January 25th,1912.
Recess meeting called to order by he Chairman. Present F.G.Erfert, M.J.McPonald,
Hefty, J. k. Conrad, J. E. LurUm.ta and E. F.11olme s.
The follewingpetitiun was read:

At the request of the Chief of Police I have ascertained the
cost of a aall system for the Police Dept. consisting of five boxes.without Any of theme
crossing the river. The same will cost about 1500.00

Eleetric Light nand Power Co. building located on the corner of 12th. and Court streets
said addition to be 25 by 50 feet and to be constructed in accordance with buildings
to be erected inside the fire district according to the attached plan.

The president announved that the 0i1 ordinance was againup for discussion
and instructed the clerk to reed it by sections, se that everyone present would
thoroughly unders .and it, and that he w ,uld like to hoer rom anyone present. after
the ordinance wee read. "
The ordinance was read by the clerk.
Mr. C.D.Leffler addressed council,gving a fair and enolse statement and
stated that the moving of the tanks would virtually put them out of business, and
that he was personally interested in his Company the Gulf Refining Co.and that they
had spent large sums of money after being permitted to build there by council and
followed all their instruct ons, paid their taxes and ifcenses,end had reduced the
pries of geeoline and oil, and made viand one of the best distributing points
eauth of Norfolk, and that according to theprlvisionof his lease,all th ir property
except the tanks would divert back to 'ors. 9rickell the lessee. All the money they
had spnt for improvements would be a total lose, end es th ir lease would not expire
for sevenyears, he earnestly requested council to consider his ease seriously,es he
lied worked up the oil business reduced the price of oil in had given his yearsof
work in working the Ce up to its present status. All his work would amount to naugr
and he• would be in n worse condition than he w,s when he started with it,if council
forced him to give up his vesent location.
Mr. F.B.Romfh followed Mr. Leffler,show ng that the storage of uil was hazardous
and sited the Bayonne catastrophe as a fit illustration whre one pipe was struck by
lightning and abut $2,000,000 worth of property was consumed. Claiming also hat his
property was being depreciated in value by the close proximity of tanks,end he said
he felt that it was the duty of souncil wh re property was riepreciat ng end lives
were in danger, that they should give them prsteetion.
Mr. G.B.Harris also addressed council elong the same 11nns as Mr. R n,gh
Mr. Harris being en expert onthe oil question, gale council very va uable information
along the lines, anddisplayed various photographs of fires that had oceured wheee
so much oil was stored, explaining that the tenksshould be removed at any east
as they were a menae to many lives. ,and property.
C uneilman Lummus addressed co;tUcil suggesting that as it was such a grave question
that in hds ,judgment wh ther the tanks should be remeved or not, should be submitted,
to the people to vote upon,as council would then he relieved to a eerT,ain extent
of the responsibility and the responsibility wuud be plaited on the people who':. was
most a''fected,and also stated th t the charter gave council that privilege when such
questions came up.
C-Juneilman Conrad opposed it end said that he thought as a people not adjacent
to the tank would nothave any interest et ell in the election, as they had noting
at stake and thought that the interest of the people whose property end lives were
et stake should be considered first. Tor. Lummus again addressed council along the ::ame
lines end said he wanted it to go on reserd es pledging himself to vote with the
council and that he er)uld support thepetition or passage of the ordinance or
in any ferm,that is, if it meets with the approval of coneil to pass the ordinance.
Agter a long discussion by eeuncil,the following moti n was made:
