xan on Sanitation reported that incinerator heti been operated two days by the man that built it, and he was positive that it would burn the five tons of garbage per day as the builders cl aimed , and one man could operate It with the help of the drivers, but he thought that an incinerator of 20 tens capacity would hove to be installed to take acre of the city' a g4rb age. The Committeeman on Fire reported hoot there was four or five hundred feet of iron pipe left ever from the high pressure mains end recommended the main be extended , -thereby using up this pipe on 14th St. from D. Committeeman on Police reported the jail in as deplorable condition; said that the bedding was inaadecpAte and the iron sluts used for beds wore broken down. Cuunoilman Piles recommended that a work house be built. Conr ed, that estimates be accepted subject to the approval of the Consulting Rnginser, and when approved, sortific� cotes c" indebtedness be issued to the contractors for same, and the Mayor and "Clerk be authorized to sign certificates in behelf of the city. Motion carried. Dr. Cape addressed Coimail in reference to the bitilei� Ing for the bey scouts end wanted to know the condition under which they were granted the site on 13th St. by .the city, and what kind of a building they vows, expected to erect. Councilman hefty thought that the matter ought to be ro,'orred to a Committee; and strongly f everod moving the city's stables, as he thought they were a menace to health and an oye-sore on the city's pi�eporty. Councilman McDonald thought that the city ought to de something for the boys, as they wore the bestaasset to a V city, and he was in favor of the city building a two-story building. And renting the -soy scouts tree lower floor } it a nomiaael sum, and the city using the upper floor for offices, which they were in need of. Moved by H.G.Ralston, soeonded by C. Mr. Klyce stated that the eontraetors were willing to omploy Union men, but that they said they had not had any applications far work from thein. Cdr. Abel said thoi he would see that Union men applied for positions. The .Street Car franchise egein came up for discussion, and the City Attorney again advised that ample time should be given the preparation of the ordinance. , so that the city would be fully orotooted and not sell its birth -right for a mess of p ett ego . Councilmen Ralston thought that the ordinance should be given its first and second reading and thought that the city would have simple time to perfect it before its third re ad i ng . 23 Councilman Ounrad objoeted to the first reaming and thought it ought to be gone over thereughlyy end have it in the right shape and thought that Coiu►cil ou};ht to investigate and satisfy themselves that the Company was in a position to show that they meant business and show that Vey had a right-of-way through the ce,)ntry for their line of road , as lie understood that as yet they did not omx a foot of right -of -war. The clause in the Bond Ordinance , designating 115,©00.00 to be spent in the city or across the bey at the option of Cauneil for decks was gone into and then^ oughly discussed by Council. Councilman Conrad was strongly against it, and said that was the only feature of the ordinance that he was against, and he did net believe the ordinance would carry with it, ss the uoopl o were g oinst the Council spending money across the bay. Councilman Erfert was also against that el ause and he said that he could spook fl•om a working man's stendpoint, fnd he firmly believed that the erdinoneo would be lost, if that clause stayed in it, as he thought the awaking men wore twenty to ono against it.
