This Project aligns with the CRA's core mission of revitalizing designated areas and addressing the shortage of affordable housing within the Omni Redevelopment District. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA") is tasked with reducing slum and blight within its boundaries; and WHEREAS, EWB Holdings, LLC., a Florida Limited Liability Company ("Grantee") owns the vacant properties located at 1433 North West 1st Court, Miami, Florida and 1435 North West 1st Court, Miami, Florida, identified by folio numbers 01-3125-048-1730 and 01-3125-048- 1740 ("Property"), which are within the CRA's redevelopment area; and WHEREAS, Grantee submitted a request for grant funding to develop an 11-unit, neighborhood -oriented, mixed -income affordable housing project at the aforementioned Property ("Project"); and City of Miami Page 3 of 5 File ID: 16969 (Revision:) Printed On: 6/20/2025 1.1 Packet Pg. 6 1.1 WHEREAS, the Project is designed to meet the affordable housing goals outlined in CRA Resolution No. CRA-R-24-0049, with two (2) units affordable to Extremely Low -Income tenants at thirty percent (30%) Area Medium Income ("AMI"), three (3) units affordable to Low - Income residents at sixty percent (60%) AMI, three (3) units affordable to Moderate -Income residents between sixty percent to eighty percent (60%-80%) AMI, two (2) units affordable to Moderate -Income residents between eighty percent to one hundred percent (80%-100%) AMI, and one (1) unit at market rate, currently estimated to align with approximately seventy percent (70%) AMI for new units in the Overtown area of the CRA boundaries; and WHEREAS, the CRA's 2019 Redevelopment Plan ("Plan"), at page 4-22, highlights the importance of affordable housing for economic vitality in the area by encouraging community benefits that prioritize below -market -rate units, especially those affordable to low-income residents (less than eighty percent (80%) AMI); and WHEREAS, the Plan, at page 4-33, also provides for financial support to for -profit housing providers in the form of direct grants or rebates if affordable units are included in projects; and WHEREAS, the CRA has identified this Project as essential for providing affordable housing options and reducing blight in the neighborhood, consistent with the CRA's Redevelopment Plan objectives; and WHEREAS, the total development costs for the Project are estimated to be Three Million Three Hundred Eighty Thousand Four Hundred Ninety -Eight Dollars ($3,380,498.00) and the Grantee seeks CRA assistance in the form of grant funding in the amount of Two Million Nine Hundred Seventy -Six Thousand Seven Hundred Ninety -Eight Dollars ($2,976,798.00) to assist with a portion of these costs; and WHEREAS, based on the Executive Director's recommendation and finding, attached and incorporated as Exhibit "A," it is in the CRA's best interest to waive competitive sealed bidding procedures, as authorized by Sections 18-85 and 18-86 of the Code of the City of Miami, Florida, as amended ("City Code"), as adopted by the CRA, and to authorize the Executive Director to negotiate and execute an agreement with the Grantee for the provision of grant funds to support the Project; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. This project presents a significant opportunity to address critical housing shortages and uplift our community. Having grown up in Overtown, I have a deep connection to this neighborhood. My career has been dedicated to serving our city's black residents, with a particular focus on fostering healthy and inclusive communities. Developing high -quality, affordable housing for families in Overtown has long been a personal goal of mine, driven by a desire to give back to the community that shaped me. Our proposed development is designed with the specific needs of Overtown families in mind. The plan includes modern, energy -efficient units that offer safe and comfortable living spaces for families of various sizes and income levels. We also envision community spaces, green areas, and essential amenities that will promote a vibrant and healthy community life. To ensure the success of this project, our team has conducted research and engaged with local residents. We are confident that our development will not only provide much -needed housing but also stimulate economic growth, create jobs, and foster a sense of pride and ownership within the community. We are eager to collaborate with the Omni Community Redevelopment Agency to bring this vision to life. Sincerely, Dr. Evalina Bestman Packet Pg. 11 1.1.b Proposal for Omni CRA funding for Dr. Evalina Bestman - Overtown Multifamily Apartments 1433-1435 NW 1st Court: 11-unit Multifamily Apartments Project Introduction Dr. Evalina Bestman was born and raised about a block away from these properties in Overtown. She has gone on to make a successful career in Miami, founding the New Horizons Community Health Center in Allapattah which serves both adults and children with mental health needs providing critical counseling services as well as supportive housing and serving as a founding director of the Chapman Partnership for the Homeless based in the Omni neighborhood. Having spent her life in service to her community, it is her intention to use the land she owns to build a set of buildings in Overtown and Allapattah where people with lower incomes can safely and comfortably live, close to jobs, transit, and the neighborhood community and character