Gentlemen: We the undersigned, registered citizens of 4ilanri,Floside, respectfu lly pettition that yiur ?onorable body will take such tape as will abate the nuisarre eommittea by persons v.ho rave for several months, flooded the surface of the Miami River with some black oil,or residue of oils,which is foul smelling and coats the sur*ace wf everything it comes in contact with.with a dirty foul smelling :rear. Boats,ychts, cabies,oars,buckets and decks,s ,on become coated with this disagreeable and unsanitary smear from the black oil over the surf ce of the river. We,as yachts men, boatmen, end fishermen who use the river harbor,earnestly petition that yo.i will take such steps as will abate this nuisance. (Signed) F?enry Morgan and about 75 others. After discussing the petition for some time,and nearing from a gentle/fin present who stated that one or the Furst Clark Oil boats turned over in the river, unavoidably, and that it was notthe intention or the Furst Clark people that this oil should get away from therr,as it cost nroney.Afte_r which the following motion was made. Moved by J.E.Lummus and seconded by J.A.0 onrad, that petition be received and filed, and that the Chief of Police eb in tructed to Find out who is putting' oil in the '(iami ri.ver,end that he instructed pary that unless it is stopped, action will be taken against there. Motion carried. A sonmunication was read from the Motor Cycle riders of the city anrr signed by Robert W.MoLendon and John Harper,asking council to amend section 6 of the traffic ordinence,which prohibited two from riding on a n,otorcycle,at the same tinre,nnd allow them to ride up as far as loth street on the north,l4th street •n the south, the railroad en the west and Avenue B.en the east. as this would cut out the streets where traffic is most congested,and at the same time it would oe a great convenience with the motor cycle riders as the eo,.intry people wh n they come to town now,heve to get off at the edge of the city,and walk in,which they was discriminating against the motorcycle ridere.Mr. Harper was also present and spoke in behalf et the reglenteilman Conrad and acting Mayor Erfert, strongly opposed any change in the ordinance as they thug t it a safe guard against accidents. Novsd by E.F.io1ues and seconded by d.E.Lunuuus that petition be received and action deferred unti later in the evening. ?Motion carried. The clerk notified council that there were bids in for several jobs that had been adve rtised,and that th se bids had been in for some time,and that the bidders wanted to know when they would be opened es they had money tied up in them,that they could oRveniently use. Moved by J.ERL,unmus and seeended by E.F.iiolnes that the clerk return the bids in for construction work to any bidders who may desire to have them,unopened,but to notify any bidder that they will net have the privilege of submitting another bid for this same work.Motion carried. Engineer Fredericks reported that after five days work,he had located the park given to the city by Mr. Colline,ever the bay,Engineer Fredericks stated that it was one of the beat locations ever there,and thatit was a beautiful spot for a park. Councilman Lununus suggeated that he thought it \•+as best for council as a body,to go ever and inspect the location before accepting it. Moved by J. E.LunmIus and seconded by E.F.i[olnes that the report o ' Engineer Fredericks be incorporated in the minutes. Counclman Holmes tendered his launch to take council over to the beach. Moved by J,E.Lummus and seeanded by J.A.Cenrad that oounci man H amee offer be accepted,and councilgo over in a body. Motion carried. Councilman Watson reported to council that as he had been in tructed, he had purchased a horse for the petrol wagon of the police department, et a cost of $250.00. Moved by J.F.Lummus and seconded by J.A.Conrad that the report of committee man on police be copied in the minutes and his action be approved.Motion carried. Councilman Hefty reported that he as ConmLitteeman in charge, of t'ne dredgig of the Miami River, wanted to state that the appropriation of $5,000 would be used up possibly by the following Saturday nihht,and he wanted council to instruct him wh ther to complete the job of dredging the river, which would cost in the neighborhood of $3000 or 4000 more,or to stop the work when the appropriation was used up. Councilman Hefty complimented the dreding people and said he thought they had done all they could do in a limited time,end also asked for some peottsien for taking care of the tools which had been purchased for this purpose,as there was no place he could find to store them. After discussing the matter for sometime by council,the following motion we was Made. Moved by J.A.Conrad and seconded by d.E.i,ummus that councilman Hefty be instructed to have the work stepped when the amount ea specified in the contract absoroed.Motien carried. The request of the Motor Cycle riders which had been brought up in the early part of the meeting,was again brought up for discussion . After thrashing the matter out, the following motion wee made: Moved by R.O.Watson and seconded by E.F.Holmes that section 6 be am nded so as to read: " that two persons be allowed to ride on a motorcycle in the city limits the foLl.owinr; sections of the city to be excluded and only one be allowed to ride. the railroad on the north and west, the river an the south and thebay en the eaat, andb that the city attorney be instructed to drat an amendment to the ordinance covering; sane. etion carried.
