In aocordanee with the report and recommendation approved by the Chief of Police,and made to your Honorable Body by Police Commissioner R.O.Watson,said report having been made verbally at the first meeting held after the new city charter went into effect and recommending that eight new patrolmen be appointed,in order to properly patrol the city, in three watch a of eight hours each,I herewith report to your Board that I have appointed the following gentlemen as patrolmen: R.H.Smith, effective June 6th,1913. C.T.Davis G.W.Robertson " June 7th,1913. 1/.B.Curry M.T.Cann June 9th,1913 Horace Albury " June 14,1913. making a total of six. I wish to say that notwithstanding the extension of the city limits, that we have only two more men on the force than we had last winber,as about that time three resig;ned,and since then qr. Whitman has resigned. In order to meet the new conditions,anri cover the outlying dietricts,two of the regular patrolmen have been mounted,and they daily patrol the outlying districts. I ask that these appointments be approved. Respectfully, (Signed) t .W.Watson,Mayor. Finance Committeeman Romfh notified council that the city had something like $2500 in the sinking fund,and he would reconunend that this fund be used to purchase some of the Certificates of Indebtedness issued by the City,as the collateral was per- fectly g;ood,and it would keep the money in the sinking fund working all the time. Moved by o.A.McDonald and seconded by C.Hefty that the Committeeman on Finance be authorized to purchase with the money in the Sinking Fund as many of tee Citys Cer- tificates of Indebtddees ae he saw fit to do so. Motion carried. Finance Comndtteeman Romfh al' o suggested that the uncollected street and sewer liens which had been on the booke for some time be turned over to the city attorney for collection. Moved by C.He+'ty and seconded by R.O.Watson that the recommendation of Com- mitteeman Romfh be complied with ,and that the city clerk furnish the attorney the list of same. Motio n ear er!. The chair notified council that as at the last meeting,the clerk was instructed to tabulate the bids for street and sewer work,rendered and informed council that the lowest bid on each Job advertised. The clerk reported that the loweret bid for con- structing the sewer on 9th street from Avenue F to North River Drive was that of J.D. Godnian for the sum of $1305.63. Moved by J.A. Conrad and seconded by F.F.Polmes that the contrac , for laying a sewer on 9th street from Avenue F to North River Drive,be awarded J.D.Godman for the cum of $1305.63. Motion carried. The clerk reported that the lowest bid for constructing a sewer on loth street west 450 feet from Avenue D was that of J.D.Godmen for 0503.61 Moved by J A.MCDonald arri second ri by C.Hefty that the contract for laying a sewer on 14th street f' eet..45© feet west of Avenue D for $503.61.Motion carried. e c ark reported that the lowest bid for the construction of sewer on 6th street between Avenue F and I was that of R.J.F(adie and W.H.We. therly,for the sue of $1437.25 . Moved by E.C.Romfh and seconded by R.O.Watson that the contract for the laying of a ewer on 6th street between Avenue F and I be awarded to R.J.Hardie and W.N. Weatherly for the sum of $1437.25 . Motion carried. The clerk reported that the lowest bid for theconstruetion of a sewer on 15th street west 400 feet fr orr Avenue D was that op Adolph Freedlund for the Gum of 479.80. Moved by J.A.`ScDonald and seconded by J.A.Conrad that the contract for construe ing a sewer on 15th street west 400 feet from Avenue D was awarded to Adolph Freedlund f .r the sumof $479.80. Motion carried. The clerk reported that the lowest bid for grading and paving 15th etreet from Avenue D 475 feet west,was that of R.f.Fickle for the sum of $627.75. Moved by E.C.Romf" and seconded by E.F.;?olmes that the contract for gradtngoervd paving 15th street from Avenue D 475 feet west be awarded to R.R.Fickle for the sum Of 627.75. Motion carried. The clerk reported. that the lowest bid received for the paving &Rd grading of 12th street from the Miami River to Avenue M was that of Adolph Freedlund for the aum of 05859.75. Moved by E.F.Rolmes and seconded by C.Fiefty that the contract for grading and paving 12th street from the Miami River to Menus M be awarded to Adolph Freedlund for Vile sum of $5859.75. Motion carried. The clerk reported that the lowest bids received for the paving and grading of !forth River Drive from 8th Street to Avenue L. and from Avenue L to 4th Street,was that of J.D.Godman for the sum of $9915.64. Finance Committeeman Romfh said hehod investigated this bid and found out that the cunt of the work was more than the halfof the asssessed valuation,ard according to the new city charter,the work Could not be done,and follow the provisions Moved by E.C.Romfh anti seconded by J.A.',4cDonald that if the property holders abu abutting on said drive will come up with their pro rata share of the cost,the contract will be let.Mction carried. Council discussed the manner of disposing of the uncollected taxes for the year 1912. Moved by E.C.Romfh and seconded by d.A. Conrad, that the city clerk be in- structed to make a report of the uncollected realty taxes and turn the same over to the city attorney for collection. Motion carried. Council discussed the paving of llth street from Avenue F to North River Drive. Moved by E.F.Holmes and seconded by R.O.Watson that the city engineer be in- structed to prepare profile for paving lithe street from Avenue F to North River Drive. and sewer on llth street frog, Avenue F to Avenue G. 'lotion carried. Moved by J. A.McDonald and seconded by C.Hefty that warrant be drawn in favor of R.B.Fickle for amount of contracts due him,when funds are available,and the matter be referred to committeeman on Finance,with power to act. Motion carried. Moved b:; E.C.Romfh and seconded by C.Hefty that the "Metropolis print 500 copiee of the new city charter as per bid 105. 00 . Motion carried. Moved by J. A.McDonald and seconded by C.Hefty that the city attorney be in- structed to carefully go over the Board of Health ordinance and see that it complies with the state laws and get it in shape to present to council.Motion carried. Councilman Conrad brought to the attention of council the fact that some time ago an ordinance was talked about the storage of explosives in the cit;;,and said he did not propose to let the matter drop as there were many lives at stake. Co'Incil discussed the raising of the city attorney's ealary,and the following resolution was introduced by J.A.Conrad: 1913. Resolved that the salary of city attorney be ?'100 per monthbegi ping July 1st, Moved by R.O.Watson and soconed by E.F.Holmem that the above resolttion be adopted. Motion carried.
