I enclose herewith, two propositions suomitted to the people of Miami by Mr. ').R.Parrott,Prosident of The Florida Fast Coast Railroad Co., in reply to the petition signed by about 1000 .iitizene,aaking the said Railroad Co, to sell the to the city of Miami at a reasonable price, sufficient water frentwith riparain rights on w ich the city cuu,d erect and maintain public docks. This gentlemen, is a matter of great importance to the people, not only of Miami, but also of Dade County, and on which to a great extent, spend the growtn and the future of Miami. In order that this matter may be brought lilrectly to those interested,snd that every man may have an opportunity to exprese himself,upon this question, I would recommend •o your Honorable body tnat you call a mass mooting of the citizens of Miami to he held next Monday night at 7.30 o'clock P.M. in the Cetral School Auditoriup, to consider and thoroughly discuss these two propositions,and than and there either endorse one or rs,ject both. Oxford, Maine, Oct. 14,1912. The petition for aid in matter of Riparian Rights which tou have pres 'ted to us from the citizens or Miami, has impressed us very ruucn. The conference which I had with you has impressed us more. I have discussed this matter with Mr. Flagler several times in the last several weeks, and we have both of us felt a desire to serve the good people of Miami in any and in every way we could consistently with our duties to the entire property, znd the other towns along the line of road. We may, or we may not havethe same estimate of the value of deep water at Miami that you gentlemena have; but you seem to have the fewling that deep water is absolutely essential,and we are willing to make every concession possibel to meet your views. The Railway Company has spent more than,400,000 independent of every other aid for the developement of deeper water harbor at Miami, and this money has been spent because of the value which w .ld necessarily follow to the water front whin it owns. We haveplans for the developement of this water front, which would have follw ed the carrying out of the contL•acton the part of the Government, butwe are willing to forego all this, provided we are not called upon to make any further expenditure than we havemade upon the bay, as provided by thecontract with the United States Government. As we stand at the present time, our contract with the Government is practically at an end . We are willing, however, provided you shell protect us in any further expenditures on the part of the Railwa, Company, to ,,ive you all the property on the north of the terminal dock, except fifty feet adjoining the dock, which we own, up to f00 feet. My recollection of the figures in this would give you 565 feet. All tab this for commercbal purposes. We are willing further to give you 100 ft. beginning at the north line of Twelfth Street, for recreation purposes. In cse this gift should be accepted, and the w rk should be carried on, it would seem to us wise and necessary that the property o ners from Seventh ,A. north to Second St. whould release any claims they have in the narrow strip between the Boulevard and the Bay. The Riparian Rights belong to the Railway Company, and the city and the Railway should be protect- ed in this. We will go one step further. If the Government will not assume this work called for by the contract which we have made with theta, and the city shall undertake to assume the work, on the sanf lines called for by our contract with the Government, the Railway Company will contribute $50,000.00 towards that work. 0f course, if the Government should make any specification of this contract, this $50,000.00 would be contributed only in proportion to that midification. Interested in your future, I hope that before you go into the underteing, even to the extent of building docks, you will make sure that you are right. It is r, large proposition, and time only will tell whether you are right. Canvas the situHtion care- fully and we will make a contract with you to the end above outlined, giving you as much time, eve' ten years if it shall be needed, to determine whether the business or the developement will ,justify the expendit"rre. This whole question is worthy the careful consideration of your business men, ettduitd city, in my judgment, has a higher class of business intellirence than has yours. Rest aseuned that the interests of Miami are And always have been ours. Whether you have had prosperity or depression, it has been our pleasure to serve you, and ai ways will be. This poposition is made to you after, as 1 have said before, some conference with Mr. Plagler; but for fear Xomay have been mde atderstood him in some particular,. I shall refer this whole matter to him, and you shall have my reply not later than Nov.lst. I regret the delays that mayhave occured in this matter; and thank you for:the kindly,fair and full way you have presented this matter to us. Gentlemen: This is to advise you that the answer which I made to the petition of the citlzes of Miami is in force and effect today, but in this connection, I want to make a further proposition for your consideration. The F.F.C. Railway Co. owns the water front from the north side of 12th. St. to the North line of end. At. (Approximately) I don't just recall the boundaries but we havesomething like 2,700 or 2,00 feet. The F.F.C.ry. Co. will undertake to transfer the entire property including docks, wharfs, etc. to the City of Miami provided the City of Miami will assume the Railway Co's. obligations to the Government and ref'Lnd t> the Railway Co. the moneys which it has expended in dredging and in purchase of property, which would -mount to something between $400,000 and e500,000,with the understanding thettthe Railway Co. shall then become a lessee on fair and reasonable terms of the City of Miami. If you will take this proposition and carefully look into it, you will see that this means upon the part of the Railway Co. a concession to the City of Miami of $400,000 or $500,000,on the face of it. I make this as a second proposition to you, and I am willing on behalf of the Railway, to enter into an agreement that you can have from one to ten years to decide whether you will take it up or not. I make this suggestion because we don't want the City of Miami to enter into any undertaking which is going to prove a burden to them in the end, and we