PLEASE ALL TAKE NOTICE, the Board of Commissioners meeting of the Southeast Overtown/
Park West Community Redevelopment Agency (SEOFW CRA) is scheduled to take place on
June 26th, 2025, at 10:00 AM or thereafter, at Miami City Hall 3500 Pan
American Drive, Miami, Florida 33133.
Pursuant to CRA-R-24-0071, whenever a scheduled SEOFW CRA meeting is cancelled or is
not held due to a lack of a quorum or other emergency, a special SEOPW CRA meeting will
be automatically scheduled for the Tuesday immediately following the cancelled meeting. In
the event of one of the aforementioned circumstances, the special meeting would be held on
July 1st, 2025, at 10:00 a.m. in the City Commission chambers located at Miami City Hall, 3500
Pan American Drive, Miami, FL 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special SEOPW CRA
meeting. The Clerk of the Board shall notify the public of the special meeting that is to take
place by placing a notice of the special SEOPW CRA meeting at the entrance of City Hall and
the City's main administrative building, placing a notice on the SEOPW CRA's website, and, if
feasible, placing an ad in a newspaper of general circulation before the special meeting on the
immediately following Tuesday. There shall be no additional notice by publication required for
any, such scheduled agenda item that is moved to the special SEOPW CRA meeting.

There were five staffers
and advisers from DeSan-
tis' failed presidential
campaign, including dep-
uty campaign manager
David Polyansky, adviser
Marc Reichelderfer and
pollster Ryan Tyson, who
each received $169-per-
night rooms.
Tyson told the Herald/
Times that he did not
know that the Hope Flor-
ida Foundation paid for
his room until a reporter
sent him receipts. He also
said he didn't recall
whether the reason for the
golf tournament was to
money for the char-
ity.
"There

When notified by a
reporter, Polyansky also
said he was going to pay
the foundation for his
room. He said he flew into
town primarily to catch up
with the governor and
didn't remember the
details of the event.
Two executives with
Charter Communications,
including recently named
Florida A&M University
President Marva Johnson,
also received rooms, ac-
cording to the records.
The cable company gave
$100,000 to the Repub-
lican Party of Florida in
the weeks before and
after the event but did not
give to the foundation,
according to a list of do-
nations through March 24
this year.
A spokesperson for the
company declined to
comment.
Bennett Weiner, presi-
dent and CEO of BBB
Wise Giving Alliance, a
standards -based chanty
monitoring organization,
said he had never heard of
a fundraising scenario in
which participants
weren't asked to make a
donation.
"That's the purpose of
the event," he said. "Even
if it's not a large amount,
it's something."

RECEIVED GIFTS
Nearly a year after the
event, DeSantis touted its
success during a news
conference in the Pan-
handle.
Al the time, a House
comminee was scrutiniz-
ing the foundation, which
was used to steer at least
$85 million from the
Medicaid settlement to a
political comminee con-
trolled by Uthmeier. Re-
publican Rep. Alex An-
drade has called the series
of transactions illegal.
At the news conference,
DeSantis singled out law-
makers who attended the
Governor's Cup for appar-
ent hypocrisy.
"They were all a part of
this," DeSantis said.
"They were all singing the
praises."
Eight Republican law-
makers attended on the
second day, golfing with
DeSantis and slate offi-
cials without lobbyists
present, several said. But
four, including Hooper
and McClure, said they
didn't know the event had
anything to do with the
Hope Florida Foundation
until being contacted by a
reporter more than a year
later.
The others did not re -
nun calls from the Her-
ald/Times or could not be
reached for comment.
Hooper said past Gover-
nor's Cup events have
supported the First Tee
Foundation, a chanty that
helps children learn to
play golf. Usuauy, lobby-
ists pick up the tab, he
said, but he recalled an
announcement That the SI.
Joe Co., which owns the
resort, paid for the rooms.
The St. Joe Community
Foundation donated
$200,000 to the chanty
Five weeks later.
State ethics laws require
lawmakers and state offi-
cials, such as Uthmeier
and Weida, to report gifts
they receive from state -
created chanties to the
Commission on Ethics.
But First, the chanty is
supposed to inform them
of the value of the gifts by
March 1.
None said they received
such notice. Aaron didn't
answer a question about
why those notices were
not sent out.
Everyoneshould have
known they were there to
support a chanty, said
Rep. Debra Tendrich, a
Democrat from Palm
Beach County who runs
her own nonprofit. Ten-
dnch is on the House
committee that investigat-
ed the foundation.
"I would never have
allowed my staff, or my
team or my board, to
promote an event and let
people leave without
knowing what they were
supporting," Tendnch
said.
"To me, this is mind -
boggling."

