I begto call your attention to chapter 5667, laws of Florida, which amends section 850 of the General Stat.4tes. The law gives the county commissioners authority to levy a special tax not to exceed five mills for public roada,bridges and crossings. It further provides that one half of the amo.int collected on real and per- sonal property, in incorporated cities and towns, shall be turned over to the municipal authorities in said city or town,to be used in laying our,repairing,woring and im- proving the streets therefore. This law has been in effect ever since Miami was in- corporated,and for about six years,the commissioners have levied the five mills on assessed valuation. of about one and one halt million dollars. an nually,and realixing around $7,500.00. And under the law the city is clearly entitled to one half or $3750 annually,making a total of $22,500 for six years. I understand that the city has never collected one dollar from the couny on this account, therefore I would recomme .d that steps be taken to protet the citys interest in this matter. If there are any differences between the county and ci$ adjust them and get a starting point , and hereafter collect this money annually. Respectfully submitted, (Signed) J.W.Watson, City Mayor. A communication from L.T.Norwood was read,requeating a light placed at the corner of 14th Street and Avenue L. Riverside. Moved by C.Hefty and seconded by E.F.i[olrnes that request of Mr. Norwood be referred to committeeman onetreets,with power to act. Motion carried. A communication from the Fire Chief stated that the fireman's Relief Association had realized from the Johnny Jones showa,after paying all expenses, $889.0 This with other moneys derived from initiation fees ,dues etc. gives us a fund of $1171.00 in the treasury. Moved by E.F.Holmes and seconded by C.Hefty that communication be received and filed. lotion carried. Mr. Hendricks addressed council in reference to putting in wess pools in this part of town, stating that he had a well at his place and he was afraid that it wuld become contamin ted. Mr. hefty was in favor of council prohbiting any cess pools in the city. After discussing the cess pools proposition for some time,the following motion was made: Moved by E.C.Romfh and seconded by E.F.Holmes that the matter of cess pools be referred to committeeman on sanitation. Motion carried. Mr. Donley wanted to put a galvanized iron building on 7th street,which is in the fire limits. The chairman notified Mr. Donley that it was in the fire dis- trict and council did not have the power to permit such e building.Mr. Donley then withdrew his request. City Engineer Frederick reported that he had platted and laid off the last Of the old part of the cen,etery,and tnat there were very few lots left The matter was referred to the c nanittee on sanitation. 173 Mr. A.J.Kolb, the former cemetery superintendent presented a bill showing that W.H.Combs Co. was indebted to the city for the following lots in the cem- etery. Lot 12 in block 91 Lot 7 in Block 51 Lot 5 in block 2_8 1 Lots 11,12,14 in block 271 Lot 9 in block 271 Lot 2 in block 241 lot 1319in block 250 Lot 12 in block 2 N lot 4 in block 2.8 lot 3 in block 28 Lot 7 A block 28, lot 17 in block 281 Total 14 lots at $35.00 each $490.00 Also )(rs. Dr. Warner S 1/2 of let 17 block 30.----$17.50 Moved by E.E.RoMPIIP and seconded by E.P.Holmee that this bill be referred to the City Attorney with instructions to endeavor to collect game. Motion carried. Mr. T.C. Hinton,city assessor, and treasurer, presented a renewal slip of his bond for $10,000,which showed that he is bonded for that amouht in the AITierican Surety Co. of New York City. The chair ordered that the renewal of the bond be filed with the auditor. The Boa:d of Health Ordinance was again brought to the attention of coun- cil,being introduced by Mr E.C.Romfh. Moved by J.A.McDonald and seconded by E.F.Holmes that ordinance he given its first reading and read in full. Motion carried.Ordinance was read in full. Moved by E.F.Holmes and seconded by E.C.Romfh that ordinance be . iven its seoond readins; and read by title only. Mot on carried. The ordinance was read by title only.
