A communication from Chief Chase in reference to the ordinance covering the cnstruction of moving pictures,theat res and firehazard of such buildings I most respectfully suggest that with the elimination Of a few minor sections, the pre- sent code is as liberal as con:•.iatent with the public safety. I most specially object to allowing narrow aisles,or less room between seats,and would urge that this aisle space be exended to cover all buildings used for public rieet ngs,incl_uding churches and schools. I do not think the necessity of an asbestos curtain necessary in a place where only moving pictures are shown,and the section reqhiring pipe holes and axes can De dropped. Also beg to inform you that T hove se.•ved notice in w-titing to the owner and manager of the Gertie Reynolds theatre,that there theatre now being re -constructed, must confor i to the ordinance in every particular. Whereas, p'nlic work is now ie course of construction for the City of Mieri and other public work has been contracted for,and other public work is contemplat dd by said city, and Whereas,a large number of the citizens of the City of t!iami,Floride,are skilled workmen,artisons and mechanics,who are members of various labor unions organize tions,and, Whereas the Cit;,' Concil of the City of MiH i are in sympathy with the objects of such organizations and believe that the members of such unions should have a preference in the matter of employment in all public wotk done by or on behal' of the ::ail city,or under contracts let by said city,now Therefore,he it reslved by tLe City Council of the City of liami,Florida, that it is the sense of this body thet in all future phblic work let by the City of Miahi,white union labor +should be given a preference wherever it can be employed,and that in ell contracts hereafter executed for public work by aid city,there be inserted a sitpul-tion or provision,wherein it shall be provified that any contractor shell emplp employ in all :ork requiring skill white union labor of the City of "iami,whenever such labor can be had. THe resolution WI'S discussed by cu'4hcil for some time, Councilman Conrad was in favor of it in the future,but did not think that the work now being done could be interfered with. as everybody was so anxious for it to be finished. Councilman IcDonald was in favor of the ret^olution.and called on the city attorney to explain the legal aspect. T'Te city attorney explained thet according to law, count it could not pass such a resolution and make it effective but that by passing it,it would show the sentiment of the council. Mr. Greening addressed council and asked that council make some improver ment in the north end of the city, as the people were led to believe that when they came in, they would get improvements and so far council had nut done anything in that direction. He also asked the cooperation of council in having a retaining wall built between Miramar and the city's property. Councilman Romfh explained to '�r.Greening why the city had not male any improvements in the new territory. The first reason was that the Bond issue failed to go through,and the city did nut get that money as they expected. The second reason was that none t the new territory is assessed this year,anri you cannot 188119 Improvement Bonds against property until it is assessed,noting that that survey and work was being done in this section now. by issuing Improvement Honda.
