Regular meeting of the city co'aneil called to order by the chairs n, F.G.
Erfert. Members present F.G.Erfert, J.E.LuMmiia, J.A.Conrad, C.Hefty, E.C.Romfh, E.F.
Holmes, R.O.Wats n.
A communication from the Miami Fieh Co. was read by the clerk,in which
they complain of the sarviceof the bridge tender on avenue D bridge,stating that At
times he was absent when the bridge should be open,causing them a lot of trouble
and delay.
Moved by J.E.Lummus and seconded by C.Hefty that communicationbe received
and referred to committeeman on streets. Motion carried.
A communication was read from A.J.Stenwall,asking for a permit to erect a
aanatarium for the purpose of giving salt water treatment r)n some shallow place in - Bay
Biscayne,located on the east side of the old ship channel.
Moved by J.E.Lummua and seconded by C.Hefty ,that petition be received and
filed, and that no action be taken unless requested by the War Department. Motion
carried.
The following resolution was introduced by J.A.Conrad :
A RESOLUTION of the City Council of the City of Miami authorizing the City
Attorney to satisfy lien against lot 5 of block 56 south, of the City of Miami, and
authorizing the City Auditor to charge the said taxes, together with the costs of
filing and satisfying the lien back to the City Tax Colleotor.
WHEREAS on the 30th day of March, A.D.1911, tax receipt #831 was issued
by A.Ti.Adams, City Tax Collector, to Annie E.Hull, for Six and 90/100 dollars, in
payment of these taxes for 1910 o lot 5 of block 56, south, which assessment is
found on page 95 of the assessment roll, and,
WHEREAS, on May lfth,1911, the same amount as taxed on the same lot for
the year 1910 was turned over to the City Attorney for collection, whereupon he filed
a lien against the said lot for the said taxes, which lien is found in lien book 3,
page 1, public records of Dade County,Fl.orida.
NOW THEREFORE be it resolved by the City Council of the City of Miami:
That the City Attorney is hereby authorized to satisfy the said lien as
to the aforesaid lot for the taxes for the year 1910, and the City Auditor of the
City of Miami 's hereby authorized to charge to the City Tax •'ollector the said Six
and 90/100 Dollars, together with Seventy-five cents, the coat of filing the said
lien.

Mr Joseph Nofal again made application for a permit to erect a building
on the corner of Avenue G and llth. Street,Mr. D.S.Bryan addressed council in behalf
of \r. Nofal's application .
Moved by J.E.Lunnus and seconded by F.C.Romfh that as this application for
a permit has already been denied,no action need be taker. on it. Motion carried.

I wish a permit to put up a porch with three inch iron columns
wood floors and b aninters,at 419, 17th Street.

Moved by ,1.E.Lummus and seconded by E.F.11olmes that permit be granted to
Mr. Ashby to erect a porch when approved of by the Committeeman on Public buildings.
Motion carried.
Councilmar Romfh reported to council that he had investigated the
advisability of stamping the City Bonds procured from time to time by the City
and placed in the hinds of the Treasurer ,so es to make them non-negotible,as
now they could be handled the same as cash. Mr. Romfh offered the following letter
from the City Attorney:

Councilman,
Miami,Florida.
Deer Sir:
Referring to the matter of placing on the Miami city bonds some language
which will operate as a notice to innocent purchasers, and which will have the
effect of rendering ouch bo ds non-negotiable, beg to advise that upon investigation'
I find the suggestion of yourgentlemen, that such language beplaced thereon, is, in
my opinion, le al and within th€. power and right: of the City Council.
Under our charter the Council has the right and power to issue bonds
upon certain limitations named in the charter, but those limitations do not extend
to the right of the city to retain possession of its own bonds and give notice to
outsiders that the same are non-mtgotiable, and I hand you herewith form of reso-
lution which I think will cover the matter, the said form following the suggestion
made by Mr . Lui.wiu s .
The letter from the Knickerbocker Trust Co. addressed to yourself,
dated October 22nd, rel tive to this subject, is returned to you herewith, with
thanks.

The fallowing resolution was introduced by E.C.Romfh:
" RESOLVED" That for the purpose of protecting the City of Miami against lles
loss by having any of the city bonds which arepayable to bearer fall into the
hands of persons without a consideration being paid therefor, or through fraud,
falling into thehands of persons not entitldd thereto, the City Treasurer is here-
by authorized and directed to have a rubber stamp prepared with the following wards
and figures thereon, and to stamp each of said bonds therewith, Pilling in the
proper dates on each bond, to -wit:
This bond has been purchased for the Sinking Fund of the
City of Miail,Florida, and is to remain the property of
the city until its maturity. The said Sinking Fund beting created
and maintained for the purpose of liquidating an issue of bondds
of the said City 'in the sure of t100,000.00 bearing date July
2nd, 1906, and maturing July 2nd, 1936, This stamp is placed
hereon at the directiun of the City Council as per a resolution
as shown in Minute Book No. 5 on page 126at a regular meeting
held on the 21st day of Nov. A.D.L912." \.
Mdved by J.F..Lummus and seconded by J.A.Conrad that the letter from the
City attorney be copied in the minutes,and that the resoluion as introduced by
Councilman Romfh be adopted,-nd that the clerk be instructed to procure a ru bber
stamp. Motion carried.
After discussing the sanitary condition of the city by council,the follow-
ing res)lution was introduced by E.C.Romfh, committeeman on Sanitation:
RESOLVED: That during the month of December, A.D.1912, the Chief of Sani-
tation of the C1,.y of Miami, shall turn over to the City Treasurer all fees and com-
missions collected by hiiaccording to the law by rea .on of his office, together with
an itemized report of same, copy of which Bald report shall be furnished by him to
the City Council.
BE IT FURTHER RESOLVED: That the Chief of Sanitation of the City of Miami
shall receive the sum of One hundred dollars for his services as such Chief of Sani-
tation during the month of December,A.D.1912.

