A communication was read from Dr. IeGonig1e, Superintendent of the Elec- tric Light Company, in reforensn s to a porsh, which had been built by the Gralynn Hotel, whist-. was so near to the wires that it was very dangerous, as • child could reash them from the porsh. He also advised that he had written Hr.Graham along the same line, and that his Company would net assume any re- sponsibility, siould an accident ossur. Moved by C. Hefty, seeonded b E. C. Beasley, who resigned on oan',y 1st. Mr. Russell is to a:laist in handling and directing the Traffic of the City, which en assuunt of the condition of eur principal streets, is dangerous unless properly safe guarded, and I ask that the appeintments be confirmed. Also to make the property holders keep the trees trimmed along the sidewalbs and the streets, and asked Couneil to assist financially each month to keep the Woman's Club Library open for the benefit of strangers in the city in the evenings. Motion carried. 1 • jR 1, • J 433�, Attorney Smith addressed Council in referents to the purchase of riparian rights, and explained the thadge,thatclas made in reference to the reversion slaws*, and after a sonferenss with Mr. Neardsly and Keenan, the trustees, they had agreed to make a Warranty Deed and deposit deed in some rephtab1s bank when the t415,OOO..+O bonds is issued. If at the end of two years the work is not eempleted, any *srk than has been done on the arbor will go to the Railroad Company and the bends will revert bask to the city. Mr. Smith read copy of new deed. And said that the original would be bask in a few days, properly signed. Aad he did not think any changes wwotild be made in it. The Mayor as ed Mr. Smitp if it was in the deed that the Railroad Company was to keep the present traiMiiis it is new. Mr. with replied it was not, but he was sure that as long as any business was there, the Railroad Cohpruiy would go after it. Mr. Smith also advised Council that the Railroad Company had withdrawn their in- junction against the spading of Avenue "B" between Fifth and Sixth Streets, and the City could go ahead at any time. The Finance Committeeman notified Couneil that in a few days the City weuld .have the money for the M25,000.u0 five year bonds, which had boon recently issued, and introduced the following resolution: RESOLUTION N O . / /� BE IT. RESOLVED by the City Council of the City of Miami that the $25,000 Revenue Bonds authorized by resolution adopted October 2nd, 1913, and approved by the Mayor November 21st, 1913, as amended by • resolution adopted • Dsesmber 154 1913, be sold by the City Clerk and Celleetor, with the approval of the Finance Committee of the Couneil, for a price not loss than their par . value and aesrued interest. Hefty, that petition be endorsed by this Couneil, and the Clerk be instructed to writs the Imprsvehsnt Board to send a man down here to investigate the situation. Motion carried.. Committeeman on Streets, Conrad, addressed Council in reference to the city work and said that he did net think it was necessary to employ the Consulting Engineer en any object, and said that he would take the scatter up later. Mrs. McAllister and Dr. "4erri1l spoke and urged Couneil to pass the Curfew law. Couneil took no astien on it at this time. The Committeeman en Finance advised Couneil that the Street Committeeman desired to purchase seven lots in the extreme northern part of town, to be used for rock pit, and that these lets could be bought from R. B. Fickle for •t",1750.00. And if it"was the wish of Couneil, he would like authority to purehese same. Moved by J. A. Conrad, seconded by C. Hefty, that the Finhnee Committeemv+n be authorized to purchase the above lets, providing a satisfactory deed can be given. Motion carried. 434 The Pimento Committeeman advised Ceunsil that there was enough money in the Sewer Bend fund to pay for the installment of sewer on Avenue "C" between Eleventh and Twelfth Streets. The Committeeman on Sanitation reported that Mr. fazlehurst had sempleted his report en the manner of handling garbage and night soil, and offered the report for the inspe st ion of Council. The Commitseman on Fire reported that he would advise that the city in the future purchase its own hydrants, es he had found out that they could save 9.00 on each hydrant. In this ••nnestion the Mayer explained why he had not signed the contrast with the hotel eempsny, as he thought the lease was tee short, and he wanted to see the attorneys and have a renewal clause inserted in it. Ralston, that