Regular meeting of county council called to order by the chairman,F.G.Erfert.
Members prsent: F.G.Erfert, ,I.A.Conrad,J.A.McDonald,E.C.Romfh,C.HPfty,E.F.Tiolmes,
R.O.Watson.
Minuted of ('une 26th were read.
Minutes of June 27t were read.
The chair ordered that as there were no errors or omissions,the minutes would
stand approved.
A.communlcation was read from F.J.Pepper representing the property owners on
9th street from Avenue G to North River Drive, asking that that street be paved.
and as the sewer was about completed,they would like to have water installed on the
street.
Moved by E.C.Romfh and seconded by J.A.McDonald that the Water Co. be requested
to put in water on 9th street. 'lotion carried.
Council discussed the manner of doing street work in the future,and decided
that all streets should be sewered before being paved,and the water and gas connec-
tions must also be put in before the paving is done on all lots. The fallowing
motion was made;
Moved by C.flefty and seconded by E.C.Romfh that the city attorney be instructed
to draw an ordinance giving the city council the right to order any laterals and gas
and sewer connections an'i the power of assessing for them against the lots when the
city is ready to do the work. Motion carried.
Communication from Dr. Jno. N.MaGonigle addressed to the city clerk was read.
Rferring to a bill of 1S.00 presented by the city engineer against the Water Co.
for linee for playing fire hydrants,in which he said " You understand that Ne `ay
these bills and charge the amount up to the city, as part of the cost in installing
the fire hydrant".
Moved by E.C.Romfh and seconded by C.Hefty that bills be included in the
regular monthly file,and hereafter the city will not pay these bills.Motion carried.
A communication addressed to the City Attorney from ;?.B.Rroeeier WRS read,in
which he claimed that he purchased lot 5 in block 24 from Robert Welborn,who had pur;
chased this lot from thecity.and the city had given him a Quit Claim deed,and there-
fore the city was liable fat the 1912 taxes. I now find that the city has a tax
lien on this property. After getting the advice of the city attorney, the following
motion wee made:
Moved by E.C.Romfh and seconded by J.A.Conrad that Mr. Nrossier be requested
to pay the amount of lien,and the city will reimburse hint for same. This to keep
the records straight. Motion carried.
The question of printing the new city charter again came up. And Mr. Billingsley
said that after making the notation and mrginal references to sar:e,the Metropolis
would not print the copies at the original bid.
Moved by E. „%Romfh and ; ec nded by d . A.McDonald that the matter of priting the
new city charter be referred to the city attorney,with instructions to have 500
copies of same printed,said bid to be approved by four councilman. Motion carried.

Gentlemen:
I beg herewith to notify yo-, that I have this riay signed the contract
entered into between your honorable body and Mr. Hazelhurst,whereby he is to act as
chief of conslting engineer,in the matter of paving streets avid laying sewers in the
sity. As the contract has not been signed by Mr. Hazelhurst,i,4r. Pierce,repreeenting
him, took both copies until they are properly signedby him,after which he will de-
liver one copy to the city.

A communication to the Co mmitteeman on Streets from Dr. MacGonigle,in whlehb
he wanted to know if the city would pay for the street lights already installed et Bues
Buena Vista. We will of course furnish service to the city, as is the rest of bhe city.
Council discussed the proposition of cleaning up the city,after which the
following resolution was offered by councilman lefty:
Resolved, that the owners of all vacatt lots in the City of Miami, each and
every be, and are hereby required to clear said lots of weeds,undergrowth,rubbish,debrb
trash,and unsightly and unsanitary matter on or before the 23rd day of July, A.D.1913,
and if the said owner or oweners of eel and every lot shall fail to clear the sane as
above prescribed, within the time above named,the city council shalldo or havethe
same done and shall assess the costs thereof against the said property so cleared,which
assessment shall be payable in one year and shall bear interest et a rate not greater D
than eig}'it per cent per annum,to be fixed by the cit. council.
Moved by R.Q.Watsan and seconded by J.A.Conrad that the above esolution he
Adopted. "ot ion carried.
The City Engineer introduced a profile for adoption on 19th street.
Moved by d . A. Conrad and seconded by E. C.Rom h that the profile as presented p
py the city engineer for 19th street from Avenue D to Rric};ell Avenue,be adopted.
as the right grade.Motion carrie0.
Tr e city attorney brought attention to council and produced a plat certain
streets laid out in a strip of land between Biscayne Drive and Railroad,in North ?5iami,
which thw owners would like to have designated as streets of the city.
Moved by J.A.Conrad and seconded by E.F.Holmes that council adopt plat preset
ed provided that it conforms with the plat b ing made up by the City Engineer. Motion
carried.
