Gentlemen: Miami,Floride., Apr117,1917, I beg to advise you that the following resolution was parsed by this Board of Trade at its meeting of January 71st. Resolved;— that the Civic Committee present to the R'ard of Trade its recom enietion that a resolution be passed by the Board of Trade requesting the City Council to adopt such means as will stop further burials in the present cit: cemetery on the g*ro'4nd of unsanitary condition created by a cemetery located in e population as dense ee the north section is becoming;". The Buildings Inspector having refused to grant permits to Dr. Hopkini and .A.Rerni for the reason that they wanted to build right up to the edge of the sidewalk, and the Building Ordinance does not allow cny building to be erected nearer than. 15 feet to the edge of eidewalk in the residential part of the oity,the two, requests for permits hein; referred to council. The establishment of the addition to the pre ene cemetery will materially handicapp,if it doe not destroy this prospective growth. Mayor Hcuser addressed council And stated that he was not in favor of moving tne cemetery,bmmt thought that the city ougrtt not to Allow it. Dr. Jackson spoke strongly opposing it,the removal of the cemetery and gave a history of the beginning of tne ceJeetery,why it =ae put there and thought that the dead should rest in peace. And that at the cemetery wee there before the people were,he thotm,;nt it would be more appropriate that the people sno'.ld r,ove,than to have the cemetery moved. He also spoke from, a sanitary standpoint mind said it was all bosh that cemeteries being sit- uated in a locality .ere not nearly so danf;eroue to the health as tne common house fly. He also cited case after case .,here cemeteries were situated rignt in the heart of citiee, giving New York as en example. Councilman Graham was not in favor of moving the cemetery, out did not think it should be enlarged. F. {.P.and was not in favor of moving the cer:eterr,but thought no more burials should he permitted. After discussing the cemetery proposition for some time, the following motion was made. Moved by R.C.Romf and seconded by J.A.'icDoneld ,hat action on petition be deferred. Motion carried. Along this line,Mr. Comb stated to council that there were only certain lots in tne cemetery where water was ava lable,Pnd thought that tne other lots should be supplieewitn water also. A petition being signed by q.C.Roome as Preeident,was read,Raking that the license on Clubs be rediiced,end that the Dade Club be allowed to pay the same city license as the county charges. H.C.Roome addressed council in relation to the necersiy of such a Club,and stated that every city had one ,and thathe as President, would uarantee that this club would be run on business principals,and would be a place where anyone• could take his wife to the satisfaetionthat everything would be all right John C.Grataling,Judge Atkinson, F.H.Rand and Judge Worley, all spoke in favor of the license being reduced. Moved by J.A.McDonald and seconded by E.C.Romfh that the City Attorney be in- structed to prepare an ordinance for club licenses based upon the amount prodded by statute for cities not acting under special charter. The following resolution was in- troduced by E.C.Romfh: Resolved that the City Clerk be and he is hereby authorized and directed to issue a license to the Dade Club to sell liquors to its members and non resident guest only (of the State) members during the current license year, upon the payr'ient to him O by such club,lieenpeescribed in a resolution this day adopted,having to do with such clubs selling kiquors. This resolution anticipating the passage of the ordinance in se said resolution mentioned. Moved by J . A.14cDonald and seconded by C.Hefty that the resolu , ion he adopted. Motion tarred. Upon roll call, the vote was as follows: F.G.Frfert yes, F.F.Holmes ye, d.A.'fcDoneld yes,F.C.Romfh yes, C.Hefty yes. Resolution carried nnanimously. Councilman Holmes at first did not vote,but later voters yes. Moved by E.C.Romfh and seconded by J . A. Conrad that the Davie club or any club be given licenses when they are shown to council that they are uliiba,and are run for Club p rposee. Motion carried. Moved by C.Hefty and seconded by F.F.liolmes that the Chief of Police be in- structed to request all Clubs to pay the revised ordinance price,as shown by resolutin Motion carried. The chair announced that as there was advertised a call for bids for sewer and street work, the clerk would now read them. Hon.City Council, Cdtty Of Miami,Fla.
