Honoreble City Council,
We,the residents and property o wars living on Avenue C ,between First and
Waddell Street to auk the city council to permit us to put down a six ''oot sidewalk
instead of an eight foot sidewalk,as the city ordinance now required.

law,explaining the necessity of keeping the children off the streets after a certain
hour at night. The Rev. Mr. Wray and Dr. Cope also spoke in favor of the curfew law.

instructed to write every city in Florida and ascertain if they have any curfew law.

'.B.Douglas appeared before council in reference to the condition of the
road known as the Buena ~vista drive,and saki that -ow it was in fair condition but need
ed a little repeir,nnl that he end several others hrad used oil in front of their pieced
which hnd proven H suceesmOnd. they had appeared before tre County CorImissioners,and
asked they, to order five miles north and ` outh,which he thought they would, end asked
that council pig that part of the road through the city.
Councilman 'Alston differed with "r. Douglas and celled attention to the
experiment . ade by t, e ►;overnrLent,and thought that those t sts r.houlcl he investig;eted.

Finance Comm tteeman Romfh spoke of the necessity of a Bond issue end
said that he would like to h,-ar from each committeeman as to the amount necessary for
their departtuents.The matter of a bond issue was thoroughly gone into and each com-
mitteeman gave the amount he thought necessary for his department.
Engineer Pierse was called upland explained whet was needed in the sewer
line,eetimating the coat to sewer the city at about w175,000,which would include
4' an e.sceptic tank.The cities cost of the sane would be about $E30,000
Coranitteeman McDonald spoke of the dock and park proposition,and said it was
hard to estimate the amount necessary for his de]iartment,end that he' was really in
favor of bonding for enough to buy the riparian rights offered by the Florida Fast
Coast Railway,which would be $417,000 .Councilman Ralston thought this propos4tion
was out of the question.. Co !ncilman VcDobald said for the present he thought that a B
Bond issue of $42,500 would be enough for his department. Councilman Romfh and
Ralston thought that this issue should be large enough to take care of the riparian
situation ,and have the money even if it was not necessary to use it. After dis-
cussing the amounts for the different departments for some tiae,the following motion
was made;

be voted on in the coming election in eeeh department as follows:
Fire Department. t30,000.00
Sanitary 25,000
Hospital 10,000.00
Street Dept.for Streets 60,000.00
Street Dept.for sewers 90,000.00
Park and Dock 185.000.00 $400,000.00

H.C.Ralston yes, J.A.McDonald yes, F.C.Romfh ;yes, J.A.Co' card yes,C.Hefty yes.
Carried unanimously.
An opinion of the city attorney in reference to ordering in gas,water
pipes, conduita,etc. placed in the head of permanent paving,eited that council had
the right to order this work 1one,and a failure to do so was subject to e fine of
$10.00 per day ,that is, they would be allowed thirty days to complete the job
after. being notified.

The following resolution was introduced by C.F.Filer:
Resolved,that all obstructions or encroachments upon the street knovn as Ave.
R in the City of Miami extending; from Fifth to Sixth streets in said city be removed
and said Avenue B between said streets be put in condition for the grading and paving
of said street and for building sidewalks and curbings thereon,and the committeeman
on streets is hereby authorized,directed and empowered to take such measures or pro-
ceedings as in his judgment and discretion he may deem necessary and proper to carry
out and enforce this resolution.

Councilman Ral ston introduced the following ordinance:

Councilman Ralston asked that 13,000 be appropriated frgnc the Publicity Fund
for the Carnival,and that he thought that would he the best possible use this none;
could be used for..This brought up a discussion as to the amount to be appropriated.
Moved by J.A.Mc))onald and seconded by E.C.Fomfh that council pledge 11500.
Upon roll call the vote was as follows: F.G.Erfert yes, E.C.Romfh yes, H.G.Ralston
no, J.A.Conrad yes,J.A McDonald yes, 0.F.Filer no, "lotion carried.
Councilman Ralston amended '",r. McDonald's rtotion,and moved, seconded by
C.F.Filer that $3000.00 be pledged to the Mid -Winter Carnival.. Upon roll call,the vob
vote was as follows: F.G.Erfert no,J.A.Con.rad no,h.C.Roni h no,.J.A.'lcDonald no, ..
H.G.Ralston yes, C.F.Filer yes. Amendment lost.
Councilman 'cDonald motion was then carried.

Councilman Conrad said that as the sewers were now open and ready *or the
high pressure vain to be put in,enci that he h d gotten the prices from the Southern
Asphalt Con trruction Company ,who offered to lay it for 80 cents per cubic yard ex—
aa'ration,and pipe one cent per diameter. Engineer Pierce explained that there would
be about 1600 cubic yards of dirt to remove,whiQh would cost °1280.00,and laying the
pipe would coat t805.00.
Moved by E.C.Romfh and seconded by J.A.McDonald that as it is a case of
er&ergency,the contract be entered into with the :southern Asphalt end Construction Co.
to lay and install the hi; pressure system at the prices submitted. Upon roll call
the vote was as follows: F.C,.Erfert yea, J.A.Mcnonsld yes,J.A.Conrad yes,E.C.Nomfh yes,
C.Hefty yes, C.F.Filer yes ,xi.(,.Ralston yes. Motion carried un%inmously.
