Regular meeting of the City Council e911ed to order by President J.I.Wilson in
the chair.

The reading of the minutes was postponed.

requested to look into the matter of Insuring the City Building and make report at the

Moved by J.E.Lummue and seconded by W.1.Moore that the application of M.J.Yarbor-
ough to move the two story frame building from the corner of Avenue "13" and '^welth
:street, along Avenue "13" to the N )rth hell' of lots 19 and 20 of Block 79 North,City of
Miami be granted: Conditionally that he file a good and sufficient bond:Motion carried

for by notion duly carried at the regular meeting of Council held February,l7th,1910,
as recomended by the Committeemen on Public 11uildings;end recorded on page 122 of this

In line with a similar movement all over t.(: oountry,I pray that your Hon-
orable Body will take prompt steps to prohibit the showing of the moving pictures of
the Jeffries -Johnson fight, which took place in Nevada on July,4th „ in any place in
t-:e City: And I hope tnet your action will cover all other fight pictures proposed for
exhibition in Miami in the future.
This request is made to prevent any possible racial feeling; and is also in the
cause of public dec:rncy.

The Florida East Coast Railway have d=cided to make an exhibit at Cincin-
nati, at the Ohio Valley Fxpositton,to be held Aug.29th, to Sept.24th,: I have been
appointed to seeure the exhibit, beside the products of the field and grove, we want
photo's from all sections of the Eas, Coast: The disbance being something over 400
miles, it is evident that t e Company can :secure 'ut a few photo's from each piece:
Miami ought to be represented in the Art Gallery by a Large number of Photographs of
the City, including the streeta,private residencee,hotels,the Bay and some photogra-
phs of the country places. It has occured to me that if the City Council would spend
a few dollars along this line, that it would be a most prif'itable advertisement,beside
the collection would after u:•eing in Cincinnati,b, rent to Chicago Land ''.xposition,
which would add '.uch to its value in advertising.
I would reccornmend t at bh th face of each photo, there should be a clean im-
print,"Presented by the City of Mimi". These photo's would be seen by thousands of
peoLle,which would call their attention to trio most talked o" City in the United State$,
There is no class of advertising that returns great-r profits on the money in-
vrsted than good photographs, ns they are reproductions of things and scenes,which
really exeibt: Cast your bread upon the waters and it will bring the City profitable
returns in new blood and capitol.

AN ORDINANCE of t e City Council of the City of Miaini,prohibiting the shoving of
Moving Pictures of any contest,in wrestling,boxing or prize-fighting,between members
of the w ite and black races; and providing • penalty for its violation.
BF. IT ORDAINED oy the City Council of the City of Miami:
SECTION 1:
That from and after the passage of this ordinance,it shall be unlawful for
any person,firm or corporation,conducting a Moving Picture Show within the City Limits
of the City of Miami, to show any moving picture of any contest in wreatling,boxing
or prize -fighting between the, members of the white and negro races.
SECTION 2:
And,Whereas,it is the opinion of the City Council that the welfare of the
community is in peril with respect to the relationship of the said racee(whitc and
negro),tr1at therefore, this ordinance be given its three readings at this meeting.
SECTION3:
Any person,firm or corporation violating t e provisions hereof shall be punished
by a fine not exceeding TWO HUNDRED DOLLARS or by imprisonment not exceeding NINITY
DAPS in jail or by both such fine and imprisonment in the discretion of the Court.
SECTION 4:
That this ordinance go into effect immediately on its approval by the Mayor and
publication as required by law.

proved the Eighteenth day of September,A.D.1909;end entitled "AN ORDINANCE of the City
Council of tree City of 'liami,Florida,appointing Redmond B.Gautier,Eeq.,and authoriz-
ing Him to arrange,codify,add to end supplimant the ordinances of the City of Miami,
Florida,of a general and permanent character,prepar.atory to the adoption and publica-
tion thereof,in an appL.opriate volume to be known and designated as "THE CODE OF THE
CITY OF MIAMI",which shall become thr,law of the said City of Miami,upon its adoption
by ordinance and the publication thereof as required by the City Charter;v1z,o time:

acter or nature,adopted by the City Council of the City of Miami,prior to its meeting
id on this the first Tuesday in Oetober,A.D.1909,the :Zane being the Seventh day of
the said month; and not contained in the said "THE C")DE 0 TIE CITY OF MIAMI",shall be
and the same are hereby repealed.
SPCTION 3:
That there shall be on or before the First dey of January,A.D.1911,published
ONE qUND-%ED VOLUMES of the said, "THE CODE OF TTTE CITY OF MIAMI".
SECTION 4:
That the Code of the City of Miami hereby adopted, shall go into effect and
be operative upon the publication of the said one hundred volumes of the said "The Code
of the City of Miami",end their delivery in Miami to the City Clerk of said City: And
on the Thirtieth day after the date of the Mayor's proclemation,announcing the publi-
cation thereo*,which proclamation He shall make immediately upon notification of the
City Council that said publication is completed,which notice shall be given to the May-
or at the first meeting of Council after the deliveryof the said one hundred volumes
to the said City Clerk,

Fickle, in Paving and Grading Second Street, netween Avenue "C" and Biscayne Drive,
with Acting Street Committeeman Lummua; and we find tnat t'o Contractor has complied
with the profile and specificationa,with the exception of some finishing work,which the
contractor agrees to do at once: We therefore recommend the acceptance of same,subject
to the contractor's complying with his agreement before the warrant is delivered to him.

I hereby tender this my report for the month of June,1910.The City has been
looked actor and all sanitary work i getting along well.
There is a lot of dry closets of Se :ond,Third,Fourth en' Fifth streets that are
off=nsive thi: hot weathe ; now we have sewers on there streets;and the law to have
teem connected, it would add a ,;reatdeel to the :enitary conditions to hav, them con-
nected at once. I would suggest that your Honorable Body have all dry closets conveni-
ent to sewers connected •t once.
I herewith hand you a check for '173.00 collected in June,1910.
