Members present: F.G.Erfert, E.C.Romfh,.I.A.Conred,E.F.Holmes, C.Hefty, R.O.Watson. April 30,1913. To the Honorabl e City Council of Miami. Gentlemen: Before making the following request, we desire to thank you for granting our form r petition and beginning to extend the main from Howards corner up Avenue "G" to midway between 2nd and 3rd. We desire to beg of your honorable body to grant our further request,that this main he extended fro m the point where it terminates ( G between 2nd and 3rd.) and continued up Avenue G to First street. You will readily Fee how this ex- tension will add to the healthfulness of our colored town. Earnestly hoping our request will begrented, We are respectfully, (Signed) S.M.Frezier and about 15 others. Moved by E. C.Romfh and seconded by C.Hefty that petition he received. and held over till the next meeting. And the clerk notify the property holders that if they will put up their pro rata share,the contract will be let. Motion carried. Miami,Fla. May lst,1913. To the Hon. Members of the City Council, Miarmi,Florida. Gentlemen: We, the undersigned citizens of Miami,Fla. do hereby urgently protest against any futther excavation or hauling of rock from the eity's quarry located on Fifth Street between Avenue "K" and "L". Being property owners and residents of this section of the city and con- sequently having its future welfare and prosperity at stake, we feel that it is doi g us a great and irreparable wrong for the c ty to do any futther exc:,veting in this quarry. If the damage to surrounding property were only temporary or slight, it would not be such a serious matter, but the damage is very considerable and is permanent. The old roc. pit at the intersection of Seventh Street and Ave. J. furnishes a suf- ficient object lesson and we feel that the digging of these unsightly holes within the present city limits and especially in the midst of hones already established shoud be discontinued. The section of the city referred to is already being considered "close in " is within easy walking distance of the business center and is building up with a constantly better class of buildings. We therefore, the undersigned citizens whose property and homes are thus in danger of permanent injury,do respectfully and urgently petition your Honorable Body to stop all further wcrk of excavation,etc.in this quarry. Mr. Fonda addressed council in reference to petition and claimed that the City was rnaing an unsightly hole and that it would lessen the value of their property in that vicinity. The committeeman on streets replied to Mr. Fonda and stated that so far, that the City had not hauled any rock from that pit,and that the rock had been used by the county. Moved by C.Hefty and seconded by R.O.Watson that petition be received and referred to committee man on streets. Motion carried. The Bond Ordinance to be held on 'fey 13th,was discussed, t,nd the chair notified council that the tickets had to be printed,and a motion was in order Moved by E.C.Ro mfh and .seconded by C.Hefty that the clerk hove 500 ballots printed for the Bond Election to be held May 13th,A.D.1913,motion carried. The Ballot to be as follows: Official Ballot. Special city electi_on,Cit,y of Miami, Dade County,Florida, held•May 13,1913. To adopt or reject a certain ordinance passed by the City Council of the City of Miami,March 20th,1913,and approved by the Mayor,March 24,1913, authorizing the issue of bonds in the sum of $170,000.00 for the purposes therein mentioned. (Make a cross mark (X) before your choice) . For city bonds. Against City bonds. Council discussed the street car ordinance and the May r advised them that he hod received several communications to answer to lettern he had sent out. where the parties wanted t,) know if they would be allowed to hid for it,The Mayor was of the opinion that it would be th the interest of the city to let it be known that the city would grant a street car franchise to the parties that would offer the best inducements. After discussing it among themselves for a long time,the following mtoion was made. Moved by E. C.Romfh and seconded by R.F.:?olmes that the mayor be authorize:i to use his discretion in advertising the sale of a charter for a street car franchise. Motion c:;rried. Council discussed the new city charter, and made the following amendments to the charter He prepared by the committee; M,)ved by R.O.Watson and seconded by C. lefty that the report of the commltte be amended so as to allow the two members elected for four ;fears, to hold over until the expiration of their term. Motion carried. Council discussed for a long time the idea of plcing the Policemen and the Fire Department on a kind of civil service basia,the ldeebeing to take the out of politics as :Alen as poseihle,and to holri their positions on their merits. Moved by F.F.►iolrses and seconded by R.0.Watson that the members of the pulie force and the chief and members of the Fire Depertment,be exempted 'rom the two years term. Motion carried. Corn 1.90 per beg Hay 1.65 par 100# Bran 1.85 per bag. (Signed) F.L.Hrady Co. As there was no other bid, the bid of E.L.Brady Co. was eecepted. 6 Moved by J . A. Conrad and seconded b. E. C. Romfh that the pay rolls for the month of April be paid when propely approved. Motion carried. As there wets some of the bills of the different departments not in.it was decided to take them up at a recess meeting. Moved by J.A.Conred and seconded by C.Hefty that the bills of the different departments be holdover until the next meeting. Motion carried.
