Regular meeting of council call d to order by the Chairman, F.G.Erfert. Mem
bers present, F.G.Erfert, J.E.Lummus, C.Hefty, E.F.Holmes, R.0.Wetson, E.C.Romfh
and .A.Conrad.
A communication was read from L.R.Railoy, in which he protested on behalf C
of himself and a number of other persons owning property between Avenue J and L.
against the manner in which the work was done by contractor Godman, on said street.
claiming the work was very poorly done,and asked council to investigate it before the
contractor was paid.
As the work had not been accepted by city enr-lneer And committeeman on
streets,the following motion was made:
Moved by J.E.Lummus and seconded by C.Hefty that communication be filed and
no action taken. Motion carried.
The following letter addressed to W.B.Moore,City Clerk, was read:

We hand you herewith bill of C.H.Ferguson against the city fdr $60.27 with or
der attached, also receipt for funds used by him together with e letter of Hon.

A receipted bill amounting to $60.27 for each item accompanied the above
communication.
Councilman Lumrius explained that the above bill wns contracted at the
suggestion of the Mayor,and himself, and the 'circumstances that a poor woman with
one only possession,a young haby,had been deserted.by her husband,and was sranded in
the city,and she said if she could get back to St..Louis, her home,she would be taken
care of,and that he and the Mayor thought it was a worthy cause,and advanced the money
in behalf of the city.

and Committeeman on Finanace be approved,and bill paid. Motion carried.
The following communication was read from the Mayor:

Gentlemen:
I beg herewith to inform you that upon the request of the Police Com-
missioner,and the Chief of Police, I have appointed upon the City Police Force, Mr. J
D. Blocker,and Mr. H.Lee. You will remember that about three months ago, three men
were "laid off",ae their services were not n--cessary at that time, but as the winter
season is now upon us,and our population for the next five months will be largely
increased, I any satisfied these men are needed and therefore made the appontments,
and I ask your approval of the same.

To the City Council,
Miami,Fla.
Gentlemen:
It is with pleasure that I note your determination to cut down all
unneeese.ary expenses and put the city upon an economical basis. I am sure the change
made in paying the Sanitary Inspector, will cave $2000.00 per annum. The consolidat-
ing the offices of building inspector and Plumbing Inspector and requiring one person
to do the work of both will save $1500.00 per ann m.
Along this line I would recommend that the salary of the City Attorney be
fixed not to a:,teed $50.00 per month, and the City Auditor's salary be fixed at the
same, under no circumstances do I wish these gentlemen to work for less than a proper
salary, commensurate with the work done, but in this instance I amdatisfied $50.00
per month is sufficient.
I would recommend further that you thoroughly investigate the cost and
method of f eeding the city prisoners, with a view of saving some t1500 per annum
from this source.
I would further recommend that you instruct,by ordinance, or otherwise,
the City Physician to visit and inspect all dairies selling milk in Miami, not less
than once every thirty days,and that he inspect the milk, from the wagons in the city
as often as he thinks proper. This would take very little of his time.

gentlemen:
I beg to inform you tht en agreement has been made between Mr. Chas.
Dorothy, City Sanitary Inspector, Mr. E.C.Romfh, Sanitary Commissioners and myself,
whereby Mr.Dorothy agrees to continue as Sanitary Inspector for the month of December
for a salary of $100.00, we also agreed to allow .$2.00 per day for his horse and
he feed him, only for the mono: of December. All collections to tyre made by him as
usual, and turned over to the City, all of which I ask your aproval.

Gentlemen:
We understand tht your contract for the official printing for the ensuing
year has expired,and take this method of asking that you name the Miami Daily Metrop-
olis as the newapa er in which all your official printing shall be done for the
present fiscal year. Our charges for this printing will be the same as you have been
paying, viz: the regular legal rate of 1,1.00 an inch. When this contractwas placed
one year ago, it was the sense of the members of the Board to alternate the printing,
that is to Jive it to one paper end year and the other paper the next.
If you see fit to give the Metropolis the printing t:is year, we will en.
deavor to give you the very best service at all times.

A co mmunication was read from Dr. North in reference to e mill which had
been presented and accepted by council, for the keep of one Alex Thompson,at the Poor
Farm by the Board of County Commissionera,amounting to t426.00 Dr North stated that
this was a white man ,and was never at any time a city patient. He was placed in the
present city hospital before it become the city hospital ,by Dr. Jaudon, a County
physician, and while he remained there, he yam alwayd under Pr. Jaudons care,. Thompa
left the city hospital on October 10,1911, nearly six months b fore he as received b
at the poor farm, and during a period of that time I am told, worked et the Arcade Hb
Hotel. At any rate, the city had nothing to do with sending him to the Poor Farm, and
i as City Physician, did not even know of his being there.
Mr.Romfh,said after investigating this bill,he had found that this Alex.
Thompson was a white man,and as the City was Mulder no contract with the county for it
to take care of the white patients, he thought that the city was not responsible
for the bill. Councilman Lummus said that when he made the motion that hill be accept
ed, he was under the impression that Thompson was a negro and was sent to the Poor
Farm under Dr. North's o ders. And made the followingmotion:

