The chairman ordered that as there were no errors or omissions, the
minutes stand as read.

We, the undersigned, citizens and property h ldera of M1ax i,respectfully request
the city council, to erect six electric lights on south River street.

Moved by C.Hefty and seconded by F. C.Romfh that the matter be reforred to
Committeeman on Streeta,with power to act. Motion carried.
Chief Chase spoke in reference to installing a high pressure system in the
business part of town,explaining that the system couldbe installed for approximately
$10,000'and that for the present, t e city could use the pump at the Royal Palm
Hotel in connection with the systeh which would answer all purposes for the present,
and save the city the necessity of purchasing a pump. Chief Chase explained to
council the benefit of this system anri answered all questions in an intelligent
manner.
Street Committeeman Conrad addressed council and tit as the city was going
to spend a lot of rconey,and there waaa lot of work to be done,that hb thought it very
important that council employ a consulting engineer,so that all work clone by council
would count,and that he realized that it would be a big coat to the city but thought
that it would pay in the end,aa an expert was familiar with all details of the kind
of work to be done,and the kind of material to be used ,and he would recommend the
employing of Mr. .i.N.Hazelhurat, as consulting engineer during the progress of the
work ,and as Mr. Hazelhurat was present,council would like to hear from him.
Mr. Hazelhurat spoke very nicely of ! iai i, and went fully into his qualifica-
tions as consulting engineer. After which,lettera endorsing Mr. Ilazelhurst from Geo
W.Allen of Key West, to Councilman Romfh,- and McDonald, and a letter from the Board
of Bond Trustees of INey West ,and from G.A.'.cGuireof St. auguatine,were read. All
praising Mr. Hazelhurat work and manner of doing business in the highest terms.
Fire Committeeman Holmes' urged upon council the ,ecesaity of going ahead
with high pressure service,and wanted to know if it was necessary to have a consulting
engineer,aa his department did not want to spend any money,only what was abaolutely
necessary.
Fire Chief Chase ex-lained to council his qualifications to install the service
and thought he waa competent to do the work. He also explained that by putting in the
improvements conteriplated,inaurance rate would be reduced 35 per cent,and Miami would
be one of the three cities of the state, to have a first clasa'insurance rate.
Councilman Romfh thought as the base would have to be put in properly by the
consulting engineer anyway,the cost would be leas. Mr. Hazelhurat said that if he
waa appointed consulting ei'gineer,that he would be glad to give the chief any inform-
ation with his work,free of cost. that is, if the city paid in five per cent on the
paving contracts and 7 per cent on the sewer contracts.Pluntbing Inspector McDonald
asked Mr. Hazelhurat some questions along the line of improvements.
Councilman Conrad thought that council should take a little time to think over
the proposition of spending t10,000 for a high pressure ayatem,aa there were other
parts of town that needed improvements.
The question of employing Mr. Hazelhurat at the present time waa discussed
Councilman McDonald thought that he ahould be employed and the various things coming
up would gradually work themselves out.
The Mayor said that he thought some definite agreement should be gone into
with the hotel people before any work on the high pressure system begins.
Moved by C.Hefty.and seconded by R.O.Wateon that the city attorney be in-
structed to draw a contract between the City of Miami and the Hotel Co. in reference to
using the High Pressure of System of the Hotel,said contract to be referred to council
for its approval. Motion carried.
Council again took up the matter with Mr.Hazelhurat.The different members askig
him various quest ons along his line of work. Mr. McDonald wanted to know wlu t amount
for improvements Mr. Hazelhurst expected to be apent . Mr. Hazelhurst replied that he
anticipated the city would spend the amount of Bond issue $40,000 for sewers and %0,000
for streets.
After discu..sing the situation thoroughly,the following motionwas made:
Moved by E.C.Romfh and seconded by J .A.McDonald that the city attorney be in-
structed to draw a proposed contract between the city and J.N.Hazelhurat following the
terms of Mr. Hazelhurst proposition to the city to act as its engineer in paving and
sewer work to be done,and embodying the instruct ons of the council ,the said proposed
contract to be submitted to an adjourned meeting of this council tomorrow night, them
said contract to be then considered by this council and Mr. Hazelhurst,and then approv
ed and signed by the respective parties,if fouhd satisfactory to both. Motion carried.
It we then decided to adjourn the meeting until the following night,so
that the city attorney could have time to get up the contract. The chair ordered an
adjournment till Friday night, dune 27th,1913.
