Gentlemen: -
I beg herewith to hand yohi an option, given by the Florida East Coast
Railroad to the County of Dade, the City of ;Miami, or either of them, on that cer-
tain strip of land, knowt�as the water front along the boulevard, together with full ri-
parian rights. The same commencing at Twelfth Street, and running North about
3000 feet, and more accurately described in said option.
This option was handed me by Mr. Schutts, representing the' Florida
East Coast Railroad Company.
I earnestly ask that your Honorable Body take steps as soon es possible,
to call en election to ascertain whether or not the citizens wish to close this option
and purchase the property.

The Mayor was present and explained the urgent necessity of using every
effort to acquire a water front. He also stated that he was present at a meeting
the other night, where the citizens pledged !217,000.10 to protect the city against
the cost of digging a canal. The Mayor advised prompt action.
The City Attorney explained to Council the b at method of proceedure in
acquiring water front.
The following resolution was introduced by Councllrmn Conrad:
RESOLUTION NO.
Be it resolved by the City Council of the City of Miami:
Thatit is the sense of this body that the option of the Florida East
Coast Railway Company, embodied in its contract, dated April 29th, 1912, covering the
property described in said contract, should be Accepted by the City of Miami, if
no better terms can be had, and the City Attorney is instruoted to confer with counsel
for the railroad. company and that he report to this body such action as may be
necessary to submit the question of the acceptance, or rejection, of the option
to the qualified voters of the City.

sire Committeemen, Hefty, recommended that the salary of the Firemen be
fixed from the following basis: To begin at $65.00 per month; after six months service,
to be raised to $75.00 per month; after one year's service, to be raised to " 5.00
per month, and that the Lieutenant's salary be rained from eighty to ninety dollars,
and.thet the Engineer's salary be raised from eighty to eighty-five dollars.
Councilmen Hefty after explaining his ea of putting the Firemen on a kind of
Civil Service basis, thereby having a endenay to increase the efficiency of the
Department, introduced the following resolution:

Be it resolved by the City Council of the City' of Miami,
That :upon and after the first day of December, 1917,the salaries
of the firemen of the City of Miami be as follows:
The firemen shall receive for the first six months of service the cum
of $65.00 per month, payable monthly. After ' six months of service, the sum of
'75.rr0 per month, payable monthly. After eighteen months of service, the sum of
$80.00 per month, payable monthly, and after three years of service, the sum of
$85.00 a month, payable monthly.
The Captain shall receive the sum of 195.00 per month, payable monthly.
The Lieutenant shll receive the sum of ' 90.O0 per month,' payable monthly.
The Engineer shall receive the sum of $85.00 per month, Payable iionthly.

Councilman -'efty, 5penking for. the Police Depa_ tment, reconaiiended that
Council purchase the policemen one set of uniforms. The Chairman also al;reed with
Councilman 'lefty, and advised Council teat there Was a motion on record stating
that the policemen should purchase their own uniforms, and that this notion would
have to be rescinded before another was made.
Moved by C. Hefty, and seconded by J. A. McDonald, that motion referred
by the Chairman be rescinded. Motion carried.

given one uniform per year. Motion carried.
The Finance Committeeman Romfh advised Council that as Christmas was it
nearly here, and a good mangy of the city employes would need their money, he would
recommend that all r!ity employee be paid off December 24th in full for December
a alary.
Moved by J. A. McDonald, seconded by C F. Filer, that the Finance Com—
mitteeman be authorized to pay all employes of the city on December 24th their :
salary for the month of December. Motion carried.
Dr. Jackson, Chairman of the Board of Health, addressed Council in
reference to the value of a Board of Health to a city, saying that the returns
would be couch greater than the cost. Dr. Jackson explained the working clearly
and advised Council the men needed to establish one, which would include •
Health Officer, a r Foodd Inspector, a Pactsriol.o,:let, a Clerk and two, or pos—
sibly three, sanitary inspectors, to go from house to house to see that the yard
and surroundings were kept in a sanitary condition. He also spoke shout the
Plumbing Inspector, and said that about ninety per cent of the cities, the
Plunbing.Inspector was .ender the supervision of the Board of Health.

its former action and assure the Board of Health that all of their recommendation
will be accepted by Council. Motion carried.
The City Attorney advised Council, as there were so many resolutions
being gotten up and so much typewriting to be done, he thought that it would be
a good idea to keep as a part of the minutes e. eeparate ordinance and resolution
book, using the loose leaf system, so that these ordinances and resolutions
could be copied on the sheets and these sheets entered into the resolution book
as a part of the city's record, thereby saving copying them over attain. And he
had prepared a resolution to that effect.

