PLEASE ALL TAKE NOTICE, the Board of Commissioners meeting of the Southeast Overtow
Park West Community Redevelopment Agency (SEOFW CRA) is scheduled to take place
June 12th, 2025, at 10:00 AM or thereafter, at Miami City Hall

Pursuant to CRA-R-24-0071, whenever a scheduled SEOPW CRA meeting is cancelled or
not held due to a lack of a quorum or other emergency, a special SEOPW CRA meeting will I
automatically scheduled for the Tuesday immediately following the cancelled meeting. In tl
event of one of the aforementioned circumstances, the special meeting would be held on Jul
17th, 2025, at 10:00 a.m. in the City Commission chambers located at Miami City Hall, 351

Ivna Gomez was
speeding along Southwest
Seventh Street in Little
Havana when a Miami
police officer spotted her.
As he sped to catch up,
the driver hit a woman
who died in the street
moments later, police
ray.
Around 1:15 a.m., Go-
mez, 32, raced put Offi-
cer A. Fernandez et a
"very high rate of speed"
in a blue 2019 BMW 330i,
an arrest report says.
When Fernandez fol-
lowed, he witnessed the
driver hitting the ped-
estrian and then driving
on.
Thecollision was so
hard that some of the
victim's hair would later
be fond on Gomez's
windshield and inside the
car.
Gomez wasn't stop-
ping, so the officer turned
on his lights and sirens,
but she still wasn't pull-
ing over. She eventually
stopped when she came
to a red light at Beacom
Boulevard, where two
in front of
hers, the report read.
The officer approached
her driver's -side window
and immediately smelled
a strong odor of alcohol
from Gomez's breath, the
report read. Gomez also
had bloodshot, watery
eyes.
She was the only one in
the car and was arrested.
When she was in the back
of a patrol car, police
said, "she spontaneously
stated that it was just a
homeless person that 1 hit
and it is just an accident."
Gomez was charged
with leaving the scene of
crash involving death
and resisting an officer
without violence.
"[Gomez's) disregard
for human life by fleeing
the scene and possibly
being under the influence
of an alcoholic beverage
demonstrates a reckless
and wanton disregard for
the safety of others," the
report read.
Miami -Dade Circuit
Judge William Altfield set
Gomez's bond at
$251,500 for both charg-
es during a hearing Sat-
urday, according to re-
cords. As of that after-
noon, she remained in the
Turner Guilford Knight
Correctional Center.
Local 10 News reported
that the victim was 41-
year-old Katherine Kip -
is. Her cousin appeared
at the hearing and told
the court, through tears,
"A shining tight has been
taken from this world
because of the defen-
dant's irresponsibility,"
she said. "It shocks my
conscience that someone
could drive through a
human being — strike a
person — and try to get
away with it. 1 can't ima-
gine anything more dis-
graceful."

mall -business place," he
said of the market.
IMC Equity Group noti-
fied tenants of the im-
pending closure via a
letter in August, saying the
last day of operations
would be May 31, with the
doors closing for good the
following day, June 1.
A follow-up letter from
anagement gave retail-
ers lune 3 — Tuesday
— to remove all of their
inventory and equipment.
The change in the mall's
fortunes started in 2022,
when the city rezoned the
property Sons commercial
to industrial use, opening
the door for the property
to be used for warehouses.
IMC had a prospective
buyer — a developer from
Atlanta. But the deal
failed to materialize, and
me 200 vendors ended
up with a reprieve.
Foundry entered into a
contract to buy the site
earlier this year, but the
deal won't be closed until
the property is vacant.
The nonprofit Becca's
Closet, which has provid-
ed free prom and formal
dresses to high school girls
in need for more than two
decades, issued a state-
ment saying it is searching
for 1,500 to 2,500 square
feet that would serve as a
new home after operating
rent-free at the mall for 21
years. Since its founding,
Becca's Closet his grown
to 54 chapters nationwide.

