In line with the 2019 Redevelopment Plan, which states, "investing in education is fundamental to the growth and empowerment of the community" (2019 Redevelopment Plan, p. 4-48), this program is dedicated to removing financial barriers for deserving students and promoting their academic success. The scholarship provides financial assistance to candidates who demonstrate academic excellence and a commitment to community service. Preference is given to students attending institutions within Miami or its immediate environs. If no suitable candidates are found in these areas, preference will be extended to institutions elsewhere in Florida. This approach reflects the Omni CRA's commitment to fostering future leaders who will contribute positively to the community's development and overall success. JUSTIFICATION: The Omni CRA Future Leaders Scholarship Program is a strategic investment in the community's future, directly addressing the need for educational support among residents within the CRA boundaries. By providing financial assistance to students, the program aims to alleviate the economic challenges that can hinder access to higher education and vocational training, effecting slum and blight. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("Omni CRA") is committed to fostering education and skill development within the community, aligning with the goals outlined in the 2019 Redevelopment Plan ("Plan); and WHEREAS, the Plan emphasizes the importance of educational initiatives to promote economic development and improve the quality of life for residents within the Omni CRA boundaries, specifically referenced on pages 4-48 and 7-64 of the Plan; and WHEREAS, the Omni CRA Future Leaders Scholarship Program will award ten (10) recipients up to ten thousand dollars ($10,000.00), covering/underwriting two semesters of course training; and WHEREAS, students must be registered fora minimum of twelve (12) credits per semester to be eligible to receive scholarship funds; and WHEREAS, the Omni CRA Future Leaders Scholarship Program will require applicants to submit a five -page essay discussing Community Redevelopment Agencies (CRAs), with a specific focus on the Omni CRA, highlighting both positive and negative aspects, and proposing suggestions for enhancing the impact of the Omni CRA to the community; and WHEREAS, the essays submitted by applicants will be vetted and graded by each of the Board of Commissioners of the Omni CRA, or a designated representative thereof, to determine the recipients of the scholarship based on the quality and insightfulness of the essay submissions; and City of Miami Page 3 of 4 File ID: 16965 (Revision: A) Printed On: 12/6/2024 1.1 Packet Pg. 6 1.1 WHEREAS, any student found to have engaged in cheating, including but not limited to, plagiarism, or the use of AI -generated content in their essay submission will be immediately disqualified from eligibility for the scholarship program; and WHEREAS, household income will also be a determining factor in the selection process to ensure that the scholarships are awarded to those who demonstrate financial need, in alignment with the CRA's mission to support economically disadvantaged individuals; and WHEREAS, candidates must prove acceptance into a college or university supported by the scholarship program, or must already be enrolled in such an institution, maintaining a Grade Point Average ("GPA") of 3.0 or higher to be eligible for the scholarship; and WHEREAS, candidates will be preferred for institutions in Miami or nearby; otherwise, preference will be given to institutions elsewhere in the state of Florida; and WHEREAS, the scholarship program will be funded through the Omni CRA's budget as outlined in the 2019 Redevelopment Plan, with an annual allocation not to exceed One Hundred Thousand Dollars ($100,000.00); NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The Project will create 11 residential units with varying affordability levels, catering to extremely low-income, low-income, moderate -income, and market -rate residents. This diverse mix of housing options promotes an inclusive community and directly addresses the specific need for 2- and 3-bedroom units in Overtown. JUSTIFICATION: The Board of Commissioners is urged to approve the resolution authorizing the Executive Director to negotiate and execute an agreement with EWB Holdings, LLC for the allocation of grant funds. This Project directly addresses the CRA's goals of reducing blight and increasing affordable housing options within the Omni Redevelopment District. The Grantee's proposed project offers a mix of income levels, catering to a range of residents and promoting a diverse community. Yet, this expansion conceals a critical issue: Miami faces a severe housing affordability crisis. Rising housing costs coupled with relatively low wages have made the city one of the least affordable in the nation, with the shortage of affordable housing particularly acute in neighborhoods like Overtown. Here, residents struggle with both gentrification pressures and a specific scarcity of quality, affordable 2- and 3-bedroom units, which are essential for families and larger households. Overtown's challenges are not new; redlining, and the construction of 1-395 in the 1960s left lasting impacts, disrupting the neighborhood's social fabric and economic vitality. As the interstate divided the community, thousands of residents were displaced, businesses closed, and once -vibrant streets became fragmented and isolated. While development surges across the Omni CRA, much of Overtown has struggled to regain its footing. High predevelopment costs and complex financing often deter property owners from investing in vacant or neglected sites, which are frequently sold to outside investors seeking to consolidate land. The CRA has committed to assisting Overtown's residents and landowners in building out the neighborhood without displacing the residents. In its amended Redevelopment Plan (pages 4- 32 and 5-56), the CRA emphasizes housing affordability as a central