Regular meeting of eouncil called to order by the Chairman. Members
present: F.G.Frfert, R.O.Wateon, J.A.Conrad, C.Hefty and F.F.TTolmes.

Gentlemen:
Believing that 12 policemen was too many for Miami, I beg herewith to state
t',at after consulting Mr. R.O.Watson, police commissioner, and Mr. Ferguson, Chief of
Police, we concluded to reduce the force, which we did by tak ing off three men
leaving the city with nine policemen.
This went into effect Sept. lst,1912, and I ask your approval of the same.

Gentlemen:
I wish to call ymur a,,tention to the system now used in paying the Sanitary
Inspector, Mr. Dorothy.
Under the present s tem he gets all that he colleeta for removing
night soil, and his reports show it will average $325 per month, he is also paid
,Q'30.00 per month extra to look after hauling trash from the City, making a total of
$355.00 per month.
In my opinion, from a financial standpoint, this is a bad deal for the
City. I make no charges against Mr. Dorothy, I consider him an efficient officer and
is doing his duty, but I believe the City can get a competentman to superintend this
work and make these collections for $100.00 per month, the City furnishing the two
wagons and mules and paying the help.
The difference in the two systems would be as follows f:,r one year:
Preaent method, amount collected at $325.00 per month, $3900.00
Amount paid inspector at 130.00 eper month, 360.00
Total $4260.00
New method. 12 months at $100.00 per month. $1200.00
Feed two rules at $30.00 per month. 360.00
Salary paid two drivers at t80 per month. 960.00
Incidentals, shoeing mule and wagan repair. 100.00
Total $2620.00
leaving $1640.00 in favor of the new way, the city would furnish the two mules and
wagon, which they could do and then have $1000 to the good.
Asking a careful consideration of this matter.

Believing that the City Physician San easily attend to his duties as such,
and yet find ample time to perform the duties of Food Inspector, I reeoiuiend to your
Honorable Body that you fix, by ordinance, this as part of his duties, and the salary
not to exceed $100.00 per month, whieh he is now receiving.

gentlemen:
"n looking over the reports of the City Phyeician, I find that a great
many eouhty patients are treated et the City Hospital, and in disouseing the
same with the City Clerk,he told me that there is an agreement between the City
and the County, whereby the County is to pay the City $2.00 per day for each
patient treated, and that the agreement was made some ,10 or 12 months, but
not',ing had yet been collected as no bill had ever been rendered the county.
Aeeording to the Physicians reports there is due the City several
hundred dollars from this sourle, and I would recommend that the city clerk be in-
tructed to present the bill in full for payment, and in the future to present it
monthly.

gentlemen:
I am returning herewitn with my approval,City Ordinance No. same
being an ordinance creating the officeof City Bui,ding Inspector, defining his
duties etc.
I would reeom►mend to your honorable Body that you amend this ordinance
fixing the salary the same as the Plumbing Inmpestor gets, namely t100.00 per
month, I would fu!ther recommend that you take out that part of Section No. 1
relating to "Location" as it will souse a great dee of complaint and it will not
be complidd with.

The chair announced that the election of a councilman to fill the un-
expired term of M.J.McDoald, resigned, was now in order.
E.C.Romfh was nominated by F.F.Holmes and the nomination seconded by R.O.
Watson.
J.A.Conrad moved that the nmination be cloeed.
Moved by J.A.Conrad and seconded by R.O.Watson tat the clerk cast an unanimi
unanimous ballot for E.C.Romfh as council men to fill out the unexpired term of M.J.
McDonald, resigned. Motion carried. The clerk cast a unanimous ballot for E.C.Romfh.
The matter of the dredging the Miami River was again thoroughly gone into.
After dacueeing the matter thoroughly,and at the request of Judge Atkinson, represent-
ing the Crosland Company, the following resolution was introduced by E.F.Holmes:
Revolved, that the resolution adopted by the city council on the `nth. day o
of September, A.D.1912, relating to the dredging of the Miami River, be amended by et*
striking out the words " at the expiration of 18 months from the date of said con-
tract ".
moved by J.A.Conrad and seeonded by R.O.Watson that the resolution
be adopted. Motion carried.
Both Judge Atkinson,represent ng the Crosland S.S.Co. and J.L. Billingsley
represent ng the City, offered a form of contrast to be signed by the proper officials
of the city, between the City and the Crosland S.S.Co. and also a contract between t h
the City and the Furst Clark Con.Co. ,after throughly investigating both forms of
sontraet,the form presented by the City attorney was accepted,which was perfectly
satisfactory to the attorney of the Crosland S.S. Co. prviding the time limit of the
contract was strieken out. The following notion was made:
Moved by J.A.Conrad and seconded by R.O.Watson that the contract offered
by the City attorney, between the City of Miami and the Van Steamship Co. be approved
with the understanding that the time limit of payment be stricken out and the cost
of removing ledge in Miami River,not to be over $5000.00. and t e proper city
officials be instructed to sign said contract,in behalf of the city. Upon roll call
the vote was as follows: .G.Erfert yes, R.O.Watson yes, J.A.Conrad yes, F.F.Holmes
not voting.
The following resolution was offered by councilman J.A.Conrad:
Be it resolved, by the City council of the City of Miami th t the said
city will and does hereby undertake to dredge the Miami river from the Avenue D.
bridge in an easterly course for the di tance of about seven hundred feet towards
the mouth of said river to a point opposite the Tuttle boat h use, so as to give
a uniform depth in the channel of the aid river of from eleven to twelve feet.
Be it fu ther resolved, that the cost of said work shall be paid by the
Van Steamship Company, in accordance with the terms of the contract to that affect
with the said city, and that the sail firm shall be reimbursed for such expenditures
out of the tax levied upon the real and personal property within the said city,
carried and credited to tho "Repairs and Internal Improvement Fund" upon the assess-
ment roll, and that a contract be made to that e ?feet.
Be it furter resolved that the amount to be appropriated for said work
shall not exceed the sum of five thousand ($5000.00) dollars and that such limit
be inserted in the contract,
