Members pre- sent: F.G.Erfert, R.O.Wateon, C.H•fty, E.C.Romfh, J.A.Conrad,E.F.Holmes, J.A.!eDonald. Miami,Fla. January lst,1913. Mr. W. A.Moore, City. Sear sir: I have this day appointed you auditor of the City of Miami, salary to be $25.00 per month. You will find ye'.ur duties defined by ordi.nances,effective Jan.ljt, 1913. Gentl, men: I have appointed Mr. W.H.Moore, City Auditor to succeed Mr. C.L.Huridleston resigned, this appointment effective Jenuary lst,1913, (Signed) J.W.Watson, Mayor. The chair instructed the clerk to again read the letters of resignation of C. L.Iiuddleston ae City Auditor and J . E. Lunnnus as councilma m, the two letters of ret resignation were read. Moved by R.O.Watr.on and seconded by C.Hefty that the resin :nations be accepted. Motion carried. To the City Council, Mieni,Fin. Moved by J.A.Conrad and seconded by R.C.Wetson, that resignation of qr. R ornfh as Committeeman on Sanitat:on be accepted. Motion carried. Moved by J.A.Conrad and seconded by R.O.Watson that R.C.Rornfh be elected Committeeman on Finance,in place of J.E.Luna us resigned. And the clerk cast a unanimous vote for Mr. Rornfh. As there was no other candidate, the clerk cast a unaninrour vote fe for 'Mr. Romfh, Motion carried. Moved by R.O.Wastor. and seconded by C.He+'ty that the appointment of T.P. Moore a:r City Auditor by the Mayor, be confirmed. Motion curried. The chairman called the attention of council to the fact that the elec- tion of a councilman to succeed ".'.r. J.F.Lurrus resigned, was now in order. The Chair called Mr. C.Hefty to the chair, and took the floor. In a very nice and diplomatic a r speech nominated qr. d.A.McDonald.This nomination was seconded by R.f.Wstson. As there was no other nomination,R.O.Watson moved and F.G.F.rfert seconded Mr. Watsons motion that the nomination be closed. Motion carried. Moved by R.O.Watson end seconded by E. C.Romfh that the nominations be made unanimous in favor of Mr. d.A.Mcr)onald As. councilman,Motion carried. Communications were read from L.R.Railey,F.J.Magill,Geo.Mershall and Jas. McIntyre protesting against the work done by contractor Godman in paving 13th St. from Ave. G to Avenue o. claiming that the work was not up to the bpecificat, one of the corn tract,and it was a poor job. Mr. Railey being present, addressed council along the same lines, showing in a way how the street had been cone,tructed,which he claimed was not up to the specifications. Architect King was present and ar+ked permission to put up seventeen concrete pillars to support the porch of the Biscayne Hotel 16 X 20. Moved by E.C.Romfh end seconded by J.A.Conrad that permit be'dathied to use columns of that size.Motion carried. The clerk had several other requests for permits but councilman Romfh suggested that as we had a building Inspector ,hereafter all permits bereferred to hi Moved by J.A.Cenrari and seconded by R.O.Wason that all applications for permits in the future be referred to the Building Inspeotor ,and he to issue the per* mit. Motion carried. Mr. E.C.Romfh introduced the following resolution: " Resolution of the City Council, Miami,Florida." geaolted; that+ the sa.lay of the clerk and auditor of the City of Miami be and the same is hereby fixed at one hundred and twenty five (S125.00) dollars per tnnnth, payable monthly, to take et'feet January 1st,1913." Moved by R.O.Watson and seconded by J.A.Conrad that the above motion of E.C.Romfh be adopted. Motion carried. The following resolution was introduced by R.O.Watson: Resolution of the City Council , Miaml,Florida. "Resolved, that the salary ofthe City attAn•y of the City of Miami, be and the Same is hereby fixed et Fifty (S50.00) Dollars per month, payable monthly,to take effeet January lst,1913." Moved by Caspar Hefty and seconded by d.A.Conred that the above: reselutin be adopted. Motion carried. The following resolution was introduced by E.C.Romfh: " Resolution of City Council , City of Miami. "Resolved that a charge of ten cents per barrel for satin and every barrel,or part of barrel , of mixed re se or garbage, shall be made, when the lame is removed by the city teams, the amount to be collected from the property owners or their agents, such Bums to be kept in a separate fund to be known as a Sanitation Fu-d, and ell moneys for labor and billy to be paid by voucher from such fund. Moved by C.Hefty and seconded by R.0.Watson that the Kbeie resolution he adopted. Motion carried. Councilman Romfh introduced an ordinance governing the construction of side walks in the city. Moved by C.Hefty and seconded by J.A.McDonald that the ordinance he given its first reading and reed in full. Motion ca.ried. The ordinance was read in full. Moved by C.Hefty and seconded by J.A.Conral that the ordinance be given t its second reading end read by title only. Motion carried. The ordinance was read by title only. Councilman Erfert introduced an ordinance governing the places that weighing machines in the city and amending section of the license ordinance. Moved by C.Hefty and aeconded by R.O.Watson,that ordinance be given its first reading and read in full. lotion carried. Moved by R.O.Watsonand seconded by 0.A.Conrad that the ordinance be given its second reading and read by title only. Motion carried The ordinance was reed by title only. Councilman Conrad brought to the attert on of council the matter of helping the residents in draining 13th. street on the south side. Mewed by C.Hefty and seconded by R.O.Watson that the City Engineer be in- structed to give the grade and see that the work is properly done. Motion carried.
