I wish to sell your attention to the fast, that in the resent advance in saler)! given the majority of the city employees, I was overlooked, and I consider my pay i tee low for the amount of service given. I am acting as Superintendent of the Fire Alarm System, and am my own neshanisiatn, in ease of trouble with the Auto trueks, besides asting as Chief of the Department; positions which sall for three men in practically every fire department of any size in the country. I de not wish to sonvey the impression that I ran dissatisfied with the position however, mere than the small compensation. Chaas Chief Fire Dept. / 494 The question of raising the Chief's salary, as asked for in his eenmunicatim was discussed by Council for some time. Councilmen, McDonald, Ralston and Remfh favored granting the request, and spoke very nicely of the Chief, spesi- tying that the City could net afford to lose his valuable service, and the question of salary asked for should not be considered. Csuneilmen Rrfert and Hefty were opposed is the raise asked for by the Chief. Mr. ] rfert gave as his reseal that it was out of proportion to the salaries of the other employes of the city, and he thought that if one was raised, all should be. Mr. Hefty yitio thought that the city could not afford to pay such salary in its present q as there were bills long past due shish had not been p id, discussingand ethought these bills should be paid before such salary was ;anted. prop- ositionAfter for considerable time, the following motion was made. Ral stsn yes. Motion carried. The Chairman called fsr the reports of the diterent Committeemen. The Committeeman on Fire and Sanitation reported progress. The Committeeman on Streets and Sewers recommended that a concrete bass be put in at the corner of Avenue D and Twelfth Street, as the traffic was unusually heavy at this point, and ales reported that there were sand pockets en Avenue D and recommended that reek be hailed and put in these sand pockets se as to give the street a good foundation, and as he did net have authority to do this under the eontract, he would like the approval of the council, and called upon the Consulting Engineer to report as regards the new work. Const. 0o . , Asphalt, !3s134. 00 at 5* PAVING Este m itte #3, in favor of Creosoted Weed Sleek Paving Co., Creosote Bleak, $64127.38 at 594 Total Less Previous Certificates, .Balanse for January, 1914, $.869.72 1906.70 3206.37 45982.79 4418.67 1564.12 After reeding the estimates, the Consulting Engineer explained the attask made by the Metropolis as to the inferior grads of work that hod been done, and said that during all the work he had endeavored to work for the best interests of the city, and in regards to the inferior curbing and guttering, he had investigated it before the attack in the Metropolis appeared, and had ordered it removed between Eighth and Ninth Streets. Councilman McDonald wanted to knew if it was possible to tell if the curb and gutter were geed from a superficial view, and hew scold he tell without testing and in what way did he arrive at the merits of the curb end gutter. The Engineer replied that the principal way was that he had inspected the work as it was being done, and tested it in various places afterwards. He further stated that the re Bird would show what time he was here and that he had from seven to nine men en the job all the time. Hs also explained the qualifiestisn of Engineer Klyee and sited several positions he hod held rush larger than this *entreat. He explained in referee se to the crookedness of the lines of laying the wood blisks, and said they were as straight as any he ever saw laid. He said in referents to the riyalty alaimed for the manner in whioh the wood bkeeks were laid, that it was up to the sontrastsrs, as a 'pity was pretested by its con treat. He further stated that as soon as the original sentreet was done, he would eensider his services with the city At an end, and did not want any smell sentrasts, as he could not keep uup`his organization from the revenue derived. Ttr. tieDenald *eked the Engineer if he had found any irregularities in the manner of the work. The Engineer replied that he had in the ssnetru st_isn, but not in the material. The Engineer was also asked if he had made any tee, of the material ether than at the fsstsry. The Engineer replied that he had. That he had taken some of the blseks and sent them to Pratt's Lavatory, and tested, and it was found that they sentain mere oil than the specifications call for, and that Engineer Kl;'oe had tested 100 of the blocks on two occasions, and found tiat they contained the required ak►sunt of oil. Afterask1ng the Consulting Engineer various questions, Mr. McDonald addressed Connell and said that he felt an injustice had been done the Consulting Engineer and thought that sritisiau should be with -held until the work had been neceptsd by the engineers for the city and that there had been a great ado about nothing Moved by H. G. Ralston, ascended by M. C. Renfh, that a vote of confidence be given Mir. !Tazlehurst. Motion carried. Moved by C. Hefty, essonded by C. F. Filer, that the action of the Committeeman on Streets in ordering a eonsrete base at the Corner of Avenue D and 12th Street and the filling of the sand pockets en Avenue D be approved. Motion serried. The Committeeman en Streets wanted to knew if Council desired retaining Mr. Hszlehurst as Consulting Engineer on the contrasts to be let for asphalt paving. Moved by E. C. Romf , eessnded by H G. Ralston, that J. N. Hazlehuret be retained, as Consulting Engineer. on the new work advertised under the same terms as hie forcer 'entreat. lipsn roll call the vote was es fellows: J. A. Conrad yea, R. C. Remfh yes, J. The Clerk sailed attention of Council that the estimates furnished by the Centrasters had net been approved. Moved by. 1E. .0. Rsmfh, seconded by J. A. Conrad, that the estimates of the contractors for work demo during the month of Januarybe approved, and the Special Attorney be instructed to issue sertifisates of indebtedness for same. And the Mayer and City Clerk be instructed to sign name, providing that 24 of the contract pries of the high pressure system is with -held. Motion carried.