each received $169-per-
night rooms.
Tyson told the Herald/
Times that he did not
know that the Hope Flor-
ida Foundation paid for
his room until a reporter
sent him receipts. He also
said he didn't recall
whether the reason for the
golf tournament was to
raise money for the char-
ity.
"There wu no reason
for them to do that, so I'll
gladly reimburse them the
S189.28 they spent on my
stay," he said.
When notified by a
reporter, Polyansky also
said he was going to pay
the foundation for his
room. He said he flew into
town primarily to catch up
with the governor and
didn't remember the
details of the event.
Two executives with
Charter Communications,
including recently named
Florida A&M University
President Marva Johnson,
also received rooms, ac-
cording to the records.
The cable company gave
$100,000 to the Repub-
lican Party of Florida In
the weeks before and
after the event but did not
give to the foundation,
according to a list of do-
nations through March 24
this year.
A spokesperson for the
company declined to
comment.
Bennett Weiner, presi-
dent and CEO of BBB
Wise Giving Alliance, a
standards -based charity
monitoring organization,
said he had never heard of
a fundraising scenario in
which participants
weren't asked to make a
donation.
"That's the purpose of
the event," he said. "Even
if it's not a large amount,
it's something."

Nearly a year after the
event, DeSantis touted its
success during a news
conference in the Pan-
handle.
At the time, a House
committee Was scrutiniz-
ing the foundation, which
was used to steer at least
68.5 million from the
Medicaid settlement to a
political committee con-
trolled by Uthmeier. Re-
publican Rep. Alex An-
drade has called the series
of transactions illegal.
At the news conference,
DeSantis singled out law-
makers who attended the
Governor's Cup for appar-
ent hypocrisy.
"llrey were all a pan of
this," DeSantis said.
"They were all singing the
praises."
Eight Republican law-
makers attended on the
second day, golfing with
DeSantis and state offt-
cuts without lobbyists
present, several said. But
four, including Hooper
and McClure, said they
didn't know the event had
anything to do with the
Hope Florida Foundation
until being contacted by a
reporter nmre than a year
later.
The others did not re-
turn calls from the Her-
ald/Times or could not be
reached for comment.
Hooper said past Gover-
nor's Cup events have
supported the First Tee
Foundation, a charity that
helps children learn to
play golf. Usually, lobby-
ists pick up the tab, he
said, but he recalled an
announcement that the St.
Joe Co., which owns the
resort, paid for the rooms.
The 5t. Joe Community
Foundation donated
$200,000 to the charity
five weeks later.
State ethics laws require
lawmakers and state offi-
cials, such as Uthmeier
and Weida, to report gifts
they receive from state -
created charities to the
Commission on Ethics.
But first, the charity is
supposed to inform them
of the value of the gifts by
March 1.
None said they received
such notice. Aaron didn't
answer a question about
why those notices were
not sent out.
Everyone should have
known they were there to
support a charity, said
Rep. Debra Tendrich, a
Democrat from Palm
Beach County who runs
her own nonprofit. Ten-
drich is on the House
committee that investigat-
ed the foundation.
"1 would never have
allowed my staff, or my
team or my board, to
promote an event and let
people leave without
knowing what they were
supporting," Tendrich
said.
"To me, this is mind -
boggling."

— and many Democrats —
have declared were wastes
of lives and money.
Trump has defended the
spending of as much as
$45 million — including
the cost of repairing
Washington's streets from
the damage expected from
rolling 60-ton tanks along
Constitution Avenue — as
small price to pay to
stoke national pride and to
remind the world of hard
US. power. He told an
interviewer on NBC last
month that the price tag
was "peanuts compared to
the value Of doing it."
"We have the greatest
missiles in the world," he
continued. "We have the
greatest submarines in the
world. We have the great-
est Army tanks in the
world. We have the great-
est weapons in the world.
And we're going to cele-
brate it."
To some of Trump's
critics, it was conduct
unbecoming a superpow-
er.1n the first Trump
term, that view was
shared by military leaders
who dissuaded him from
replicating the French
show of force. They have
since been ousted, re-
placed by true believers
like Hegseth.
Every minute was
broadcast on Fox News
and other conservative
networks and streaming
services, while the legacy
cable networks kept to
their ordinary program-
ming. One Fox broadcast-
er declared the parade
showed that "America
means bus and
another argued that the
show of force rolling
alongside the Mall would
provide "succor to our
allies" and "strike a little
bit of fear and a little bit
of deterrence" into U.S.
enemies.
But in the nor -up to the
parade, Trump's critics
argued that such a display
could do just the opposite,
making the country look
as if it were yearning for
past glories while ignoring
the risks of treating allies
as If they are a burden.
Trump's political ad-
visers bet that half the
country or more would
enjoy watching the display
of Army history, from the
World War 1 tanks to the
twin -prop B-25 Mitchells
that swept over neigh-
borhoods in northwest
Washington on their way
to the flyover, as much as
Tnunp's ever -evolving
definition of what "Amer-
ica First" means to his
presidency. Parades are
pure showmanship, and
Trump is a master show-
man.
The protests, which
organizers deliberately
kept outside Washington
to avoid focusing more
attention on the military
celebration, had been
planned for many weeks
as opposition to the ad-
ministrations efforts to
dismiss expert opinion,
oust the "deep state" and
silence critics have mount-
ed.
Trump's decision to
move 4,000 National
Guard troops and 700
Marines into Los Angeles
asserted a role for the
military at home, which
was exactly what had
given the Continental
Congress pause about
creating a colonial army at
at. That same concern,
250 years later, was ex-
pected to give the week-
end protests mass and
weight. They were further
fueled by Trump's speech
at Fort Bragg in North
Carolina this month, when
he lumped peaceful
protesters with "trouble-
maker, agitators, in-
surrectionists" and later
said anyone protesting in
Washington would be met
with "very big force."