they know. Bestman Multifamily Apartments This multi -site multifamily project will use a small vacant infill lots in Overtown and will comprise a multifamily building of 11 units, both 1-bedroom, 2-bedroom, and 3-bedroom units, in a typology that fits in with the historic character of the Overtown neighborhood. She was also a Research Associate Professor at the University of Miami, Department of Physiatry and a founding professor at Florida International University (1972). She is a Native Miamian born to the late David and Florence Poitier-Williams at 1630 NW 1st Court (Overtown). Her early education began at St. Agnes Episcopal Church Kindergarten and Phyllis Wheatley Elementary School. She graduated as Valedictorian of Miami Northwestern Senior High School. She continues as a member of The Historic St. Agnes Episcopal Church (Overtown). Dr. Bestman was invited by Alvah Chapman to join the Miami -Dade Homeless Task Force, which developed the Miami Dade Homeless Plan. She has been a member of Chapman Partnership for the Homeless Board of Directors, Executive Committee since its inception. She has further demonstrated a commitment to housing for low-income persons including disabled individuals for over forty years. Under her leadership, New Horizons Community Mental Health Center has been a provider of mental health, substance use and social services including residential for fifty years in the City of Miami including Overtown. Yet, this expansion conceals a critical issue: Miami faces a severe housing affordability crisis. Rising housing costs coupled with relatively low wages have made the city one of the least affordable in the nation, with the shortage of affordable housing particularly acute in neighborhoods like Overtown. Here, residents struggle with both gentrification pressures and a specific scarcity of quality, affordable 2- and 3-bedroom units, which are essential for families and larger households. Overtown's challenges are not new; redlining, and the construction of 1-395 in the 1960s left lasting impacts, disrupting the neighborhood's social fabric and economic vitality. Proposed Schedule of Values Multifamily: The total development costs are estimated at $3,314,963. Financing Plan & CRA Request This project is recipient of the 3C Early Predevelopment Assistance Grant from Miami Homes For All —a nonprofit champion for low-income residents across the County who struggle to find a safe and affordable place to live for up to $100,000 in costs associated with early predevelopment of properties like this, including soft costs such as architecture, surveys, title search, zoning research, and more. This allows the long-time land owners such as Dr. Bestman to accurately assess the costs and feasibility of building affordable infill housing on small properties, as well as assist with some of the predevelopment needs such as architecture and zoning. On September 13, 2016, the CRA approved and adopted Resolution No. CRA-R-16-0042, adopting the City of Miami's procurement ordinance as the process by which any and all services and goods are procured by the CRA. UNI 17th Street, LLC ("UNI"), the parent company and sole member of NR Investments 11, LLC ("NR 11"), submitted a grant proposal request to the CRA requesting $5,000,000.00. This funding is needed to underwrite a portion of the costs for the mixed -use project known as "Uni- Tower" (the "Project"), located within the Omni CRA boundaries at 70 NE 17th Street, 90 NE 17th Street, and 1642 NE 1st Avenue, Miami, Florida. WHEREAS, on April 9, 2020, the Omni Redevelopment District Community Redevelopment Agency ("CRA") as part of its efforts to beautify and provide affordable housing adopted CRA Resolution No. CRA-R-20-0001 (the "Resolution"), which authorized the allocation of grant funds in an amount not to exceed Five Million Five Hundred Thousand and 00/100 Dollars ($5,500,000.00) for the mixed -use project consisting of ground floor retail, office space, and approximately Two Hundred Fifty -Two (252) affordable housing units at 70 North East 17th Street, 90 North East 17th Street, and 1642 North East 1st Avenue, Miami, Florida within the CRA's boundaries, known as the "Uni-Tower" project (the "Project"); and WHEREAS, pursuant to the Resolution, the Executive Director, on May 21, 2020, executed an Economic Incentive Agreement for Mixed -Use and Mixed -Income units for the Project (the "Agreement"), and agreed to grant to NR Investments 11, LLC (the "Developer"), grant funds in an amount not to exceed Five Million Five Hundred Thousand and 00/100 Dollars ($5,500,000.00), subject to terms and conditions contained in the Agreement; and City of Miami Page 4 of 6 File ID: 15521 (Revision: C) Printed On: 6/20/2025 1.2 Packet Pg. 27 WHEREAS, pursuant to CRA Resolution No. CRA-R-22-0042, the CRA approved additional grant funding to the Project; and 1.2 WHEREAS, the Project, located within a United States Small Business Administration - designated HubZone, uniquely combines Two Hundred Fifty -Two (252) affordable and workforce housing units with commercial and office space, fostering sustainable economic growth by enabling small businesses to qualify for HubZone benefits such as set -aside contracts, price preferences, and subcontracting opportunities, while creating jobs, encouraging business relocation, and generating revenue within the CRA and the City of Miami; and WHEREAS, due to the continued circumstances beyond either the CRA's or the