The Florida Department of Business and Profession- al Regulation sent two volunteers to oversee the election. The DBPR over- sees condo associations, and the volunteers sat throughout the five -hour meeting to ensure proper protocol was followed with the vming process. By 2 p.m., condo owner and resident Dorinda Spahr was voted in with 192 voles — with 115 votes being the minimum needed — as the president-elect. Pablo Lig- namlo and David Treiger were also voted in as part of the three -member board. Kassell received no votes. "We won the election, but we still need owner- ship," Spahr said to owners at the end of the election, urging owner participation in meetings and votes in the months ahead. The first task for Spahr and her fellow board mem- bers would be the S21 mil- lion special assessment. Kassel) failed to hold a vote to approve the multi -mil- lion dollar special assess- ment for the 16.year-old budding in November. While large budgets are permissible under state law, boards must get 50% of owner approval for any project over 550,000 or "exceeding 115% of assess- ments for the preceding calendar year," according to state statute. A vote was never held. Instead, residents got hit with assessments ranging about $40,000 to S50,000, depending on the size of their units. Kaa- sell set a deadline for Jan- uary for a quaver of each assessment with the rest paid in nine quar- terly installments. "This mock election will be thrown out come Mon- day," Kasseg told the Mia- mi Herald. He declined to answer any questions, citing the Owners at 1060 Bnckell in Miami voted in a new condo board Saturday after many raised concerns over decisions made by the association's now ex -president. association's law firm and representative Halpern Rodriguez. Marc Halpern, a senior and founding partner of the Coral Gables -based Hal- pern Rodriguez law firm, did not respond to an im- mediate request for com- ment. FROM PAGE 3A LAWYER Marano and Dykes cut off their ankle monitors to skip town and country, boarding a Flight at Dallas -Fort Worth International Airport to Seoul, South Korea. The holiday falling on a Sat- urday gave them two days before the inactivity in their monitors was discovered. They would be recaptured in Cambodia. Murder charges would be dropped against Marano d Beltran, who also pleaded guilty to tampering with evidence. He testified against Dykes and, with an unrelated robbery convic- tion, is scheduled to he in prison until April 21, 2027. Dykes got sentenced to life after being convicted of murder and tampering with evidence. Marano didn't testify against her. "She just chose n0 to testify against her spouse," Marano's attorney, Valene Balton said to Dan.' Fox4News "They're still legally manned... They're not in communication with each other. I don't believe there's any animosity be- tween the two." Information from Miami Herald reporter Charles Rabin contributed to this report. David 1. "His stated motivation for bombing the NYSE was to anam a'reboot' and/or 'reset 'of the United States government." Yener said he wanted to construct a remote -rigger for the explosive device and conduct research on where to plant the bomb outside the stock exchange at it Wall Street. According to the affidavit, he tasked FBI undercover employees with procuring an explosive element for the device, conducting surveillance of the stock exchange, shoot- ing photos of the building, and picking the location for detonating the bomb. According to the affida- vit, Yener planned on wear- ing a disguise when plant- ing the bomb outside the stock exchange. He also recorded a message to be distributed t0 the news media about his reasons for the anack In the affidavit, investi- gators said Yener antici- pated that the explosion would be "Nice a small nuke went oR" and that "[Any- thing outside" the stock exchange "will be wiped out" and "anything inside there would be killed." Lasarte said Tuesday night that he has not spoken to Resident -elect Trump about the inciner- ator issue, but that Trump is not a fan of having an incinerator about three miles from his golf resort. "1 know over the years, he did not like those smoke stacks there were out there," he said. Lasarte said the Trump Organization is calling a new incinerator a bad choice for the resort but also a population center like Doral. While the existing in- cinerator drew com- plaints of foul odors from nearby residents, Levine Cava said the planned modem facility has venti- lation systems that pre- vent smells from trav- eling and will remove most if not all of the ob- jections from surrounding property owners. Lasarte confirmed he and Eric Trump had a call with Levine Cava. On the call, Lasarte said he made the Trump Organization's sae for not putting the incinerator in Donal. "It was a cordial call," Lasarte said. "I expressed our concerns with the impacts to the resort and to Doal. She said they were reconsidering it and trying to come up with another alternative." The building collapsed after owners had delayed struc- tural repairs and a $15 million special assessment for the 39-vearold building at the time of the disaster. In an attempt to safe- guard the lives of condo rs and residents in the future, the state estab- lished new laws forcing owners to address structu- ral issues and build re - es for renovations and projects in the future. The problem is the pro- cess, ss, not the price of the special assessment, said Diego Navta, a resident at 1060 Bnckell. More ac- countability and guardrails need to be established for board members, Navia said. "There needs to be more timely enforcement," he said. "The laws passed we re a great step forward." Over the neat few days, the new board plans to fight for recognition from Kassel) and clarity behind the $21 million demanded special assessment. Spahr said they just needed time to plan. "We understand owners ant answers. This was the first step today. This was the most important step today. The rest of it," Spahr said, "is a little un- known territory."
