In compliance with yours of the 29th instant, I have made an inspection of the Saloons doing business in the City, and find the conditions existing in them as follows., at Laasetters place the screen ddors have been removed, but owing to the fact that the ser-san.door.s are .not directly in front of the front door, the only view from the street is three small tables wnich is placed near the wall, the cook room is enclosed and forma a separate room Eros the bar room, the negro bar 1s connected with the whits bar -room by a hall -way about fifteen or twenty feet in length, thus the negro..bar.is a asperate room from from the 'bar -room, the hall -why. passes between the cookroom and the refrigerator. At the Ben Bur (Wstsonna place on avenue "Id" next to the Telegraph Office), I find the screen doors down and all business being conducted in one room. At Mullis place I find the screen doors down and all business being conducted in one room. At Zapts plsos on 11th street, I find the screen doore down and all business ,eing , conducted in one room,, but the arched door -way between the bar -room and the Eagle Cafe, wnich is owned and operated independent of the bar is still open, this Cafe does not close when the bar is required to be closed. At Zapf's 9th street place, I find the screens down and all businabs being conduc- ted within one room, cacept the negro bar, wrich 1a in a separate room from the . aim oar and situated in a separate room in the rear of the bar -room. At Watson's Gtn street place, I find screen doore down, out the cook -roan is par- tially partitioned off from the bar -room, and the negro bar is seperated from the "r-^nori ry e e Irk 'art el -$Re r t i ,{th street. State of Florida. _Section 1. Tnat section 2 of the said ordinance passed on the 7th day of May,A.D.1 -1908, and approvad.on the .Hthday of. That after the first day of.May,A.D.19o8 no person, fire or corporation engaging in, .the business of selling liquors, winee.and beer within the City limits of the City o; . of Miami, shall keept maintain or allow to be maintains, any screen or.obstruction of any kind before any front or side .door of any saloon or. b.ar•proos where such lick- .uora, wines or beer ors sold, unless thaws shall.b• a .clear opening or gap in such . screen, obstruction or.patitiea.not.L.ss than Three.(3) Feet in width and Seven (7) , Afoot in kmeirft height, so.as to -allow persons passing along the atr•st a clear and' .. unobatrncted viewof .the ..interior . of . suah bar -room. .Section 2. That section throe of said or he same le herebyy • b•amend•d so i► to rood as follows: No person, firm or corporation shall sell or cause to be sold in the City limits of . the City of Miami any intoxicating 11quors, winos or beer except in the room in whick the bar from which said liquors, wines or boor are sold is located or situated, which. said room, for the purpoae of this ordinance, is designated a *Bar -Roam", and the same shall be without pattitions; provided a partition may be allowed for the pur- ..pose of eeperating whits and colored customers of the bar -room. Section 3. That section 4 of the said ordinance, be, and the same in hereby, amended. so am to reed ee follows: It shall be unlawful for any saloon keeper, or person, firm or corporation selling liquors, wines or beer within the City limits of the City of Miami, to keep or allow. to be kept in any,such bar.rooa, as defined in the proceeding section, any chair, table or seat of any kind, except back of the counter or bar of such bar -room, pro- vided, in case a restaurant shall bs conducted in connection with the saloon busi nose, contra, tables end counters are permitted for the use of such restaurant . S ction 4. That section 5 of said ordinance be, and the sane is hereby, amended so as. to road as follows: It s .11 be unlawful, for any Person, firm of corporation cpnduct,ing or causing to be. conducted any saloon or bar -room in the City limits of the City of Miami, or selling. or causing to be sold in such City, any intoxicating liquors, wines or beer, to maintain or conduct or allow to bs maintained or conducted, any restaurant or place whore any meal or lunch fa e.erved to customers, in connection with any eucr., bar -room , saloon or place of business where intoxicating,liquora, wines or beer arm eold, except during such hours ae.eumh saloon or Dar -root la 1.gclly open for business, according t0 the provisions of thin ordinancc. Section 5. That section 7 of said ordinance, be, and %ie.eame is hereby,, emended po as to read as follows.; That no •*loon., bar -roomer plsao wrter.e.intoxlostins liquors,. wines or boar ere told within the Ctty limits of the City of,Miaai4, shall be open for business, except between t e hours of Six (6) o'olook, ♦.M, and ten (10) o'clock P..iL.,sz- Rapt on Saturday night they.shall be allowed.to remain open for_busine.iL,until twelve (12) o'clock midnight, during .tile months .of dune, Julyy, August .,..September, October and November; and that during the montha of December, 'January, February, March, April and Key the said saloons shall be allowed to remain open for busi- ness until Twelve (12) o'clock midnight, Sundays excepted. That this section phall not be con trued to repeal any regulations for closing or_ .Ping eloped such places as now provided by law. Section 6. That section 11 or said ordinance be, and the same is hereby, amended ao as to read as follows: Any person, firm or corporation violatingy section of thin ordinance not ape- 0ifically provided for, shall, upon conviction, be imprisoned for a period not ozceeding Minty (60) Days, and, in.addition, may be fined in a sun not ',exceed - ceding Fifty (*50.00) Dollars; provided that thie ordinance shall not apply to or effect the sale of ::uch liquors by hotel proprietors or their agents where ouch hotels contain Fifty (50) rooms or more, each of maid rooms having a floor space Of not less than One hundred (100) square feet; nor shall it apply to or offset social clubs duly incorporated under this laws of this State selling to members of only, if such hotels and clubs nave duly complied with the general law of this t;tate relative to the sale of intoxicating liquors. City Council, 'City of Miami, Gentlemen; - Miami Fla. July 2nd 1908. As per y.,ur ina.tructions I have looked into the condition of the avenue "D" :;ewer between 6th and 7th streets, and find that the sewer is choked up, due to the continual3ofhe cinders, sehss eta., from the Ice Factory into same. We find it impractical to keep the sewer open as long as ouch matter is allowed to flow int• and reeomend thst Council take the necessary steps to prevent it., Respectfully, T.N.
