Regular meeting of council called to order by the chairman; F. G. Erfert .
Members present: F.G.Erfert, J.A.Conrad,E.C.Romfh, C.Hefty,E.F.Holrtes and R.O.Watson.
A communication was read from the Drake Lur!ber Co. requesting permission
to put a tram road across Sixth Street from their spur track on the north side tilt
their lumber yard on the south side of the street,said track to be used in hauling
lumber from the cars to the yard. Stating that permission had been given them by coun-
cil sometime ago,but at that time they were not ready to put it in. The Mayor suggest-
ed to us that we take this matter up with council,and get theil• permission to do so.
Moved by '.F.wolmes and seconded by C.Hefty that communication be receiv-
ed and that permit be granted,subject to the restrictions of the Street Committeeman.
and council to reserve the right to order track removed at any time. Upon roll call,
the vote was as follows: F.q.Erfert no, C.Hefty yes, E.F.Holmes yes, E.C.Romfh no ,
J.A.Conrad no, Motion lost.

We respectfully request permission to lay a 2 inch gas main west of 12th
Street from Avenue D to the river and under same to Riverside,thence on 9th,loth,llth,
12th, 13th,l4th,15th, Avenues K, L.M.N. and ny other streets that may be necessary
there.

Gentlemen of the Council,
The South Side Civic Association and residents of the South Side,wish
the council to take steps in removing all the reserved oils, in our diFstrict,fror!t its
present location.
The recent fire near the tanks, has made all resi ents more anxious than
previous, and we all feel that now is the time *or your assistance in helping us to
rid the South side or within the city limits,of the oil tanks , as soon as it would
be possible for the owners to get land and move.

Moved by J.A.Conrad and seconded by E. C.Romfh that the communication be
receivei,and the City Attorney be instructed to prepare an ordinance under the in-
structions of council,regolating the storage of gasoline,and all inflammable oils,
in the city.Motitn carried.
J.Austin "all wanted permission to finish the parkway on 20th. Street.
from Brickell Avenue to the Ray,and build reonnecting streets through his property
and if there vas not sufficient rock on the ground,to get enough frog, the Citys rock
pit to comp]ete the job.
Moved by J.A.Conrad and seconded by E.?.Holmes that the request of Mr.
Hall be granted,and that Mr. Hell enter into a contract with the city to complete the
contract by June 1st. Motion carried.
The chairman asked if anyone present had anythigg to nay in reference to
the proposed charter,he would like to hear from then. Mr. H.G.Ralston addressed couh-
e11 in behalf of the Roardof Trade ,and requested that a provision be put in the new
charter,where the property holders would, have to pay for all of the cost off paving,
and eewegr-3r in front of their property,and not like it is now, have the City pay one
third,and that a lien be placed on the property for the cost of the work,and the cost
of the work should not exceed half the valuation of the property, the work to be let
by council to the lowest bidder. The Mayor wanted to know of Mr. Ralston if the re-
quest of the Board of Trade apply only to Avenue D and 12th Street. Mr. Ralston replied
that it applied to all of the city. Mayor Watson strongly opposed the suggestion and
thought the city should pay one third. Mr. E.C.Romfh, Mr. Shepherd and Mr. M.D.Price,
spoke strongly in favor of the suggestion of the Boardof Trade.
It Was finally decided that the new charter would provide that the prop-
erty holders pay the whole Coast, of paving,the city to pay for the intersection of the
streets.
Fire Chief Chase asked co:.ncil to have n provision in the charter,where
the Chief of the Fire Department would be retained as long as his service is satisfacty
tory,and not to be dependent on a new appointment by every Mayor.

be requested to present the charter to our representativu at Tallehasaee,and to ;;o to
Tallehassee and work for its passage. #otion carried.
The Mayor thanked the committee,for their excellent work in getting up
tl'e new charter. Mr. Conrad and Mr. Holmes ,two of the committeemen„Mr. J.A.'1cDonald
the third one being absent, spoke and said that everything they had d.one,was done con-
acientoxisl,y and Whet thev believed was for the good of the city,and all through the wok
work,it had peen their desire not to put enN hardship on anyone.

quested to prepare a statement of the changes in the nt.w charter ,and the clerk be in-
st'ucted to publish theta. Motion carried.
The chair announced that if there were any bids,the clerk would reed
them.

Knowing that the census Of Miami taken in 1910 by the U.S.c',overnment,wheroin
they gave the city only 5,400 inhabitants,. has and ds now working a great injury to t)s
the city,and knowing that the population has 1,.rgely increased since that tirne,and
believing that n complete and accurate census or Miami should be had,in order that the
world may know of Miamis most wonderful growth,I beg leave to report to your Honorable
body that as Mayor of the City, I have just had the census taken and find thatwe have
in the territory thatwill compromise Miami when the city limits are extended as is
proposed in the new charter, a population of 14,321. At the game ratio of increase
we will in three ,years,have ntlenst 25,000 people within the city limits.