"We're not getting any-
thing there," Kerman
said. "We'd love for the
Lauderhill Mall to step up.
They have 80,000 square
feet of empty space."
Asked about the sit-
uation Friday, Irhak said:
"One of the people run-
ning it is a good friend.
We are trying to work it
out"

Seventh Street in Little
Havana when a Miami
police officer spotted her.
As he sped to catch up,
the driver hit a woman
who died in the street
moments later, police
say.
Around 115 a.m., Go-
mez, 32, raced put Offi-
cer A. Fernandez at a
"very high rate of speed"
in a blue 2019 BMW 330i,
an arrest report says.
When Fernandez fol-
lowed, he witnessed the
driver hitting the ped-
estrian and then driving
on.
The collision was so
hard that some of the
victim's hair would later
be found on Gomez's
windshield and inside the
Gomea wasn't stop-
ping, so the officer turned
on his lights and sirens,
but she still wasn't pull-
ing over. She eventually
stopped when she came
to a red light at Beacom
Boulevard, where two
were n front of
hers, the report read.
The officer approached
her driver's -side window
and immediately smelled
a strong odor of alcohol
from Gomez's breath, the
report read. Gomez also
had bloodshot, watery
eyes.
She was the only one in
the car and was arrested.
When she was in the back
of a patrol car, police
said,"she spontaneously
stated that it was lust a
homeless person that I hit
and it is just an accident."
Gomez was charged
with leaving the scene of
crash involving death
and resisting an officer
without violence.
"(Gomez's] disregard
driver

for human life by fleeing
the scene and possibly
being under the influence
of an alcoholic beverage
demonstrates a reckless
and wanton disregard for
the safety of others," the
report read.

PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the
Southeast Overtown / Park West Community Redevelopment Agency ("SEOPW
CRA") will hold a Public Hearing meeting on Thursday, June 12, 2025 at 10:00
AM., or anytime thereafter, in the City Commission chambers located at Miami

Pursuant to Resolution No. CRA-R-25-0021, the Board will consider the
allocation of funding to Italian Vice Markets, LLC, a Florida Limited
Liability Company ("Grantee"), to underwrite costs for tenant improvements
at 113 N.W. 8th Street, Miami, Florida 33136, upon the execution of a
commercial sub -lease with the SEOPW CRA. In accordance with the
SEOPW CRA 2018 Redevelopment Plan Update ("Plan") and Section 163

dation, also did not re-
spond to questions about
the money sent to Faulk.
Faulk's video was re-
leased just as Gov. Ron
DeSantis was pushing the
Legislature to make Hope
Florida an official part of
the state government,
instead of a loosely affil-
iated program across more
than a dozen different
state agencies without a
budget of its own.
Within weeks, that ef-
fort sparked a legislative
inquiry into the program.
The inquiry by a House
committee led by Rep.
Alex Andrade, R-Pensaco-
la, soon prompted contro-
versy when it was revealed
that $10 million from a
$67 million Medicaid
settlement meant to pay
back Florida for prescrip-
tion drug overpayments
instead landed in the cof-
fers of the Hope Florida
Foundation.
That money was then
quickly redistributed to
two nonprofits that in turn
gave millions to a DeSan-
tis-backed political com-
mittee set up to defeat
Amendment 3, the ballot
measure that would have
made recreational pot
legal.
The March payment was
the second time in two
years Faulk received
money from the Hope
Florida Foundation. She
also was given $392 in
May 2024. And she ap-
peared to be on the ad-
ministration's radar.
DeSantis mentioned her
in his state -of -the -state
speech at the opening of
the 60-day legislative
session in March, using
herstory to pitch his Hope
Florida legislation, which
would ultimately be reject-
ed by lawmakers. And last
year, the DeSantises hon-
ored Faulk as a Florida
Hero at the governor's
The Florida Heroes
brochure said she was a
hero for using Hope Flor-
ida to get short-term rent-
al and utility assistance
from a local charity so she
could focus on her educa-
tion and career goals, pass
her GED and enroll in a
CareerSmrce health care
p ogrem.
Without knowing why
the foundation paid her,
Faulk's video casts some
doubt over her motive for
providing a testimonial,
said Bob Jarvis, a law pro-
fessor at Nova Southeast-
em University.
"There is nothing wrong
with a recipient expressing
gratitude," Jarvis said.
"But if she was paid, as a
paid spokesperson, that
should be disclosed."
The payments to Faulk
are among the dozens of
unexplained payments
listed in the foundation's
$550,000 worth of expen-
ditures made since its

ment was $100,000 to
Florida Emergency Man-
agement Assistance Inc.,
also known as the Florida

