Holmes and R.O.Watson, Gentlemen: Acting under authority vested in me,as the Mayor of the City of Miami, you are hereby requested to attend a nceetin , of the City Council to he held at the Council Chambers at the City Hall, at 7;30 P. . this date,for the purpose of receiv- ing and acting upon the report of the Equalization Hoard,reeeiving and acting upon the report of Consulting ;engineer Hazelhurst, as to the several bids for paving sub- mitted to the Council at a special meeting held Monday, Septe, ber 1st, at 7;30 P.M. for the purpose of diseu:sing and determining the relative merits of the several kinds of paving materials recoiw ended,and transacting any business pertaining to any of the a Dove sub je ets. The chairman requested Consulting; Ing neer Hazelhurst to read his tabulated report of the bids which had been referred to him the day before. Mr. Hazelhurst read his report and suggested that as all the bidders were pre- sent,each representative be allowed 15 minutes to explain the merits of their kind of paving,and answer any questions and give any information in referenr!e to the same that council might desire. And th t he thought it would be best to her one at A time. The other gentles en were requested to leave the hall,after which each one was celled in and allowed 15 minutes to talk . The representative of the Rithulithie paving spoke of the merits of his kind of paving,narriing the different places thatit was now in use,and urged council to adopt his material. The Mayor asked the gentleL:an if the heat affected the Bithulithic pavement, he replied that there had never been any complaint and there were many Texas cities paved with it,and it was ho.ter there than here. The representative of sheet ashpalt was next called in and explained the merits of his paving material,exp1 ining to council that there was only three lakes in the world where it could be obtainad,and gave valuable inf-rmation along the line of asphalt paving. me M .Hudson was next called in and explained the merits of his sheet asphalt. which came from California and was m nufaetured by a chemical prosess,arguing that :v it was better than the natural asphalt. �- The chair next heard from the representative of the creosoted Wood bloc's pavemet who spoke in favor of his pevingianswering all questions in reference to then.:. The chair next called on the representatives of the Mrehants Association and asked them to give their views as the most suitable pavement for this city. and the kind of pavement they most desired in their loeality. 'ir.E.G.Sewell spoke in favor of wooden blocks and produced letters from 15 or 20 cities *high the clerk read,all being strongly in favor of wooden blocks. He also produced a petition which was signed by nearly every merehent on 12th street,aeking that that street be paved with wooden blocks. E. A .Douglas and Nathan Cole and several others all sp. •ke in favor of the Creosoted Wooden Blocks for 12th street paving. Petition. Sept.2nd,1913. To the Hon.Mayor & City Council, We,the undersigned propert. owners and merchants in the business section of Miami, especially petition your honorable body to adopt wood block paving for the businese district of the eity,for the following reasons: 1. The initial Bost is reasonable. 2. Extreme durability makes its ultimate cost low. 3 Absolutely noiseless.. 4 Absolutely dustless. 5 Absolutely sanitary. 6 Easily eleaned. 7 Requires no plant to make repairs after making cuts. 8 Wood radiates no heat. (Signed) John Sewell Pe Bros. and about 60 others. Mr. E.G.Sewell noted that out of the sixty two mershants that he had approach ed, there were only two that were not in favor of wooden blocks. Finance Committeeman Romfh discussed the bond proposition with cohncil. The manner of handling them,and all details in connection with the issuing of same Councilman McDonald in the discussion brought forward the real value of Miami Bonds,and took exceptions to one of the bidders,in which it was stipulated if bonds were given 15 cents per cubic yard was to be adMed to price of contract. f!e said that this was a reflection on the credit of Hiami,and was out of all reason,as Miami Bonds were worth par anywhere. c.. Councilman Conrad urged thet council that in designating the kinds of pave- ment t Miami wanted i+hw best. Consulting Engineer TTazelhuret was asked if he had any report to make as regard the kind of paving material he would recommend to he used,he replied 'that he thought it would be better for council to meet and discuss the ratter among the:selves,before any action be taken in reference to the kind of paving material to he used. Moved by E. C.Romfh and seconded by J .A.McDonald that the tablated report of J.N.Hazelhurst,showing the approzimate amount of the different bide be accepted. The chairman notified council that he had a report in Equalization,which he would like council to act upon. enr:e to the Board of Miani,F1a.Sept.1,1913. To the City Council of the city of Miami,Florida. The City council,acting as an Equalixation Board as provided by the city Char- ter,and pursuant to legal notice, begs to report that on August 25th, 2Gth and 27th, 1913, between the hours of 8;00 oclock A.M. and 4;00 o'clock P.I. did sit as a Board of Equalization for the purpose of hearing complaints and equalizing valueemand that it hae fixed the taxable value of the property in the city of Miami,for the year 1913 at the following amounts: Real property Personal pnpperty. $4,097,160 540,885. .4,638,045.00 The detail value of such property being set forth in the books of the city tax assess or.
