Gentlemen;-
. As the summer weather is on us,we find the uniforms supplied to the offi-
cers of the Police Depertment,last fall,too warm for them to wear: And owing to the
heavy service performed by the men,in the performance of their euty,the suits they
have are considerably the worse for wear; and I would respectfully recommend tnet new
uniforms be supplied to the police ot?cers,of a material suitable for summer wear.

For the payment of the existing indebtedness of the City to the amount of FIFTY -

Foe the purpose of estaolishing and equiping a sub -station of the Fire Department

That the said City bonds shell be issued in five different series,to-wit:
The Sewer Bonds in a aeries from Thirty-one to Forty-one inclusive.
The Street Improvement Ronds,in a series from twenty-,ne to Forty-o-' inclusive.
The Park and Dock Bonds,in a series from Sixteen to wifty,six inclusive.
The Municipal Indebtedness Bonds,in a series from One to Fifty inclusive.
The Fire Department Bonds,in a series from Sixteen to Twenty inclusive.
All of which avid bonds shall be signed b,y the Mayor and by the President of the
City Council, attestea by the City Clerk and countersigned by the City Auditor; rind
shall have pieced thereon,by the 6ity Clerk,the seal of said ei',y.
Phut said bongs s all be issued in denomi,ations of ONE THOUSAND DOLLARS eneh;and
shall bear inters st at the rate of Five perc .nt, per)! annum,writh inter, ++t coupons nt-
tached,signed in like manner a: the bonds. The principal and intorest shall be paya-
ble in gold coin of the United States,of standard weight and mammy finenese,or its
equivolent,with interest pnynble semi-annually,at sone bank o: trust company,in the
Cita of New York+,P4X.U.S.A.
All of said bonds shall mature and become due Thirty Years room the date thereof.

SECTION 4: -#3.
That eac of said bonds,when is ued an'+ properly exeeuted,shall be deliver -
ea to the City Treasurer of the City of 'diami,as Pond Trustoo of said city,who snail
eftu.r advertisement for bids for the period of thirty days proceed to sell the same at
not les than thei par value; and the proceeds arising from :uch sale,shall be paid
ie%e the Ciey Treasury,to the credit of the said Bond Trustee,to be ,isbursed by him,
under the direction of the City Council: Provided that said Bond Trustee shall give
eu?h Bond,for the faithful performance of his duty,as the City Council may,by resolu-
tion or other -wise prescribe. And provided,further t et the money arising from the
sale of such bunls shall not be diver ed from the purposes fop which said bonds are
issued.
SECTION 5:
That a special election shall be celled and held in the City of Miaei,on Tuesday,
the 27th,day of June,A.D.1911.,for the purpose of submitting to the qualified,register-
ed voters of the City of Miami the question of the issuance end sale of said ONE MN-
P F.D And TWENTY-FIVE THOUSAND DOLLARS of City Bonds. That no per:'on shall be allowed
to vote to said election,who ie not a registered voter o' tno City of Miami;and who
shell not own real estate,situated within tre limits of said eity,upon which the taxes
have been paid for the year when the tax-e were last due;and who shall not be n qual-
ified elector in all other r spects under.the City ordinances..
S"C'i T ON 6: #5 .
That the Mayor of the City of Miami shall issue his proclamation,giving no -
tic of such election;the time and place,when and where the same shall he held; the
qualifications of electors; and the names of the inspectors +end clerk,wtlo are to con -
duet the same;and the time for the opening and closinf' of the polls,in the City of
°riarii,for the period of thirty deys,next preeeeding such election.
SECTION 7: ;'6.
That these ahall be appointed b; the City Council three inspectors and one
clerk of eleetion,who shall conduct said eleeti,.n; and the names of such inspectors
end clerk shall be certified to tree mayor; and said election shall be conducted accor-
ding to the provisions of the State law.
The namer of the Inspectors and Clerk,who shah conduct said election are as fol-
lows:
Inspectors,'!.F.Jones,John Sewell,and T.E.Chentham,Clerk,J.B.Reil.ly. Tho Polly
shall be openers at eight o'clock A.'k. ,and close at sun -down.
The ballot to be used in said election shall be prepared by the City Couneil;end
shall be in the following form,"For City Bonds"and "Against City Bonds".

That immediately after the cl sing of the polls,the inspectors and Clerk of
said election shall proceed to count the votes cast et said election,"For City Bonds"
and "Again:t City Bonds" and shall prepare duplicate lists sh v thin votes for r eeeh;
and snail certify the correctness of the same; and one of sgWtiAte lisd
be handed by an inspector t t r. City Clerk and the other ce/ti 1 ralso under
seal shall he handed to the President o? the City Cou cil: Provided that the inspec-
tors appointed to conduct said election,may require each elector o'fering to vote at
said election to furnish proof that said elector possesses the requisite quailficetion::
as herein defined.
Sf?.'TION 9: 1.
That on thk. fir. t Monday after amid election or as soon thereafter asp ac-
ticeble,the City Council shall convene and proceed to canvass the vote cast st such
eleetion;and if it shall appear t'et said issue of bonds have been ratified and appro-
ved by the affirmative of two-thirds of the qualified electors of said eity,voting at
said election; ana owning real estate,within the City limits,thon such bond issue shall
be valid and the City Council shall proceed to issue the same; and deliver the execu-
ted b nds to the City Treasurer of said city,as Bond Trustee of said City.
