Gentlemen:
Each and every one of you are earnestly requested. to
meet at the Council Hall tomorrow night to hear the report of J.N.Hazelhurst,Expert
Engineer in reference to the paving and laying of swwera oontei.,plated by you. Any other
matter in this connection can be considered also. This is very important and I respect-
fully request all of you gentlemen to be present: (Wednesday evening ,?lily

The Mayor was present and said that he had been asked tb call this special
meeting so that the Expert Engineer could report to council the work in connection
wiNh the paving of certain streets .Councilman Ro?r.fh suggested that council hear report
of Mr. Hazelhuret.
Mr. Hazelhuret read his report which gave valuable information as to the kind
of paving and the approximate cost,etc. In this report,he suggested that in advertis-
ing for bids,council should advertise for paving 12th street from the Boulevard to the
river,llth Street from Avenue B to Court Street,Avenue B from 12th to loth Street,
Avenue C from Fort Dallas Perk to loth Street,Avenue D from Miami River bridge.to
Railroad North of Sixth Street,and that four ki.nde of paving be advertised for.The
creosoted wood block, asphalt block, sheet asphalt, and vitrified brick,estimating the
cost for sheet asphalt at $130,717.00

Wood blocks 155,686.00
vitrified brick 125,724.00
Which would be the approximate cost of paving that territory.
Mr. Hazelhuret in his supplementary remarks said that the contract which had
been sent to him was a little vague in its definition of the amount to be expended.
And that at the work contemplated would coat more than '100,000.00 he wo7Ild like to
know the amount that council was going to spend.
Councilman Remfh thought the most feasible and practical thing to do at this
time was to take care of the business district first,ae these men were willing to putp
up their amount or at least one half of it to get the work going. And he could handle
$25,000 or $30,000 of the Improvement Bonde,ari he w uld like to knowfrom Mr. Hazelhurt
if a part of the work could be advertised for.".fir. Hazelhuret thought that it could he
done,but thought it better to advertise for it all,and cut the garment according to
the cloth,thdn not to have enough cloth.
Mr. Sewell and 'dr. Douglas speaking for the Merchants Aesociation,thought
it was best to take up the business district first. Mr. Bowen,attorney,thought that in
advertieing for bids,ehould be done according to charter before any tentative bid could
be accepted. Mr. Nomfh asked Mr. Bowen what would be the probable fee of the attorneys
to the transaction .Mr. Bowen replied that probably the New York attorneys would charge
1150 or ";200 for their opinion of the bonds, etc. His firm would charge Whatever coun-
cil thought vas right.
Moved by E.C.Romfh and seconded by C.Refty that report of J.AT.Hezelhurst
Expert Engineer, be accepted and filed.Motion carried.
The following resolution was introduced by J . A. Conrad:
Whereas, the Laws of the Sate of Florida and the charter of the City of
Miami require that b fore contracts for street p$'ving aremede,the kind of materials to
he used shall be specified in advance,and
Whereas, the tendency of stash restriction is to stifle oompetition,and to
the end that comparative bids may be secured onevarious materials suitable for sur-
facing certain streets about to be paved,
Now therefore be it resolved, that the City Consulting Engineer be instruct
ed to prepare and print speeifioettions covering the follotng paving materials,
asphalt, ashphalt blook,oreosoted wood block and vitrfied brink.
That advertisements be published three (3) times each in the Jacksonville
Times -Union, the Baltimore Manufacturer's Record and the Engineering news, asking pro-
posals from paving contractors for paving the following streets.
Twelfth street fromthe west side of boulevard t r the east approeah of
the Miami River Bridge; Eleventh Street fromthe East side of Avenue B to the west side
of Court Street; Avenue B from the North side of Twelth Street to the North side of
Tenth Street; also Avenue C from the epurtracks serving the Royal Palm Hotel to the
north aide of Tenth Street; and Avenue D fro the North end of the Miami River bridge
approach to the Florida East Coast Railway Company's track t, their terminal.
That such proposals shall contemplate payments
(a) A11 Dash.
(b) one-third eash,remainder one to ten years Improvement, Bonds bearing
6 per cent interest.
(c) 411 improvement Bonds.
All lnterseiztiors to be paid for out of the public funds one third cash and
balance in twelve (12) months with interest at the rate Of 6 per cent per annum.
The right is reserved to reduce the amounts above mentioned or to reject all

