An adjourned meeting of council called to order by the chairmen. members
present, F.Cr.Erfert, d.A.McDonald, E.F.Holmes, C.Hefty,R.O.Aatson and F.C. Romfh.
The chairman called on the niyor who stated briefly the object of the
meeting,whiah was the formating of some plan by which North Miami could be admitted
into the city mutually beneficial to both. He trusted that the council of North
Miami who were present,and the counell of Miami, could agree on some plan that
would be an upward movement towards a greater Miami.
The chairman then called on the representatives of North Miami to state
briefly their demands towards agreeing to core into the city. Edwin fel,on spoke
for the North Miami people,and said' that he thought the limits should be extended
in every‘direction as well as northland three miles from the city hall would about
cover the territory in each direction. In this way, a much larger bond issue could
be floated and in the future the city would not have to figure on enlarging its
territory. He said he would briefly outline what the North Miami people wanted
if they should decide to come in.
First, a sewer system to cost about $25,000 and paving of streets about
the same. A pleasure dock on their riparian rights, a fire station, a public' par,
which could be produeerd for about $4,000,Biseayne Drive paved with vitrified brick
at least 20 feet from the middle of drive. Avenue B opened across railroad track
and on out to Biscayne drive. To havethe sane benefits as other parts of the city
in regards to lights.
Mr. Nelson also outlined their idea of paving streets and putting in sewers.
which was that the property holders pay for it all,except the street crossings.
Mr. J.A.MeDonald wanted to know if Mr. Nelson hid figured out if the amount
of taxes they would pay into the city,would pay for the improvements asked. Mr.
Nelson replied that the imp ovements co ld be put in out of the bond issue ,and the
amount of taxes would take care of the issue.
.i,L.Billingsley agreed with Mr. Nelson that the lines ought to be ex-
tended north, east,south and weet,arri when the question was put to him as to whether
council could pledge any improvements or enter into an agreement with the people o`,'
North Miarni,binding themselves to make three irprovenients,he replied that they could
not.
Mr. Hoffstatter,Mr. Combs, Mr. B.H.Tatum, Mr. Gardner, and Mr. J.A.
McDonald all addressed council favoring if possible, fur the mutual benefit of ootn
sidee,the North end coming into the City.
After thoroughly discussing the situation by both sides,the chairman
Balled on each member to express their opinion as to coming into the City after
hearing the willingness of the council to comply with their demands. Councilman
Gardner wanted some tangible promise to brim; hie people in .Councilman Cann,Blan-
ton and Nelson were in favor of corning in. Mr. Combs the clerk, was also in favor
of coming in.
The following resolution was introduced by Councilman hefty:
Whereas, the sit;, council and mayor of North .°ianii hbving met with the
council and mayor of Miami to discuss,and,if poasibe, agree upon some equitable
basis whereby the people of North Miami will vote to become citizens of Mimi, and
Whereas,the city council of iami realizing that the city limits shouln
be reasonably extended equally in every direction, and believing that should the
limits be extended that the city's population would show not ieas than 15,000 people
and as the section known as North Miami is a thickly•eettled section, and it is
nese�sary that sewers, streets, sidewalks, and other necessary improvements should
be installed as soon as possible, and
Whereas, in order to get these improvements it will be necessary to in-
crease the proposed bond issue e70,000, therefore;
Be itresnlved, that we favor eueh an increase in the bond issue, and
Resolved, furtner,that should the bond issue carry, that we will at once
undertake to install the necessary improvei..ents in the newly seguired territory.
Moved by E.F.Holmes and seconded by J.A.McDonald tat the above resolution
es introduced by Councilman Hefty be adopted. Motion carried unanimously.
Councilman Blanton thought that it would be best for council to give them
a copy of the resolution and for their council to sell a mass meeting of their
sitizne, and get the sentiment of them and report bask to council of Miami.
The following motion was made:
Moved by J.A.McDonald and seconded by F.F.Holmes that a copy of the reso-
lution as introduced by oqunci1x an Hefty be furnished the Mayor of North Miami,
and that the seal of the city of Miami be fixed thereon. Motion carried.
The chairman appointed the following committee to establish a boundary line
for the new additionof the City of Miami; J.A.MoDonald,E.C.Romfh and C.Hefty.
Moved by C.Hefty and seconded by R.O.Watson that council adjourn.Motion
carried.
