HomeMy WebLinkAbout17530 MemorandumOMNI Board of Commissioners Meeting June 17, 2025 OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY INTER -OFFICE MEMORANDUM Board Chair Damian Pardo and Members of the CRA Board Isiaa Jones Executive Director Date: June 12, 2025 File: 17530 Subject: Unsolicited Proposal — Empty Lot located at 1428 NW 1st Avenue Enclosures: DISCUSSION ITEM: This is a discussion item to be heard by the Board of Commissioners ("Board") of the Omni Redevelopment District Community Redevelopment Agency ("Omni CRA") to consider an unsolicited proposal submitted by Dragonfly Investments, LLC (the "Developer"). The unsolicited proposal pertains to the vacant lot located at 1428 NW 1st Avenue, Miami, Florida (the "Property"), which is currently owned by the Omni CRA. The Developer is seeking a transfer of the Property in fee simple to facilitate the development of six affordable housing units on the Property to address the critical need for affordable housing in the neighborhood. The proposal aligns with the Omni CRA's 2019 Redevelopment Plan, which emphasizes the importance of maintaining affordable housing for all income levels, particularly for workforce and lower -income households. The Plan explicitly encourages the acquisition and allocation of land to developers to enhance the supply of affordable housing (p. 31, Section 4; p. 32). Furthermore, the Plan's mission includes increasing the proportion of affordable homes for lower -income and workforce households within the CRA (p. 33). Pursuant to Chapter 163, Florida Statutes, and Section 18-119 of the City of Miami Code of Ordinances on unsolicited proposals, if this proposal is of interest to the Board to proceed, then Board approval is needed so that the Omni CRA may continue with the required due diligence and notice requirements. JUSTIFICATION: Granting this proposal would be consistent with the Omni CRA's mission to foster the development of attainable housing through successful public and private sector projects. The proposed development by Dragonfly Investments, LLC, promises to contribute significantly to the community by expanding affordable housing options, thereby supporting the CRA's strategic objectives.