direct support organiza-
tion for the Division of
Emergency Management
created in 2023.
Two Panhandle resorts
owned by the same com-
pany received the next
largest amount of money
— $55,500 to the St. Ice
Resort and 140,000 to
Camp Creek Inn.
The largest collective
expense was the distribu-
tion of $1,000 bonuses to
each of the 156 state work-
ers who had been reas-
signed as Hope Naviga-
tors. Another half -dozen
state employees received
bonuses of $2,500 each.
Mallory McManus, the
former deputy chief of
staff at DCF, received
$7,456.
The Hope Florida Foun-
dation and DCF did not
respond to questions about
these expenditures, either.
"Those expenditures
need more clarity and
detail," Jarvis said.
The larger sums raise
the most questions, in-
cluding what services
those companies provided
to receive those funds and
how they spent it, Jarvis
said.
Also, he asked, what is
the foundation doing with
the remaining S15 mil-
lion? "what are the plans
for that?"
Prior to receiving its
controversial 110

foundation had only raised
82 million and paid out the
$550,000, according to a
spreadsheet the Sentinel
received. The records
identify only the amounts
paid, the dates and the
recipients. Requests for

allegation that her cam-
paign misrepresented the
source of a campaign
contribution or accepted a
contribution made by one
person in the name of
another.
In both dismissal re-
commendations, the
board found there was
not substantial reason to
believe" the allegations.
Ina statement provided
by her communications
director, Cherfilus-McCor-
mick said, "The Commit-
tee on Ethics has not yet
concluded its review of
the allegations, and no
decision his been made at
this time. As outlined in
the Committee's public
statement, the referral for
further review does not
imply that any violation
has occurred. I fully re-
spect the process and
remain committed to
cooperating with the Com-
mittee as it works to bring
this inquiry to a close."
In 2023, the Ethics
Committee received an
earlier referral. A limited
summary was released in
2024 — similar to the one
put out Thursday. In Jan-
uary, 576 pages of materi-
als were released.
In the earlier case,
which has not been public-
ly resolved, the Office of
Congressional Conduct
said there was "substan-
tial reason to believe" fan
allegations including that
she "made payments to a
state political action com-
mittee in connection with
her campaign and failed to
rport these payments as
contributions to her cam-
paign" and that her cam-
paign committee "accept-
ed and failed to report
contributions exceeding
contribution Limits."
Cherftus-McCormick
was first elected in a Jan-
uary 2022 special election
in Florida's 20th Congres-
sional District.
A Democrat, she was
elected t0 a full term in
November 2022.
No Democratic primary
challenger or Republican
general election chal-
lenger came forward to
run against Cherfdus-
McCormick in 2024, mak-
ing her the only one of
Florida's 28 members of
Congress returned to
office without facing a
primary or general elec-
tion.
A young Democratic
activist, Elijah Manley,
who has run unsuccessful-
ly for office before, is
challenging Cherfdus-
McCormick in the 2026
Democratic primary.

ETHICS PROCESS
Congressional ethics
investigations move slow-
ly, and the system is Byz-
antine to outsiders.
The Office of Congres-
sional Conduct has its
urn staff and is governed
by a bipartisan board of
private citizens who aren't
members of Congress and
don't work for the federal
government. Half the
members are chosen by
the House speaker and
half by the minority party
leader.
Currently there are only
four members instead of
the six members and four
alternates. Another
change: Until January, it
was called the Office of
Congressional Ethics. This
year "conduct" was sub-
stituted for "ethics" in the
name.
The House Ethics Com-
mittee includes equal
umbers of Republican
and Democratic members,
which is unusual. The
majority party has a ma-
jority of spots on all other
committees. The panel
conducts its business be-
hind closed doors and is
circumspect about its
activities.
The joint statement
Thursday from U.S. Rep.
Michael Guest, a Mis-
sissippi Republican and
committee chair, and U.S.
Rep. Mark DeSaulnier of
California, the top Demo-
crat on the panel, was in
the usual brief format,
totaling four paragraphs.
"No other public com-
ment will be made on this
matter except inaccord-
ance with Committee
odes," Guest and DeSaul-
nier said.

one — in which the com-
mittee hasn't finished its
investigation within a year
of receiving a referral
from the Office of Con-
gressional Conduct,
House rules require the
release of the referral.
The referral contains
some details, but the sup-
porting materials the com-

Biscayne Canal — were set
to receive multimillion -
dollar makeovers de-
signed to protect neigh-
borhoods against high
waters and heavy rains.

administration ended

munities (BRIC) grant
program, which was
launched in Tr unp's first
term.