want to give them every opportunity of ascertaining whether they can handle it or not. This does not wit hdraw my former proposition, but we would like to have you at your convenience decide upon which one, if either of the two, you Should determine to accept. If the City of Miami cares to take up this last proposition, we would be willing to take their bonds at par, providing in the opinion of our attorneys, the City can issue good bonds, in payment for the moneys which we have expended upon this property. Notion oarried. At the regtest of council, the Mayer ca led a mass meeting of citizens which met at the Central School Building ,Monday night, November llth. and was very largely attended. A communication fromthe Chief of Firs, was read in which the Chief celled the attention of council to the failure of the moving picture shows where vaudeville was given,te use asbestos curtain as theordinance requires. The Chief further stated that in his dpinion,present council should revoke the ordinance or instruot me to snforoe it. As should an accident oecur,I would be held responsible. Moved by J.E.Lu mus and seconded by E.C.Romfh,that communinationbe receivedand acton be deferred ntil some time when the Chief is present. Motion carried. The Fire Chief in another communication sailed the attention of council to a condition existing in the City of Miami regarding the storage of gasoline. And called attention to the ordinance that all garages should rdavefire proof floors. and that no building used for garage purposes should be used as a dwelling or boarding houe, that all gasoline ahouldbe stored in underground tanks,and handled do improved oans while being handled from storage tanks to automoDile,boat or other receptacle. This ordinance should also cover the use of all volatile liquidator substances used it tailoring or cleaning houses, Moved by J.A2Cenrad and ascended by C.Hef y that communication a tabled. Motion carried. A communication was read from the MeGuire Incinerating Co. in regards to in- stalling three or mere incinerators. similar to the one they installed last yekr. M.J.MeI)onald, the Plumbing Inspeetor,was called upon to give council the facts about the present incinerator now in use. Mr. McDonald was in favor of installing two er three : ore incinerators of the Name make out a little larger. The Mayor said the City was up against it along a sanitary line,and differed from Mr. McDonald and said that the city should have a big plant to take career' all g rbage and refuse. Moved by J.R.LUmmus and seconded by J.A.Conrad that communication be received, and the clerk instructed to write the McGuire Incinerator Cd.that when th city was in a position to install an incinerator,tney would be notified. Gentlemen: I request permission to erect a two story concrete building at the eor!ier of 15th Street and Avenue D. for the McCrimmen Lumber Co. the buiding to be of reetangular form,134 feet on 15th street and 95 fee en Avenue D. to be used forwholesale warehouse and storage purposes,the same to be built according to the recent buiding ordinance. Mr. Reiley we's present end explained to council the different kinds of sprink- lers he had,end said ne could furnish any Rind that the cityawanted, Moved by J.E.Luiamus and seconded by R.O.Watson, that council adver- tise for bide for a sprinkler of 500 gallons capacity, bids to be opened at next regular meeting of °ouncil, council reserving; the right to reject any Rnr1 ail bids. Motion carried. F.J.Pepper addressed council and asked for a swer on 9th street from Ave. G. to the sewer eonneeting with the end of sewer in front of Gellats place. Council took no action on 'lr. We,the undereigned, retail evat dealers and other qualified electors, and citizens of the city of Miomi,respectfully petition yor honorable body to pars an ordinance,requiring all meat markets in Miami to remain closed from 12 o'clock Saturday night 'until 12 o'clock Sunday night,a nd proving also that no meat shall he sold within that time. Donee and Dr. A'R.Jeckson appeared in behalf of the Civic League cemmittee,end requested council to close all meat markets on the Senbathd day,and to pass en ordinance to that effect. Moved by J.E.Lununus anti seconded by R.O.Watson that petition tie received,and action deferred until next regular meeting of co nail. Motion carried. A petition from residents of 7th Street was presented to council ,request- ing council to have the stables located on the let belonging to Mrs. Wren,front ing on 7th Street,betwen B and C. removed ,ae the odors from th•,se stables :as very offensive and that they had put up with tnis nuisance for menths,and now begged council for relief. The petition was signed by R.V..Atkisson,J.P.Sawtelle, and about 20 ethers. Mr. E.V.Blaekmen was also present in behalf of the petitioners,and ex- pl fined to council t:.e conditions existing. Before taking action en this subjett,eeuncilmen Lummua arose and nominated E.C.Romfh for committeemen on Sanitation,motien seconded by R.0.Watson,carried unan- imous ly . Councilman Lummus stated that Mrs. March had seen him bout the curbing on the hale on hall side of llth. Street w ich had been torn down by the building-; on the post office site, being moved along that :'treet,and she thought that council ought to havetne curbing put back. Supt. Tucker stated to council that the side walk curbing was of the poorest con- struction and was falling down in places fer want of toot hold. To The honorable City C unciln As provided by Sec. 167 of the Code of the City of '!iini, I beg to report the following property of the city in my care: 6 wagons for the removal of garbage. The necessary shovels, forks, etc. rakes, for the use of the drivers. 4 f the wag ins are nearly worn out and should be replaced with new ones more suitable for the work for which the.' are used. I have six mules and six harnesses,one 'wile in the hospital,has been for 3 weeks. I have a horse hired in place of it till such time as it can be put to work again. I have one tank wagon for the removal of sewage from the unsewered district. The same was ordered by ex -councilman M.J.McDonald, and is so constructed that can be flushed in the manholes of the public sewer. I recommend that a short sewer be laid on ;-econd Street between the boulevard and the waters edge connected with the main sewer end a suitable building erected over same,and all night soil emptied there.