Council next discussed the appointment of the di''ferent employes
of the city which had been recom ended by the Mayor. The Chairman informed Council
that a motion had been made which held un the appointment until the r•alery ordinance
had been passed, and that before any appointments could be male, this motion had
to be rescinded.
Moved by E. C. Romfh, seconded by J. A. Conrad, that the motion with-
holding the appointments until the salary ordinance be pAssed, be rescinded.
Motion carried.
After discussing the matter of appointing, it was decided to vote on each
one singly, and the following motion was read:
Moved by E. C. Romfh, seconded by J. A. Conrad, that the appointments of the
Mayor be acted upon singly. Motion carried.
The Clerk wns instructed to read in the order of the appointments by the
Mayor each name.
The first was the name of J. Tucker for Superintendent of Streets and
sewers.

of the Mayor of J. C. Tucker as Superintendent of Streets and Sewers, he Approved

Moved by E. C. Romfh, seconded by H. G. Ri+lston, that the appointment of
M. J. McDonald, as Plumbing Inspector, be rejected on account of the Board of Health
ordinance. Motion .carried.
The Clerk next read the name of M. J. McDonald for Plumping
-The Clerk next read the name of J. B. Ehisler for Cemetery Sexton.
Moved by C. Hefty, seconded by H. G. Ralston, that the appointment of J. B. Shisler
as Cemetery Sexton be approved and confirmed. 'lotion carried.

be rejected, en account of the Board of Health ordinance. Motion carried.
The Clerk next read the name of E. S. Fredericks *or City Engineer.
Councilman Ralston addremsod Council, explaining that this was a very important
position, and es the City was going to do a lot of street, work, it was very im-
portant that we should have an experienced man, and personally he had nothing
ageist the present City Engineer, but thought that this job should be left on the
merits of efficiency, and he would ask the Mayor to request the Consulting Engineer
to get up an examination for the engineers, and let all applicants stand this examina-
tion, and the one that stands tYe best examination, be given the position.
And for that reason he would wake the following motion:

of E. S. Frederick as City Engineer be re3epted temporarily. Upon roll call, the vote

The Clerk read a long letter from the City Engineer, addressed to
Councilman !la -Leto% explaining the different parks and drives and the streets to be
widened in the proposed system. After discussing the various difficulties to be
met, and the streets to be widened, especially Biscayne Drive, and no agreement being
reached, the following notion was made:
Moved by H. G. Ralston, seconded by J. A. Conrad, that communication of
City Engineer, dated December End,1')13, be received, adopted and filed. Motion
carried.
The new city map was presented to Council by the City F.nvineer for approval.
and Councilman ,Ralston offered a resolution, accepting it. Put withdr

City Attorney advised eounbil that this was a very important step.,accepting
the map, and he would like more time to look into the legal preceedure in accepting
it.
Park and Dock Committeemen, McDonald, advised Council that the river front
of the city park was being used for storing boats and various other things, end he
thought that the city should make a nominal Charge for this river front, and that if
it was turned over to him, he would see that they paid rent, to the city, and made tb
the following motion:
Moved by J. A. Monona ld, seconded by C. Hefty, that the Committeeman
on parks end docks be instructed to ch .rge all boats anchored along the park
on the river front. Motion carried.
T��e matter of fixing the charge for the use of space along the river front
was discussed, and the following motion , moved by J. A. McDonald and second b,
J. A. Conrad, that the Chairman ,appoint a Co;rv.ittee of three to fix a rate to charge.
Motion carried.
The Chairman appointed J. A. McDonalld, J. A. Conrad end E. C. Romfh.
Chas. S. Etanage presented a list ef men that would comprise the band,
and asked that Council appropriate sixteen hundred and eighty dollars for eight
months' service, giving four concerts per week, ren to he paid for each concert
Leader 5.00; each player !e2.50. Band to consist of twenty men, divided as follows:
2 Basses - 1 Baritone- 2 Trombones - 3 Horns - 4 Clarinets - 1 Piccolo - 4 Cornets -
2 Drums - 1 Director.
The organization shows John C. Gramling, President; J. H. Cheatham, vice -
President; D. C. Caddigan, Treasurer; F. M. Jeffords, Secretary; Musical Direction,
Chae S. Stowe.
After discussing the band proposition for some time, it was found that a
resolution had already been passed, donating ,16H0.O0 to the Second Regiment Bond.
And the Chairman said as this bond had gore out of existence, that resolution
ought to be rescinded befo=•e a donation to another bend was made.
Moved by H. G. Ralston, seconded by C. Hefty, that the former resolu-
tion , donating 51680.00 to the Second Regiment Bend, be rescinded. Motion carried
Moved by H. G. eels*.or, seconded by J. A. McDonald, that the sure of 4210.op
per monthbe appropriated to the band for a tine not to exceed eight months, and
that the proposition be under the head of the Park end Dock Committeemen. otion
carried.
The Conwittenmen on the streets again called attention to the ',u,t,ent
need of the new map, and asked that it be adopted.
Moved by H. G. Ralston, seconded by C. Hefty, that the proposed map, as
presented by City Engineer fe' approval, be referred to the City Attorney, and,
that he be instructed to correspond with all the abutting property holders along
the streets proposed to be widened, and ascertain the cost to the city to carry out
the proposed system ef boulevards. Motion carried.
The Committeemen on streets advised Council that the property holders en
Avenue C, between First and Waddell Streets, wanted to put in a six foot sidewalk.
And as thisweuld not conflict with any ether sidewalks, or any laid in that section,
he would recommend granting their request.
Moved by J. A. Conrad, and seconded by E. C. Ronfh, that the City Attorney
be instructed to draft an ordinance granting the above permission. Motion parried.
J. B. Harris addressed Coiineil and asked that water be extended on Seventh
Street around Avenue G to Avenue J, se that they would have fire connections.
';eved by H. G. Ralston, seconded by C. F. Filer, that the matt.r be referred
to Committeemen on Streets, with power to act. Motion carried.
Moved by C. P. Filer, seconded by 4. G. Ralston, that Council ettjourn until
Monday night, December 29th, 7:30 P.M, to transact any business that might cone up,
or any unfinished business. Motion carrid.