duced by Councilman Conrad be adopted. Motion crried.
Council discussed the question of employing assistant counsel to handle
the bond issues,and furnish any legal opinion that might be necessary in the street
and sewer work,after which the following motion was made:
Moved by E.C.Romfh and seconded by i.A.Conrad that the city employ the firm
of Shutts,Smith and Bowen to handle the matter of Improvement Bonds and the vaious item
in connection with the work. Notion carried.
Chairman Erfert notified council that the insurance firm of Tully and Dorn
had sent to him two polici,s of 1500 each on the City building, premium 034.50
each,stating that the present policies had expired.
Moved by E.C.Romfh and seconded by C.Hefty that the policies be accepted and
filed witn the auditor.
Council dischlased the contract between Ir. Hazelhurst and the city,and which
was presented for acceptance.After going over it thorvughly.the following motion was
made by E.C.Romfh:
moved by E.C.Romfh and seconded by C.Hefty that contract be gone into
between the City and J.N.Hazelhurst,end the proper city officials be authorized to sign
the same.Motion carried.

Whereas, the city contemplates the issuing of improvement bonds in the sum of
One Hundred Seventy Thousand Dollars, and a certain portion of the proceeds {' orn the
sale of such bnnds is to be used in street and sewer improvements;and,
Whereas, J.N.TTazelhurst,a municipal engineer of Atlanta,Georgia, proposed to
superintend Such street and improvement work in the city in such localities as may be
designated by the city council, now therefore,
This is a contract,executed in duplieate,at !lied, Florida, this 30th day of
uly, A.D.1913, by and between the City of Miami, a municipal corporation, hereinafter
Balled "the city" and J.N.Hazelhurst,of Atlanta,Georgia, hereinafter calldd "the
engineer".
The city agrees to employ the engineer to superintend the sewer and street work
to be paid for out of a portion of the proceeds of the recent city bond issue of
One Hundred Seventy Thousand Dollars,and to pay for such service the sum of Five per
sent upon the cost of material and labor used in the construction of street pavements
from materials other than native rock,and seven per cent upon sewer work or sewer sys-
tems,the total sum upon which Any commission shall be paid not less than Fifty Thous-
and dollars.
In consideration of the above the engineer hereby agrees to superintend the
street improvement work to be done by the city, and to furnish all plets,plans,and
specifications required by said city in connection with the proposed work, and to fur-
nish aresident engineer and such engineers and inspectors as shall he necessary to
properly carry on the. worl, , and furnish an inspector or inspectors at the factory or
factories manufacturing the paving materials to be used by the city in such work,
unless such materials shall be brick, all of such persons to he paid by the engineer
and the sa d engineer specifically agrees to keep the city harmless ,from any claim of
such persons for personal injury or compensation for services in connection with
the work aforesaid.
The engineer agrees to at once begin bush surveys and thernakdng of such plats,
plans, p ofiles and specifications as are necessary to advise the city fully as to the
moat advantageous method of proceedure as to the construction of streets and establish-
ment of such sewer system or systems as will meet the anticipated requirements of the
cit;, for fifteen years hence, such work to be done subject to,and this contract is
eontigent upon the sale of said bonds or other arrangements satisfactory to the coun-
cil for financing the work within six (6) months from this date otherwise this contract
be void and of no effect.
The city shall pay the engineer at the end of each month the amount then due
him on the estimated materials furnished and the work aetually done by the city under
his supervision at that date.
In witness whereof, the city has caused this contract to be signed by its proper
officer and caused its o"ficial seal to be hereunto affixed,and the engineer has here
unto set his hand and seal at '"iami,Florida, this the day and year first above written -

Moved by E.F.Holmes and seconded by r?.O.Watson that the Building Tnspector
be instructed to issue a permit for the Aeolus Building,providing it conforms with the
Building Ordinance. Motion carried.