Resolution introduced by J.A.Conrad.
RESOLVED that the following described property ,viz: Lots 4,5,6,7,8,9,
and 10 of block (50) north of the City of. Miami according to map or plat, thereof
m os by A.L.Knowlton, C.E. and recorded in the office of the Clerk of the Circuit
Court of Dade County, Florida, be purchased by the City for H rock pit,ell for the
sum of $2,800.00 on the following terms towit: cash ' 1,300.00 and a note payable in 6
months from date bearing interest 0 per ennum in the sum of $1,500.00 and be it
further resolved, that a werrantx be ordered drawn infavor of the owner of the prop—
erty /C.V.Palmquist, in the sum of $1,300.00 covering the cash payment, and
Be it further resolved that the proper officers of the City be authorized and
directed to execute on behalf of the City a note in the sum of $1,500.00 in favor of
theowner of the property C.V.Pelmquist, to be delivered to him together with the cash
payment when the title to the property has been approved of by the City attorney.
Moved by B.E.Lummus and seconded by R.O.Wateon that resolution as introduced
by J.A.Conrad be approved. Motion carried.
Mr. E.C.Romfh introduced the following ordiance:
An ordinance of the City of Miami, relating to the duties, powers, conmiissions
and salary of the Chief of Sanitation, and repealing all ordinances and resolutions in
conflict herewith.
Moved by J.F.Lummua and .seconded by C.Hefty that ordinance be given its
first reading and read in full. Motion carried. The ordinance was read in Rill.
Moved by C.Hefty and secon ed by J.A.Conrad that ordinance be given its
second reading and read by title only. motion Gerrit d. The ordinance was read by
title only.
•The Chair brought to the attention of council,that en ordinance amending
:action 6of an ordinance of the City of Miami,entitl d An Ordinance of the City of
Miami,Florida, governing plumbers and regulating the plumbing trade,house drainage
and sewerage and inpection of the same in public and private property,and buildings
in the city of 'Miami, Great ing the office of inspector of plumbing zand the board of
plumbing commissioners, and providing a penalty for its violation was up for its
third and final reading.
Moved by E.F.Holmes and seconded by E:.C.Romfh that the ordinance be given
its third and final reading and read in full. Motion carried The ordinance was read
in full. as follows:
BE IT ORDAINED by the City Council of the City of Miami:
Sec. 1. That Section 63 of an ordinance of the City of Miami entitled: An
Ordinance of the City of Miami,Florida, governing plumbers and regulating the plumbing
trede,house drainage and sewerage, and the inspection of the same in public and privab
ate property and buildings in the City of Miami; creating the office of Inspector pf
Plumbing and the Board of Plumbing Commissioners, and providing penalties for its
violation, be and the time is hereby amended so as to read as follows:
Section 63. It shall be unlawful for any person, firm or corporation or asaoe
cation to tap or make connection with any sewer in the City of Miami, for any purpose
whatever, except by permission of the City Engineer, and for each of such permits
the said Engineer shall charge and receive the sum of Three Dollars ($3.00)to be by
him turned over to the City Treasurer, to be placed in a fund for the maintenance of
the sewer system of the City of Miami.
Whenever a connection is made with spy city sewer, or a line of sewer laid
to connect with the said sewer, it must be done under the direction of the City
Engineer or his authorized inspector, and the person, firm,corporation or association
ma ing said connection shall be liable for any damage resulting therefrom, and shall
replace the street and sidewalk along and through which said connection is made,
in as good condition %'a it was before the work was commenced,and shall repair,at his
own expense, any settlement in the pavement over the drain or any street or public way
within one year after the laying of said drain.
Section 2. That all ordinances or parts of ordinances in conflict with the
provisions hereof he and the same are hereby repealed.

as read. Upon roll call, the vote was as follows: F.G.Erfert yes, R.O.Watson yea, J.F.

Council proceeded to prepare the ballot box for the special election to tie
held November 26th,1912,
Moved by C.Hefty and seconded by R.O.Wetson that council proceed to prepare
the ballot box for an election to be hell Navemtter 26th,1912, Motion carried.
Moved by J.E.Lurnmus and seconded by J.A.Oonrad that one key to thc ballot
box be placed in the hands of the chairman of the council, and one in thehands of the
clerk. Notion carried. The clerk
The clerk notified council that at a previous meeting the. had instructed
him to procurebids on a street sprinkler,and that this was the nip{ht for bids to be
opened ,,,fter discussing the proposition by council,they decided Lo wait awhile_
and procure an automobile sprinkler instead of the kind they had prices on.
Moved by E.C.Romf and seconed by E.F.Holmes that council adjourn.
