Gentlemen:
I beg to report that I have today in company wit! Street Committeeman
Conrad thoroughly gone over and inspec,ed the work done by Contractor Friedlund in
the construction of grading and paving 20th street between Brickell Ave. and Riasayne
Bay, we find same done in accordance with the profile and specifications of said
work. We therefore recommend the acceptance and payment for same.

and warrant drawn in favor of contractor. and that the clerk advertise the completion
of the job,that council may receive any complaints at their first regular meeting
in October. from the abutting property owners. Motion carried.
A long communication was read from J.C.Bsile in reference to paving
14th street from Avenue o to the river. Mr. Raile stated that he had spent some-
thing like ?'1000 on this street,and tamed the surrounding saw grass marsh into R
high and dry beautiful spot on the river front, and he realized that the treasury
was in a depleted condltion,but would life to have this work done,a:id would leave
the whole matter to your Honorable Rocky to do what you can.
Moved by E. •'. Tiolmes and seconded by R. O. Wat on that city enwlneer be
instructed to prepare profile of 106 street from Avenue J to the river, for 12
foot roadwey,and also an estimate of the cost. Motion carried.

on parks and desks be authorized and instructed to have entire control over the
work of dredging the Miami River,purchasing-upplies etc. Motion carried.
Messrs. Griffing Brothers sub!titteri a plat of city park,showing where
they would put out several hundred different varieties of trees should the city
desi it at this time.
Moved by J.E.Lummus and seconded by R.O.Watson that communication be
received and filed. 'lotion carried.
Councilman Tio mes addressed council in reference to position of
boiler inspeator,claiming that the inspector at the present rate of fees, was not
making anything, and asked council to allow inapestor all of the fees.as the present
ordinance only allowed the inspector one half of the fees collected. The chair
with the consent of council, instructed the city attorneynto draw an amendment to
the ordinance,giving the inspector all the fees collected.
Councilman Lummus stated t council that the budget for 1912 had not
been made up before as he was waiting on the report of the citys conditon from the
Auditor.
A very complete report showing the receipts and disbursements for the
years 1909,1910,and 1911,and 1912, were read from the auditor,and upon this informatin
the following resolution was offered by J.E.Lummus, committ.erian on finance.

for the several Departments of the City of Miami, for the year A.D.1912, and pro-
viding for its approval by the Mayor.
Be it resolved by the City Council of the City of Miami.
SEVTION 1. that the followig estimates be and the Name are hereby made for the
maintenance of the several departments of the city of Miami,Florida, for the year A.D
1912, towit:

A resolution of the City Council of the City of Miari; fixing the millage for
the year A.D.1912, in conformity, t he estimates, fixed by the City Council and
approved by the Mayor 4,74day of( . B.1912.
Be it eeolved by the City Council of the City of Miami:
Section 1. That the millage of the City of Miami,Florida, for the year A.D.
1912, be and the same is hereby gixed by the City Council of said city, end levied
against the real and personal pruperty of the raid city in aecordanoe with the es—
timates made by the City Council on the 26th day of September, A.D.1912, and in
accordance with which the Tax Assessor of said eity will make up his assessment roll
for the year A.D.1912, in the following sums, towit;
General Fund 10 mills.
Repairs and Internal Improvement Fund 10 mills.
Lighting the City Fund 7 mills
Hospita Fund mill.
Interest Debenture Bond Fund 3 mills.
Sinking Fund 1 mill.
Total 32 mills.
Adopted this 26th day of September, A.D.1912.

The chair asked to introduce the following ordinance:
An ordinance of the city council of the city of Miami, Baling a special
election to determine the adoption or reie et ion of the electorate of said city
of an ordinance entitled " An ordinance of the Electorate of the City of Miami
repealing an ordinance entitled "An ordinance of the City of Miami, di recting the
purchase or condemnation of certain land on Biscayne Bay to be used for public
parks and for the construction upon said land and operation of public wharves and
docks" and prescribing the time and met'od of holding said election.
Moved by J.F .Lummua and seconded by E.F.Holmes that ordinance -be given its
first reading and read in full. Motion carried. The ordinance was read in full.
Moved by C.Iiefty and seconded by J.A.Conrad hat ordinance be given its
second reading end read by title only. Motion carried. The ordinance was read by
title only.
Council discussed the feasibility of raising the bonding power which le 15%
of the assessed valuation of the real property of the city,to 40%,after thoroughly
diaouseing the proposit on, the Following motion was made:
Moved by 0.Hefty end seconded by i;.O.Watson that the City attorney he in -
striated to draft a proposed amendment to section 33 of' City Code,providing for the
increased of the eitys bonding capacity from 15% of assessed valuation to 40%
and that our representative and senator be requested to have the game passed atthe
special session of the Legislature which convenes October 3rd,1912. Upon roll call
the vote was as follows: F.f .Erfert yee, R.O.Watson yes, C.Hefty yes, E.F.Holmes
yes, J.A.Conrad yes, J.f.Lur1mus yes, Councilman Hefty asked ckuncil to instruct
to instructthe contraetor to proceed with toe work of paving 13th Street. as per
contract price,as a good many of the property holders had put their pro rate share
of the cost. The following; motion was made:

Godman to commence ''the work on 13th street,as per his contract. Motion carried.
Moved by J.E.Lunmus and seconded by J. A. Conrad that a warrant be drawn in
favor of /P.L.Ityan for 350100 in paymentof lot of Block Miami. Motion carried.
Councilman Lummus brought the attention of council to the fact that the city
owned rock pits in every section of the city except the northern part.The following
mot on was made.
Moved by J.I .Lummus and sec nded by R.O.Watson that street cony itteeman
be authorized to try and secure a rook pit. in toe northern part of the cit:/. Motion
carried.
Moved by J.A.Conrad and seconded by J.E.Lummus that council adjourn.