Developer's control, and as a result of the dramatic increase in housing costs, the costs of construction (labor, materials, and supplies), the Developer has been unable to fully fund the construction costs of the Project, and has requested that the CRA provide an additional Five Million and 00/100 Dollars ($5,000,000.00) in grant funding for the Project; and WHEREAS, the CRA and the Developer has agreed to extend the rent restrictions for the Project through the year 2055, beyond the current term of 2047, thereby extending the affordability period to a total of 30 years; and WHEREAS, the Developer shall retain the option to repay up to Five Million and 00/100 Dollars ($5,000,000.00) on a prorated basis between 2047 and 2055 in order to remove the rent restrictions during that period; and WHEREAS, the CRA and the Developer desire to further amend the Agreement in order to provide for the additional Five Million and 00/100 Dollars ($5,000,000.00) in grant funding, for a total amount of grant funding not to exceed Fifteen Million Five Hundred Thousand and 00/100 Dollars ($15,500,000.00) for the development of the Project; and WHEREAS, the CRA Board finds that the approval of this Resolution is consistent with the requirements of Chapter 163, Part III, Florida Statutes, the provisions of the CRA's Redevelopment Plan and is in the best interest of the residents and businesses within the CRA's boundaries, and serves a municipal and public purpose; and WHEREAS, based on the recommendation and finding of the Executive Director, attached and incorporated as Exhibit "A," it is in the CRA's best interest to authorize, by an affirmative four -fifths (4/5ths) vote, a waiver of competitive sealed bidding procedures pursuant to Sections 18-85 and 18-86 of the Code of the City of Miami, Florida, as amended ("City Code"), as adopted by the CRA, the allocation of additional grant funds for the Project will be disbursed as Two Milliion Five Hundred Thousand ($2,500,000.00) in Fiscal Year 2024 - 2025 and Two Milliion Five Hundred Thousand ($2,500,000.00) in Fiscal Year 2025 - 2026 in a total amount not to exceed Five Million and 00/100 Dollars ($5,000,000.00); NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY: Section 1. On September 13, 2016, the CRA approved and adopted Resolution No. CRA-R-16-0042, adopting the City of Miami's procurement ordinance as the process by which any and all services and goods are procured by the CRA. UNI 17th Street, LLC ('UNI"), the parent company and sole member of NR Investments 11, LLC ("NR 11"), submitted a grant proposal request to the CRA requesting $2,500,000.00. This funding is needed to underwrite a portion of the costs for the mixed -use project known as "Uni-Tower" (the "Project"), located within the Omni CRA boundaries at 70 NE 17th Street, 90 NE 17th Street, and 1642 NE 1st Avenue, Miami, Florida. The Project consists of ground floor office and retail space, and approximately 252 units of affordable housing. NR Investments, a for -profit entity, has a history of successful housing development in Miami -Dade County. UNI assumed all rights, interests, and obligations of NR 11 under the original Economic Incentive Agreement in April 2021. Due to circumstances beyond the CRA's or the Developer's control, including a dramatic increase in construction costs (labor, materials, and supplies), the Developer has been unable to fully fund the Project and has requested that the CRA provide an additional $2,500,000.00 in grant funding. This aligns with the Plan's objective of incentivizing diverse housing options, including affordable and workforce housing. Since its opening last August and becoming fully operational in November 2024, the building now boasts nearly full occupancy, with close to 90% of its 252 affordable and workforce housing units leased. This represents a significant milestone for the district and the City of Miami. Comprising 252 units entirely restricted at the whole target income range (60, 80, 100, 120 and 140% AMI) as well as ample residential amenities and commercial space, the Project has become the first fully restricted affordable and workforce housing mixed -use skyrise in Miami. Just blocks away from Adrienne Arsht Center, next to public transportation, and steps from Wynwood, Brickell, and Edgewater, in one of the most sought-after areas in the City, `UNI' completely changes the paradigm of what affordable and workforce housing can and should be. We are deeply proud of, and thankful for, the Omni CRA's assistance in bringing this novel concept to fruition. Apart from decisively tackling the acute crisis of housing unaffordability, we expect the Project to become a crucial recruitment and retaining tool for businesses, organizations, and institutions by allowing them to provide their employees with the housing they urgently need and deserve. Indeed, UNI Tower fundamentally changes the preconception of what a rent restricted project can and should be: not peripheral, but within one of Miami's most coveted areas; not just "good enough", but with the quality of amenities, features, and finishes of the market -rate high- rises in the same neighborhood. : 4/5ths Grant for Uni-Tower Project) Uni-Tower Progress Update r LC) r Attachment: Packet Pg. 32 1.2.b In fact, for many months now we have been working very closely with several key workforce groups in our community in order provide their employees and members with high -quality attainable