Gentlel,en;
1 beg herewith to return to your n onoraole body, without my approval,
ordi once 9 same being rn ordinance i'overning the production und distribution of ml
milk and cream in the City of 4ia;.1.,F1a.
My reasons Vor oisapprovi.g tne ordinance are as follows; 1st. Spitting is
prohibited in the cow0shed." Now I don't believe any manipuld possibly milk 50 to
100 head of cows without occasionally spitting, and should he do so, he has violated
the ordinanc,- and is liable to be impriconed in tne county jail for 50 days, Desides,
4
r_
from R sanitary standpoint, :•:is occasionally .=pitting can be no worse than the manure
and urin dropped upon the cow Wert •'lour by tOe ca-tle,nor do I approve of ordinances
that cannot be enforced. aril. The ordinance prescribes " that no rail), sr.a , he sold

would neees sitate carrying ice in each. end ever:. wagon wnile selling or dis-
