McDonald. and T.C.Hinton, Tax Assesaor,present.
T.E.Lilly appeared before the Board with reference to lot Block
North, stating that this was now the property of "'he First Christian Churehand wished
to know if same was assessed. Mr. Lilly was informed that the property was Exempt.

lot 4 and 5 of block 60 North. Both stated they were widows And asked for a reduction
equal to exemptions. Each were informed that the complaints would be considered
before the Board adjourned.
Dr. d.L.11olmberg appeared before the Board with reference to assessments
against Avenue D property between 7th and 8th streeta, stated that he thgought property
on Avenue C was<valuable as property on Avenue D; also, that in hi:, opinion drat
property on 12th street between Avenue B and Court Street was worth $1000 per front
foot. Dr. was of the opinion that his property was a; sessed in proportion to other
property of like value on Avenue—D.
Ca t. W.FI.Mslntyre, appeared before the Board relative to his property
on 14th street and also on west 12th street, and while he complained of the large in-
crease in the assessed value of hks properties, yet after he was shown the a ssessed
value of his various neighbors properties, admitted that it was in proportion, and pro
perly equalized.
The Board examined each lot and block, beginning with lot 1 of block 1N
and so on through to Miami River, excepting land described by metes and bounds, all of
which was Oound to be in proportion.
The lands so described were to be taken up on the morrow (26th) and south

Miami,Fla. August 26,1913.
Council met as a Board of Equalization at 8 A.M.
Members present; J.A.Conrad, E.F.Holnes, F.G.Erfert, 6.A.1,(cDonald, E.C.Romfh, Tax
Assessor,"_'. C.Hinton.
Board toov up equalization of properties described by metes and bounds, and
_ found same well in line. Also, lots and blokks and properties described by metes and
bounds, south of river, assessnents were closely examined and found in line with other
assessments.
Assessor stated he thought improvement assessed on lot 13 of block 18 North,%
and Lot 16 of block 18 North should be reduced from *700 to $250. Memorandum was made
of same for future action.
Assessment of $200,000 on Hotel loyal Palm and grounds was believed by Board
to be excessive. This property is a great advertisement for the City of 1(iami,and also
it was shown that the assessment on the other large hotel (Halcyon Hall) had been
raised from $30,000 to $55,000 while the assessment aga net the Royal Palm hotel had
been raised from $75,000 to $200,000.
Mr. John B.Reilly appeared before the board in this matter later in the day
and asked that the board give a reduction every consideration. Also the riparian rights
assessment.
The natter of the riparian rights came under discussion of the Board and the
members Belt that there was undoubtedly a large duturs in store for riparian right pro-
perties and that prises quoted on such along the Bissayne Shore, was based on the posab
ible obtaining of deep water in the near future. The actual - value today of riparian
rights was believed by the Board to be muc', less than the value based upon future
possibilities. A similar question as to value arose on property along Avenue C
as compared with Avenue D. But it was shown that while a sale or two nn Avenue C had
been made at figures nearly equa]prises for property on Avenue D,yet,it is a fast tilt
that Avenue D is an established siness street. And the rentals on Avenue C,north of6
tenth street to 6th street, one paying a price largely in advance of the price at which
property along this avenue sold a fewyears ago, is basing on the future possibility,ad
theref fore the assessment of property along C at about 50 O to 65* of like property
on D was in the opinion of the Board just and fair. It was the opinion of the Board
that to recluse all riparian right assessments along the Biscayne Bay shore 50* would is
be to make same in keeping with assessments in general.
sir. R.G,.Sulzner appeared before the Board
98 Northland was entirely satisfied with the assessment.