Mat Stayer, the chairman of the conservative anti-
abortion ory Liberty
Counsel, said it wasn't
unusual for the courts to
give notice to the attorney
general when a canstim-
tonal provision is being
questioned, and said it was
"very appropriate" for the

Last year, Uthmeier,
while he was still Gov. Ron
DeSantis' chief of staff, was
the chairperson of a
political committee that
opposed a proposed
amendment to protect
abortion rights in Florida.

ly failed in November's

NOTICE OF PUBLIC HEARING
PLEASE ALL TAKE NOTICE, the Board of Commissioners ("Board") of the
Southeast Overtown/ Park West Community Redevelopment Agency ("SEOPW
CRA") will hold a Public Hearing on Thursday, June 12th, 2025, at 10:00 am., or
anytime thereafter, In the City Commission chambers located at Miami City Hall,
3500 Pan American Drive, Miami, Florida 33133 ("City Chambers").
The Board will consider the allocation of additional funding to underwrite
construction and contingency costs associated with the SEOPW
CRA Facade Beautification and Work Training Program, a
community -focused initiative dedicated to revitalizing and enhancing the
appearance of Historic Overtown.
In accordance with the SEOPW CRA 2018 Redevelopment Plan Update ("Plan")
and Section 163 Florida Statutes, the Board will consider the allocation of
additional funding, in an amount not to exceed Two Million Seven Hundred
Thousand Dollars and Zero Cents ($2,700,000.00), to assist in completing
PhaSe 1 and Phase 2 of the "Culmer Townhomes" buildings and additional 3rd
Avenue Target Zone areas, bringing the total program cost to an amount not to
exceed Four Million Dollars and Zero Cents ($4,000,000.00).

This action is being considered pursuant to Sections 18-85 and 18-86 of
the Code of the City of Miami, Florida as amended ("City Code"). The
recommendation and findings to be considered in this matter are set forth In
the proposed resolution and will be available as with the scheduled SEOPW
CRA Board meeting or anytime thereafter in the City Commission chambers.
The SEOPW CRA Board requests all interested parties be present or
represented at the meeting, and may be heard with respect to any proposition
before the SEOPW CRA Board, in which the Board may take action. Should any
person desire to appeal any decision of the Board with respect to any matter
considered at this meeting, that person shall ensure that a verbatim record of
the proceedings is made, including all testimony and evidence upon which any
appeal may be based (F.S. 286.0105).
Pursuant to CRA-R-24-0071, whenever a scheduled SEOPW CRA meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a
special SEOPW CRA meeting will be automatically scheduled for the
Tuesday immediately following the cancelled meeting. In the event of one of
the aforementioned circumstances, the special meeting would be held on June
17th, 2025, at 10:00 am., or anytime thereafter, in the City Chambers. All of the
scheduled agenda items from that cancelled meeting shall automatically be
scheduled as an agenda item at the special SEOPW CRA meeting. The Clerk of
the Board shall notify the public of the special meeting that is to take place by
placing a notice of the special SEOPW CRA meeting at the entrance of City Hall,
placing a notice on the SEOPW CRA's website, and, 1 feasible, placing an ad in
a newspaper of general circulation before the special meeting on
the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to
the special SEOI'W CRA meeting.

next leader of NASA is in

replacement will be an-
nounced directly by Presi-
dent Trump soon," White
House spokesperson Liz
Huston said.
It wasn't immediately
clear why President Don-
ald Tramp was dropping
the nomination of Isaac-
, who had already
been approved by the
Senate Commerce Com-
mittee.
lsaacman, a Democratic
donor in the past, had
found support across
swaths of the space in-
dustry and m Congress,
although some lawmakers
voiced concerns over his
close ties to Elon Musk's
SpaceX.
Isaacman has spent an
undisclosed sum of his
own money on two
SpaceX missions, while
Shif14 Payments, a com-
pany he leads, has provid-
ed SpaceX with $27.5
million in fading. Star -
link, SpaceX's satellite
intemet unit, is also a
customer.
The White House's
about-face, which was
earlier reported by Senn -

Tramp released a detailed
budget plan that caged for
slashing NASA's budget
by about 25% from the
previous year, with signif-