A'LASERFOCUS'
ON PRESTIGE
The rejection of Ono —
a three -time university
president and the sitting
president of the University
of Michigan —came as a
shock to many in acade-
mia. Hossein, along with
the rest of the UF board,
had framed their poaching
of Ono as a signal of the
university's using national
stature.
UF has long aspired to
surpass Michigan in U.S.
News & World Report's
public university rankings,
where Michigan holds the
No. 3 spot; UF sits at
No. 7.
Hossein, for his part,
has not hidden his ambi-
tion to raise UF's national
standing vis-a-vis rank-
ings. The board chair
proudly declared in De-
cember that he was "laser -
focused" on the rankings
climb, pulling language
from a recent New York
Times article that suggest-
ed former President Ben
Sasses resignation that
summer had to do with a
disagreement with Hossei-
n over rankings. Under
Sasse, UF lost its heralded
No. 5 title.
For Hossein, losing out
on Ono is also potentially
bruising on a personal
level. He once lamented in
a Tampa Bay Times op-ed
that his eldest daughter
refused to consider any
Florida university and
instead enrolled at — and
graduated from — the
University of Michigan. In
his remarks on Thursday,
Hosseini's frustration over
Ono's ouster was palpable.
"We believe Dr. Ono
was uniquely qualified to
lead this University at this
moment," Hossein said.
"The symbolism and sub-
stance of a sitting presi-
dent of a university as
prestigious as the Uni-
versity of Michigan choos-
ing to come to the Uni-
versity of Florida should
not be lost."
IDEOLOGY VERSUS
ACADEMIC RESULTS
For critics of Ono's
appointment this was a
concerted victory. Chris-
topher Rufo, a New Col-
lege of Florida trustee who
celebrated Ono's rejection
as "another scalp on the
wall," and on Friday urged
Hossein to resign as UF's
board chairman, calling
him prestige -obsessed and
"delusional" for backing
an "ultra-leftwing ideo-
logue" to lead the state's
flagship university.
But those on the Board
of Govemors who voted
against Ono pointed to
what they saw as a lack of
conviction and honesty,
pointing out his wishy-
washy reversal on diversi-
ty and climate change
initiatives, as well as his
delayed response to anti-
semitism and pro -Pal-
estinian encampments
that sprung up on campus
under his watch at Michi-
gan. By the end of last
Tuesday's grueling three-
hour interview, the
board's view was clear:
Ono wasn't the right ide-
ological fit for Florida.
Scott Yenor, a Boise
State University political
science professor and
leading conservative critic
of higher education, fault-
ed UF's board for pri-
oritizing prestige over
ideology, caging their
enthusiasm for Ono a sign
of the state's continued
"obsession" with elite
validation — a mismatch
with Florida's new politi-
cal mission for public
universities. He called
Ono a "confirmation con-
vert" who had softened
his left -leaning edges to
win over Florida's conser-
vative academic leaders.
Within the Board of
Governors —which Hos-
sein once chaired — sev-
eral current members
appeared to challenge not
only Ono's unanimous
recommendation by UF
trustees, but Hosseini's
influence. Hossein, vis-
ibly frustrated, called the
push to derail ono "heart-
breaking" and accused
fellow board members of
trying to "take somebody
down" for political sport.
The episode more
broadly sets the stage for
future clashes between
Hossein and those who
opposed Ono — including
members of the Board of
Governors — who effec-

