Conrad , TTon.E.F.Holmes, Hon. C.Tlefty, Hon.R.O.Wstson, Gentlemen: You are hereby gequeated to meet in special session this Thursday morning at 10 o'clock A.M. March 20th,1913, 1n the Itity TTall for the pur- pose of considering the paesage of an Ordinance requiring all dogs running on the streets of Miami to be muzzled certain I onths in each year and to amend Ordinance fix- ing the fees for impounding ,feeding and killing all dogs impounded by the City,and to give the Mayor the right to order all dogs kept off the streets of Miami when in his judgment, the protection and health of the Citizenr demand it, and to officially do any thing further that in your opinion is for the public safety. The Mayor saia as a sourceof informetion,that n dog had been brought from Montgomery,Ala here,and that thie dog had been previously bitten by a mad dog there,and after getting here had gone mad end bitten several dogs,anri also two persone,and as there were no ordinances dealing with the dog question,which would give him the power to act in such a way as to prevent any further damage,he would like for council to pass an ordinance giving him the proper authority to deal with the situation. The chair also called on Dr.Jeckson who stated that the doge head had been examined at the Pasteur institute in A.tkanta and it showed beyond doubt, that the dog had hydrophobia. He al;o said that now you could send the head of a dog to Jacksonville where the State Board of Health would analyse it free,and thatir any person was bitten by a mad dog,and was not able to buy the sertun,thet the State Board of Health would treat the patient free of cost. He further said he did not thin that there was any further serious con- dition,but in his opinion,the wise thing for council to do was to take the matter up and prvent further trouble. and he was in favor of hainl, all dogs muzzled, thatroam- ed the streets the year around. Mr. McDonald asked the Doctor would there being en danger of a dog being muzzled hnvini; the rabies,biting a person and giving them hydro phobia. Yes,replied the doctor,if the salive should get into n wound there would be. The Mayor wanted to know how long; after a person or dog was bitten by a cad dog,before the disease would appear.The Doctor replied shout sixty -lays. Dr. Van Dyke stated that he had sent the head of the dull to Atlanta immediately after killing it,and received the following telegram: Atlanta ,c,a. March19,1,13 Dr Van Dy*e , Miami Veterniary Hospital Mlami,Fla. Dog hears ,just recoived.Examination shows positively evidence of hydrophobia. Lett, one (Signed) H.T.Feris. Dr. Van Dy*e said the following dogs hid been bitten: two belonging to to Dan Hardie, one of Gus Hullers,one of Cuachmans, kone of Doughertys, and several other clogs had been bitten. The clerk now read the ordinance which had been prepared by the City Atty. for information. Dr. Jackson thought that the ordinance was all ri'»t,and that it should be passed. After ciiscuseing it for sorcetime,the ordinance was reproduded by E.C.Romfh. Moved by C.Hetty and seconded by Y.O.Watson that ordinanr'e he given its first reading and read in full.Motion carried. The ordinance was read in full. Moved by J.A.Conrad and seconded by J.A.'lcDonRl.d that the ordinance be gives given its second reading and read in title only. 'lotion carried. The ordinance was read by title only. Moved by J.A.Conrad and seconded by F.F.folmes that ordinance be given its third reading and read in full. Motion carried. The ordinance was read in full. Moved by E.F.Flolmesand seconded by 0.A.Conrad that the ordinance be passed as read. Upon roll call the vote was as follows: F.G.Erfert yes, E. (2.Romrh yes, J.A.Conrad yes, R.O.Watson yes, E.F.Holmes yes,o.A.McDonald yes, C.Herty yes, Carried unanimously. AN ORDINANCE of the City Council of the City of Mia,A.,relating to the running at large or under leaseh of dogs within the city limits of said city. Wt9EREAS it has developed that one or more dogs in the city o" Miami have hydrophobia and that they have bitten other dogs)and that the health and wel- fere of the city is in peril;thererore,for the protection of the citizens of the city of Miar,i,the said co •neil, in special session convened, passed the following orriinen- ce,the three readings of the sane being made in one session: Be it ordained by the city council of the city of Miami: Section 1. Whenever the Mayor shall deem tt necessary to insure public health and safety, he mey issue his proclamation by notice in some newspaper printed inthe city of Miami,prohibiting ell dogs from running at lergo,or under leasch,within the limit:, of raid city,whether provided with license tag or not, unle: s the same shal be securely muzzled, such nuzzling to be approved by the Mayor, and such prohibition k shall continue until public notice of the doscontinuance thereof, given in the same manner as aforesaid,by the mayor of said city. Any dog running at large in violation of this section shall be deemed a public nuisance,and it shall be the duty of the chief of police,or any member of the police force, or anyone acting under their direction, to cause such dogs to be taken up,impoundod and disposed of as is provided by the code o the city of Miami, except that when it is apparent that a dog is affected with hydrophobia or rabies, the said dog may be immediately killed by the said officer,without giving the notice provided for in section 351 of the code or the city of Miami, or when a dog is known or :uspet ted,by the mayor, to have been bitten by a dog affected with hydrophobia or rabies,the mayor may order that said dog be put into the charge or careof a responsible veterinap provided that the owner of a dog to be put into such care of a veterinary,guarantee to the said veterinary his charges fur such care or treatr:ent,or the mayormay,at his dis- cretion,order that the said flog or clogs be immediately killed. Section 2. This ordinance shall take effect ite edietely upon its passage and approvHl by the mayor,and its publicRt'on. Attest: W.b.''oore, Clerk city council.