the Mayor be authorized to ask the attorneys to insert in contrast the privilege of renewing same. Motion serried. The Committeemen en Police said that he h d investigated the beating of Jafredsen by the police, and had evidence from various witnesses which seemed to exonerate the policemen. The Committeeman •n Streets and Sewers said that he would offer the report of the Consulting Fvineer, which would show what his department was doing. Gentlemen: - We have the honor to present herewith Estimates for the month of Number, prepared in seaordano• with the direstien of the Special Attorney for th • city. STORM SEWER. From the ewi nary it will be noted that from the commencement of this work on October 31st last we have actually laid 3050 feet of storm sewers, consisting largely of 24 inshee diameter, and com- plete with the necessary manholes and in. etc. This work being done under your sontraet with the Southern Asphalt & Construction Co., and to this date, including materials en hand, 6167.50 is estimated. CONCRETE PAVING. Under the eity's 'entreat with the Creosote Weed Bleak Paving Co. and as shown by the seeempanying estimate, 4500 sq. yards of block paving have been laid with 10,000 sq. yds. of weed bleak paving en hand exclusive •t 11,000 yds. new partly unloaded from a seheensr recently 'leering from Motile. 8000 lin. feet of curb and gutter has also been completed by these eentraeters and the above aggregates a total of w38,805... From the above it will be seen that the entire amount of work completed and material •n hand as estimated under the several contrasts mentioned is 85,106.50, of whieh.•ertifisates for $27742.65 have heretofore been issued, leaving the amount for the month of 57.363.85. For engineering work and inspection •n this account according to contract $2907.80 is due for the month of De s embe r . For your information I desire to say that during the month I requested Dr. Dew, a shemi•al Engineer of New York City and a member of the firm of Dow & Smith, to Drake a special visit to Miami for the purpose •f examining the materials •n, hand and testing the legal sands. The expense of this visit was paid by me. I am glad to advise that this report of Dr. Dow's was in general altogether favorable and that we were able to find local silica sand, whieh, with sand imported from Jacksonville was pronounced as entirely satisfactory for our asphaltic generate. Dr. Dew spent several days here and suds extended trips, going as far as 40 miles to look into the question of desirable materials. During the month I have eonatantly maintained, prior to the shipment of the wood bl•sks, inspeet•rs, both at Atlanta and '(•bile, whose reports hmve been for- warded to the leeal • fise prier to shipment. I also desire to report that samples of oil for the pnving blocks and cements have been repeatedly tested, the laboratories used being the Pittsburgh Laboratory, Birmin;;ham eerie', Pratt Labervtory, Atlanta, Ga. and Georgia Sshsel of Toehnel•gy, Atlanta, Ga., and Dew & Smith, New York City. We have maintained totally, beside the Resident Engineer, inspectors •n the work as it progressed in every dept. and I feel entirely satisfied with the work so far achieved. While the eenunencem•nt of sush work is always trying and vexatious time, from new on the work will progress rapidly to its completion. The work of installing V• high pressure main has been advanced and there remains only about 1100 feet to complete, mostly en Avenue D. For this purpose two inspeeters were employed part of the tiJie for the sity's account, one being in charge of the pipe laying itself and the other supervision the work of refilling and flooding the ditches. Tn• asphalt paying work will have 'eon sempletedin *bout a weeks time, there being only 2 *leeks still to lay. The storm sewers should have omen fin- ished within 3 weeks and the weed bleak paving whieh is a larger contrast, will preoably require 5 or 6 weeks additional. The ?layer called the Consulting Engineer's attention to the feet that a certain gentleman in the city had been to see him and claimed that he had a patent right on the way in which the blocks are being laid; that ie, putting sand and cement cushion !order them , and that he would expect a royalty from the eity for using his process. The Engineer said that he had never heard of it, but that the same pro- cess is being used in all cities where wood 'looks are used, and that it is a stand- ard epecifieation and in any event, the city was protect(d in its contrast.