University of Central Flor-
ida, said the public nature

"It was a pretty unusual
situation to have .such a
high -profile conflict be-
tween people who suppos-
edly are all representing
the same party and ideol-
ogy and all beholden to
the same governor, De -
Santis, and yet they came
up with quite different
conclusions on the suit-
ability of Ono," Jewett
said. "It's a slap in the
face to the OF board to
have come to an agree-
ment unanimously and
then have the state board
overturn them."
Jewett said he suspects
Hossein is not only frus-
trated but personally in-
sulted by the vote and the
implications it carried.
"Personalty, you feel
likrwe're supposed to all
be on the same team,
right? I'm a conservative
Republican who's given a
ton of money and golf
machines to DeSantis.
And now we get this group
that's calling into question
our judgment and suggest-
ing somehow that we
would install a liberal or
progressive who would
work against those ideas.
It's insulting on a personal
level, I'm sure."
"I'm sure he is pretty
disappointed and ticked
about what happened,"
Jewett added. "It's a lot of
work to see undone."
Yet DeSantis' reappoint-
ment of Hossein — made
public Monday — signaled
that the governor s stand-
ing by one of his closest
allies. Their relationship
runs deep; Hossein lent
his private jet to the De -
Santis' 2024 presidential
campaign and helped
bankroll a golf simulator
at the governor's mansion.
But Hosseini's now.
precarious standing with
other prominent Repub-
licans underscore the
growing fissures within
the party over UF's lead-
ership. He's been a major
donor to Republican politi-
cians like U.S. Senator
Rick Scott, who publicly
condemned Ono's nomi-
nation and criticized UF's
search team.
Now, as UF's de facto
leader, Hossein faces the
twin challenge of winning
back conservative confi-

tart a presidential search

Among the clergy who
are planning to shelter
immigrants is the Rev.
Carlos Ramirez, who leads
a majority -immigrant
Pentecostal church in East
Los Angeles. Ramirez
asked that the church not
be named out of fear
about threats of violence.
Ramirez said his church
has space to house up to
10 people. For Ramirez,
an migrant who came
from Mexico more than
three decades ago to work
in the fields of Fresno, the
issue
is personal.
"1 will do whatever 1 can
to protect the people that 1
serve," he said. "I'm will-
ing to — I'm not joking —
even put myself in the
middle between Ian im-
migration agent) and my
congregation."
For leaders of the sanc-
tuary movement, the idea
that serious criminals
would take refuge in
churches is ridiculous.
"Where at any point in
history has a murderer or
a rapist claimed sanctuary
in a congregation?" said
the Rev. Noel Anderson,
national field director at
Church World Service.
"That's never happened."
The concept of sanctu-
ary dates to ancient Egypt,
where fugitives could
enter sacred spaces to
avoid arrest. It would
become deeply rooted in
Christian tradition in Eu-
rope. Colonists later
brought this concept to
America, where it shifted
toward "trying to protect
people who seem unfairly
treated by the system,"
said Karl Shoemaker,
author of "Sanctuary and
Crime in the Middle Ages,
400-1500." Churches
played a role in the anti-
slavery Underground
Railroad that guided fugi-
tives northward.
Sanctuary became
linked to immigration in
the 1980s as Central
Americans fled regional
civil wars for the United
States.
The goal of sanctuary is
for immigration officials
to grant the person a stay
of deportation. Afterward,
an attorney can determine
whether they qualify for
some type of legal status,
such as asylum.
Anderson worries that
the Trump administration
will be far less willing to
use discretion against
pursuing cases in which
someone faces deporta-
tion but doesn't have a
immediate legal avenue
for relief.
During Trump's rust
term, Church World Serv-
ice tracked more than 800
churches willing to offer
sanctuary.
From 2017 through
2020, there were at least
70 public cases of im-
migrants taking sanctuary
nationwide. None was in
California. Anderson said
other cases didn't go pub
sic because the people
involved didn't feel com-
fortable or publicity didn't
make sense as a legal
strategy. This time, fewer
are likely to be pub-
lic.
"You might see a model
of the Underground Rail-
road being practiced
here," Torres said.

make your life more ex-

RETALIATORY STEPS
Mexico was strident in
rejecting the Trump ad-
ministration's allegation
that it had alliances with
drug traffickers and sug-
gested the U.S. govern-
ment curb demand and
use of narcotics Internally.
"Drug use and distribu-
tion is in your country and
that is a public health
problem that you have not
addressed," Mexican
President Sheinbaum said

imposing tariffs that prob-
lems are resolved, but by

Mexico will also imple-
ment non -tariff measures,

ation with the U.S. on
topics including security
and addressing the fenta-
nyl public health crisis, she

The Mexican economy
could enter a "severe
recession" if Trump's
tariffs remain in place for
more than a quarter, -

lysis at Gropo Financiero
Base. "If the tariffs last
several months, the Mex-

Canada's Trudeau said
American beer, wine, food
and appliances will be
among the many items
subject to Canadian tariffs,

to remove them. Home-

Canada, for instance,
already took steps to tight-
en its border to appease
Trump, and it didn't deter
him
In a speech Saturday
night, Tmdeau invoked
Canada's long history of
partnership with the U.S.