housing, including: a) the State Attorney's Office, b) the Public Defender's Office, c) United Teachers of Dade, d) SEIU Healthcare Florida Local 1991 (which represents 6,800 nurses and other healthcare professionals in the Jackson Health System), e) representatives of the Miami Police Department, and f) the Miami Department of Fire -Rescue. By delivering high -quality attainable housing to such professionals, we hope to enrich the fabric of our city and neighborhood by allowing for diverse levels of income and professions, serving those that serve our communities, in the way they deserve it. UNI Tower demonstrates that affordable housing can be both dignified and inspiring: an asset to the neighborhood and the district, and to the people who serve our community every day. We now write to respectfully request additional economic assistance in the amount of $5,000,000, to address two key matters: Unavoidable Construction Cost Overruns — $2,500,000 Since construction commenced in May 2022, the Project has encountered significant involuntary construction cost overruns driven by market -wide inflation, labor shortages, material supply issues, and changes required for compliance with HUD and City regulations. These cost increases, which were beyond the Developer's control, have materially impacted our budget, especially in core areas like concrete, construction materials, and structural systems. Despite our best planning and risk management, these expenses could not have been reasonably anticipated or avoided. Concrete inflation and delivery delays were particularly severe, but so have certain other temporary interruptions caused by unforeseen issues. Labor costs, which affect all trades and therefore are a substantial portion of these multiple change orders, also increased dramatically since planning of the Project began and during the course of construction. The economic assistance received from the Omni CRA thus far equals to $10,500,000. On a per unit basis, with 252 units in the building, that amounts to approximately $41,500 per unit. With total Project costs at around $85,000,000 (or $337,500/door), the assistance of the Omni CRA equals to only 12% of total unit costs, a substantially low proportion taking into consideration the type of property (high-rise, central location, market -rate quality amenities and features) that UNI is. At this point, the additional economic aid sought from the Omni CRA to help support the previously mentioned cost overruns is $2,500,000. This assistance will only go towards supporting the units within UNI Tower restricted at 60%, 80%, and 100% AMI. That equals to 30% of the Project, or 76 apartments. This extra aid exclusively for these units amounts to an additional $32,900 per door, which, combined with previous support of $41,500 per door, takes the Omni CRA funding of units at 100% AMI or lower to $74,400. With total costs per unit of $337,500, that is still only 22% of total unit costs. At less than 25% of support per door, that is still considerably low relative to the Project's cost structure. : 4/5ths Grant for Uni-Tower Project) Uni-Tower Progress Update r LC) r Attachment: Packet Pg. 33 1.2.b The additional economic assistance will also help in supporting the establishment of UNI as an engine for economic development and growth given its location within a HubZone and its potential to attract new businesses and jobs within the Omni CRA. With cost overruns and enhancing property investments in excess of what was originally budgeted totaling almost $5.8 million, the additional support of $2.5 million is only a fraction of the total extra costs incurred since construction began relative to initial cost estimations. Rent Loss Compensation for Extended Affordability Period — $2,500,000 Under the current agreement, rent restrictions on all 252 units are set to expire in 2047. As part of a broader commitment to long-term affordability, the Developer proposes to extend the rent restrictions on all units through 2055, ensuring a full 30-year affordability period. In exchange for this extension, we respectfully request $2,500,000 in rent loss amelioration. This amount represents only a fraction of the estimated $14,099,160 in rent losses that will occur between 2047 and 2055 due to continued restrictions across all units. The CRA's investment will thus allow for an 8-year extension of affordability protections at a cost of less than 18 cents on the dollar relative to projected lost revenue. Additionally, the Developer respectfully requests the option to repay this $2.5 million on a prorated basis between 2047 and 2055, should it choose to lift the rent restrictions during that period. This optional structure provides future flexibility while ensuring the CRA's interests are protected. With this proposed second round of support, total CRA funding for UNI Tower would reach $— million, or roughly 18% of total Project costs, which remain at approximately $85 million. For a high-rise of this caliber, with full rent restrictions and an urban core location, this remains a highly efficient public -private investment. As we've stated many times in the past, we are happy for, and proud of, the true partnership we have forged with the Omni CRA to build high -quality affordable and workforce housing in Miami's urban core, not in the City's periphery but within its Central Business District, and in a way that helps create a revitalized, vibrant, diverse, and sustainable community.