ing of council,November 7,1912, accepting bill of Councy Commi sioners for $426.00 fn
for keep of one Alex Thompson,be rescinded. Motion carried.
Moved by E.C.Romfh and seconded by R.O.Watson, that the bill be referred
to city attorney,for collection.Motion carried.
E.F.Holmes addressed council inreference to his department,and stated
that two fire horses were about all in,and were practically unfit for service.
Arid wanted council if possible, to procure a motor truck,as they would either have to
do this or purchase another pair of horses,and said that Chief Chase had a propositin
that he would like for council to consider.
Chief Chase addressed Council along the same lines,and suggested to count
cil to sell the two horses,and apply the proceeds towards getting a truck,and that
he would guarantee that if he was allowed to purchase a touring car in the city,of
the same make,and horse power,as the present truck we have, that he could fixup a
practically new truck at a cost to the cit;/ of about 11000.00
Council an Holmes str„ngly backed up Chief Chase,and urged upon council
that if funds could be procured,to accept the Chief's proposition,after discussing it
for some time, the following motion wasmade.

From Capt. J.R.Slattery, Corps of Engineers,
To; The Mayor, City of Miami,Florida.
Subject: Provision of terminal eacilities at Miami.
1. The last River end Harbor bill appropriated the sum of $100,000
fot the improvement of Biscayne Ray,Florida but provided that no work should be done
until the Secretary of War was satisfied that the portion of work contemplated to be
done by the Florida East Coast Railway Company would be promptly completed, nor until
the Secretary was satisfied that suitable terminals would be provided by the City
of Miami.
2. I have taken up, with the Florida East Coast, the matter of comple-
tion of their portion of this wor', and am anxious to know what the city has done, or
will do in the way of terminals. Before any work can be done by the United Statea,it
will be nt,cessary for the City of ".iami to acquire a suitahlb site for terminal pur-
poses, raise money for construction of terminals, and give bond that such terminals
will be constructed within a given time, after completion of the work by the United
States.

license taxes, passed August 17,1911, and providing that this amendment shall be

An ordinance Of the City of Miami,relating to the duties, powers,ccw-
missione and salary of the Chief of Sanitetion, and repealing all ordinances and
resol utions in conflict herewith.
Re it ordained by the City Council of the City of Miami:
Sec. 1. That beginning January 1st, A.D.1913, the salary of the Chief of Sam
station of the City of Miami shall be $1200.00 per annum, payable ' 100.00 monthly.
Sec. 2. That beginning January 1st,A.F).1913 the Chief of Sanitation of the
City of Miami shall •turn over to the Treasurer 'of the City of Miami once each month
all fees and commissions collected by him, according to law by reason of his office,
together with an itemized report of such collections,copy of which said report c.hallb
be furnished by his to the City Council.
Sec. 3. All ordinances or parts of ordinances and resolutions in conflict
herewith are hereby repealed.

The Committeeman on parka and decks,, reported that the cost of dredging
the Miami River $4,242.33
The Committeeman on Sanitation reported that he would recommend the install-
ing of a hydrant at the turner of Avenue E and 3rd. Street.
Moved by J.A.Conrad and seconded by C.hefty that the recommendation of the
committeeman on sanitation be accepted, and the Water Co .be in tru cted to install
same. Motion carried.
The Committeeman on Streets recommended the installing of a light on the
west side of the 12th. Stieet bridge and three lights on Miami Avenue.
M 'ved by J. E.Lumnus and seconded by C.Flefty that the recommendation of the
committeeman on streets be approved, and the lights ordered placed. Motion carried.
Moved by J.E.Lummus and seconded by J.A.Conrad,that the Clerk notify the
Electric Light Co. that the city desires to have lights placed in the business dlstrit
and that they be requested to appear before Council on the 12th. of December ,with a
proposition for lights during the eeaon. Motion carried.
Committeeman Conrad brought to the attention of Council,the necessity of
creating a Board of Health Ordinance, and recommended the passing of same. No
action was taken at this time.
A verbal communication from the Board of Trade notifying the Council that
President Taft would pass through the City in the next few days, and asking council
to cooperate with them in getting him to stop over for a •few hours. The following
resolution was introduced by councilman Conrad:
Whereap, this body ,is advised that the President of the United States
will pass through the city within the next few days, enroute south, and whereas,it
is deemed desirable to have the President stop over in this city,
Therefore, be it resolved, That the City Clerk be ,and he is hereby_ direct-
ed :'to addresa a communication to the President inviting him to stop. over end be the
guest of the city, and that the Mayor be respectfully requested to address a like
communication to the President.

a bill from W.S.McQUaide for installing an eight inch sewer in Fort Dallas
Park,with the cost figured out by the city engineer,that he claimed the city should
pay, a bill on the same order was presented by Mrs. Mary Brickell for work she
had done on 19th and 20th Street.ae ing the city to pay one third the cost of an
eight inch sewer. This estimate was also figured out by the City Engineer.

two deaths, H.P.Teat, of tuberculosis of bowels and Frank Marvin, poor hum,received
on the Steamer Morgan, by a bursting steam pipe.
