Attorney Smith addressed Council in reference to the opeing of llth Strst
across the F.F.C.Railwey trsck'. Solid that from en operating etandpoint
it was impossible , As all trains would have to ne uncujipled as they would reach
across llt Street, end that it would be a hardship on the Railroad Comp&any.
And they would be compelled to fight the opening of the street end believe
theft they would not be compelled to do so.
Councilmen Rolston said that he would vete for the opening, es the
travel demanded it, end the cutting of trains was done in other cities.
Council diecueeed the proposition for sometime with Mr. Smith, after which,
the following motion was made:

Councilman Conrad was opposed to the opening of llth Street, es the present
traffic existed, and thought that 13t}: Street ought to be opened.
Councilman Romfg t ought th'.t the Raioroad Company asked too ankh when

As there were morel gentlemen present that wanted to address Council,
Councilman Rel ston thought that they ought to be given a hearing et once and not
re wired to wait later in the eveningi and ride the following motion:

Coomodore Roome addressed Council if anything had been done in reference
to the Str.•et Car franchise, es ne understood it was to be retold .upon tonight.
The City Attorney ,nd "r. Romfh replied to Mr. Roorce and :_Rid that they had not

time to investigate it thoroughly, end thou ht that Lhe metter of safeguerding
the city should be considered first.
The Chairmen thought that as 'council represented rill the people , that all
the time necessary should be given to the preparation of the ordinance.
r'o.incilmen Romfh referred to a clause in the franchise which said that
they would build two and one -hell miles , end then had ten years beforethe other
streets revert to then!, and that mileage would not reach through the city.
And it was not the idea of a street ear line to push some real estate deal.
Councilman Conrad wanted to know if Mi uo1 capital wee at the back of the
street car railway company, end if thew meant business, es he understood not
a foot of right-of-way outside of the city had been procured .
Mr. 14.7ater, replied for the Street Car Company and said that he end
his three brothers and six other men constituted the company and he could
show that ample capital was ready if the franchise wan given them et once.
H. R. Cheese addressed Council in reference to the street cer business
and said thet he represented e c ompany that wo Ild put on about April the l at,
cars that would cover about fifteen miles of etreets instead of two and one-half.
and urged that, :ouneil allow his service to be tried before granting a franchise,
as he believed it would meet the regairements of the city.
After discussing the street car proposition and hearing the opinion of
several gentlemen present, the following motion sae made:
Moved by C. Hefty, seconded by J. A. McDonald, thet the Chairman appoint
Committee of Three Councilmen , and the City Attorney consult wit" the directors of
the Street Cer Company and haVe an ordinance prepared to be presented to Council for
approvalat the first meeting in March. Motion carried.
The Chairman appointed J. A. Conrad, J. A. McDonald and E. C. Romfh.
Mr. Sharp spoke in reference to the Sanitary condition in his locality.
And asked th et it be remedied before the hot weather came on, es he was afraid it would
mire siel-nees. The me., -ter Wks referred to the Committeeman on Sanitation for an
invest' gat ion.
T. V. Moore , representing the Deep Water Arsoc'ation, spoke in reference
to the to ,tling of the rights of the city and Railroad Company in regards to
the riparian rights and wanted the Deep Water Association end city to fret together
is suit against Railroad Company.
Councilman Ralston replied and said thet the whole matter had been turned
uv'.3r to the City Attorney wit, full authority to act.
Councilnao McDonald wanted to know if the City Attorney had all the leeway
necessary and if he had any idea ae to the manner that he would proceed. The City
Attorney said that he had previously asked for Aenociate Counsel and that the
original resolution gave him authority to do eo, and that he had been conferring
w:th "t9. A. Blunt, who evoke considered one of the best lawyers in Florida, and also
one of the best in the lniteld States, and they were working together now on the case.

A letter from the Ma,'or wee read.in reference to a letter he had received
from the Railroad Company es to the appointing of a Special Policemen at the
12th Street Cro:ring, in welch the Railroad Company asked that this officer be appointed,
and t' Rt if the city would not pay for the services of such a r n, the company
would do so. The Mayor informed Council that he had appointed M. Cann as Special
Policemen at the 12th Street Cro sing.

A communication was read from the Mayor, in which he recommended that the city pur
chase galvanized iron cans to place along the eagee of the park and other points in
the city, as receptacles for the.rubbish and trash to be thrown into it.

chase the cans as he recommended. Motion carried.

I beg to edviee you that at a meeting of the Miami Deep Water Society
held on Wednesday, February 25, 1913, the following resolutions were adopted:-
"WTTF EAS, we favor city bonds for city improvements end recognize the
necessity of such bonds, end
"W'T.REAS, we are opposed to the issuance of any bonds for the building or
maintenance of city docks at Any point outside the city limits, therefore, it is
RE:;OI,VF,D, that we r000rd ourselves as opposed to any bond issue which has
incorporated in it the expenditure of any sum for docks outside the City of '[ibrti.

FURTHER RESOLED, that we favor the seprration of the questions of bonds
for city improvements from those referring to expenditures for docks and termirtelf

Section 1. BE IT ORDAINED by the City .Council of the City of Mi wni,
Florida, that the present 0h1ef of the Fire Deportment shall receive a s al f ry
of ":18OO.00 per year, payable in instalments of $,150.00 per month, and he shall
also be Superintendent of the Fire Alen' System of said city and for such
service shA11 receive in addition to the above compensation the sum •f $300.00

nation, he thought that i t would be a good idea for him to withdraw it before a rdiw

policemen's salary who had been in the ssrvics •f the city for mere than a year,

The City Attorney advised Council that it wbe net neeessary to pane an
ordinance as it wa■ fully (revered in the Salary Ordinenoe.
The City Attorney advised Council that the bids submitted for the eenstruetien
of sewers , se .dvertised for by the city, had been sorrested and were now in the proper
form for asceptanes by the city.
Councilman Conrad introduced the following resolution:
IMPROVEMENT RESDLUTION NO. 202.
BE TT RESTLVFD by the City Council of the City of Ati emi, Florida:
That the bid of Biscayne Construction Company for the laying, installing
end construction of eneight inch terra cutta sewer main along Sixth Street from the center
of Avenue I to the *enter of Avenue J, in Vie City of Miami; in length five hundred
mad fifty feel, in aceordense with the profiles, details, drawings and apesificatiens
of the City Engineer and approved end adopted by the City Council, for the sum of
$320.00, being the lowest and best bid therefor, be and the same is hereby &scepted,
and the contract for said improvement is hereby awarded to Jocelyn* Construction
CoLpany, said *sntractor to execute a bend to be approved by the City Attorney for
the prober performance of the contract as provided for in the resolution ordering
said improvements and the advertisement for bids thereunder.

with the profiles, details, drawings and spesifisations of the City Engineer and
approved end adopted by the City Council, for the 'sum of $138.85, being the lowest
