The Chairman announced that he would read the minutes for tee meetings pesd ed. Minutes of November lieu!. were read. Minutes of December 7th. ware read. Minute of December llth. was read. Minutes of December 21st. were read. Mantes of December 2ate. were read. The chair ordered as their was no error or emmiesions that the minutes stand as read. The following communlestien from the mayor was read: Upon the recommend teen of the Committee on Police and the chief of that department and r.fter n num bar of oonsultations with them, and also in consideration of a probably early i.nflur+ of numbers of discharged laborers working the Rey West extension, be kept together wit" the usual winter visitors to this city . I have appointed for temporary service on the police fore*, six men in ad dition to the light number eonprising the regular force. The appointment of one head quarter Sargent and one plain clothes man has already been reported. These temporary appointments are subject to your Ionfirmatia and are as fellows: Night houe sargent. Wt. F.Freeman. Temporary policeman, '-'.N.*McDade. Charles ,'.Miller. Gilbert C.Smith. Reuben TM. Snit . M.P.Merritt. This inerease will enable the department to nave two officers for day service and two for night service on each beat, besides a day and night sargent in the off ice, and one traffie and two emergency policeman for work as it arieee. The beats are very large, the first running rorslst. St. to 9t . St. and the seeond from 9th. St. to south city limits beyond the river. And each extends from the middle of the bay to the western city limits. It is manifestly improbable for on man to oover the territory ambreased in either beat. Raisolved by the S uthside Civic Aeoeciation that the Honorable City C *noel of the City of Miami be respeotfully and earnstly urged to call an election at the earliest possible date for the purpose of voting bonis *or extending sewers,and sidewalks in eity. Te the City Council of Miami: We, the undersigned, being the : roperty owners on both sides of Avenue H. between Twefth and Eleventh Streets do hereby petition thet'you pave Avenue K. from 12th. Street to llth. St. We feel that the folio* tng reasons are sufficient and would warrant your action in having said street paved as soon as passible. (1) Every lot with the exception of one has a resi ence on it, end all are ocs.,pied. (2) On the west side of the street there are twe hundred feet of cement side- walk, leav ng only one hundred feet yet to be paved on this side of the street, and property owner promises to have this pev d as soon as street is paved. (3) The street in its present condit on is i, bad condition and in ne way fit to take ears of the tre fic tere is now on it, end besides presents a very unsightly appearance. Mr. Akin addressed council wit reference to p tition of the Soutsiie Civic Association, explaining the necessity of sewer, espeeially in colored town that conditions are -very bad, also urged the necessity of p,lice protection en the Southside. Chafed H.R.Chase. addressed council in reference to purehnsing him an automobile to be iised in going t fires. Mr.iiefty strongly opposed the purchesini; of an automobile for the Fire Chief, stating that es it is now the city 1s unable to pay its bills, and he did not thin k the citybehould make any more new bills at the present ;ime. E.F.Holmes moved that council purchase a Maxwell machine for Fire Chief. There as no second to "'r. Holmes motion. Miami, Fla. 1.11,1912. St. between A. and B. on the north side of sail street, the said house t cost $4000 or more The house to be built of reinforced oonerete and having 12 inch foundation and 8 inch walls. The clerk subitted to council sewer liens and street improvement liens held against certain lots in the city that were exempt from such, and stated that as they were a dead asset on his books, he would like the resolution from council to releve him of same. Said liens amounting to $1140.75. Mved nby J.E.Lummue and seconded by 4.0.McDonald, that the above list of street and improvement certificate of indebtedness as follows amounting to $1140.75 be ordered cancelled and the clerk be relived of the said amount, and a copy of the motion be furnished the auditor. The following motion exam made: Moved by J.E.Lumaus and seconded by E.P.Helmes that the city ,ler k be instrucli d to flak the former clerk and attorney, to make their report covering all uncollected items for the year ending October 31 st . 1911 and turn them ever to the auditor as s.Jo as possible so that he will be in a position to make his annual re, ort.