priority, outlining several measures to support development: "To Assist For -Profit Housing Providers in the CRA could: 2) Pay some portion of development costs such as impact or permit fees 3) Provide a direct cash subsidy in the form of a rebate equal to a percentage of the increases in taxes paid over a defined period of time after completion if affordable units are provided" 6) Housing Affordability - The CRA should fund established and creative new ways to increase the stock of workforce and lower income affordable housing within the district. GOALS: a) Create project -specific developer incentives to ensure that new or significantly redeveloped residential projects in the CRA contain a sufficient number of units that are affordable to the target populations." The Project and accompanying request seek financial support from the CRA to underwrite the development of residential units, specifically for low-income and workforce households, and asks the CRA to provide the Applicant with a project -specific incentive. Proposed Schedule of Values Multifamily: The total development costs are estimated at $3,314,963. Financing Plan & CRA Request This project is recipient of the 3C Early Predevelopment Assistance Grant from Miami Homes For All —a nonprofit champion for low-income residents across the County who struggle to find a safe and affordable place to live —for up to $100,000 in costs associated with early predevelopment of properties like this, including soft costs such as architecture, surveys, title search, zoning research, and more. This allows the long-time land owners such as Dr. Bestman to accurately assess the costs and feasibility of building affordable infill housing on small properties, as well as assist with some of the predevelopment needs such as architecture and zoning. These sources still leave a gap in the high costs of construction and financing in Miami today. To offset the high cost of construction and lending, we ask the Omni CRA to support maintaining and revitalizing housing affordable to Overtown residents, preventing displacement of residents as well as the loss of mom & pop ownership in the community and contribute a forgivable loan of $2,976,798 for a portion of the interior and exterior improvements of the Multifamily Apartments building. Additionally, the program offers assistance with other governmental fees. Business incentive & assistance funds may be used for improvements to properties that are not eligible for grant funding from other sources available in the area, or to supplement grant funds awarded by other agencies. Funds may not cross Omni CRA District Boundaries and are targeted at specific areas in the Omni CRA District. This program is a match assistance program requiring a 25% match from the property or business owner. The program has a project cap of $200,000. In addition to the required private match, the grant recipient is responsible for all project costs that exceed $200,000 provided by the CRA. The CRA may recommend and approve business funding at a lesser amount than requested. Awards are given subject to the availability of funds and based on priorities outlined below. Funds from this program are paid on a reimbursement basis or directly to the contractors performing the work upon the provision of satisfactory invoices to the CRA. All Grantees requesting grant funding must have at least three estimates from different Florida licensed general contractors. Program Areas and Priorities: While both Downtown Miami and the Wynwood area have benefited from the boom in commercial and residential development, areas within the CRA district have not seen the benefit of this investment. Various business corridors of the Omni CRA suffer from neglected properties and a general aesthetic that is not conducive for businesses to thrive in the community. The Omni CRA has prioritized improvements to properties within the limits of the boundaries of the entire Omni CRA district (see map). In the Omni CRA, priorities include projects that can use CRA funds to leverage other public and private investments and bring new business and restaurant/entertainment venues to distressed areas. In addition, this program seeks to bring needed improvement to the Multi -family residential units within the program boundaries. Since buildings with a high level of vacancy are eligible, the requirement of Certificates of Use, Occupational License and Fire Fee for each business location will be waived. Individual property owners using these funds cannot sell building for a period of five (5) years after rehabilitation work is complete. If the building is sold during the five-year period, the building owner will repay funds in full. Funds will be guaranteed by lien, mortgage note or deed covenant tied to the property. On September 13, 2016, the CRA approved and adopted Resolution No. CRA-R-16-0042, adopting the City of Miami's procurement ordinance as the process by which any and all services and goods are procured by the CRA. UNI 17th Street, LLC ("UNI"), the parent company and sole member of NR Investments 11, LLC ("NR 11"), submitted a grant proposal request to the CRA requesting $2,500,000.00. This funding is needed to underwrite a portion of the costs for the mixed -use project known as "Uni- Tower" (the "Project"), located within the Omni CRA boundaries at 70 NE 17th Street, 90 NE 17th Street, and 1642 NE 1st Avenue, Miami, Florida. The Project consists of ground floor office and retail space, and approximately 252 units of affordable housing. NR Investments, a for -profit entity, has a history of successful housing development in Miami -Dade County. UNI assumed all rights, interests, and obligations of NR 11 under the original Economic Incentive Agreement in April 2021. Due to circumstances beyond the CRA's or the Developer's control, including a dramatic increase in construction costs (labor, materials, and supplies), the Developer has been unable to fully fund the Project and has requested that the CRA provide an additional $2,500,000.00 in grant funding. This aligns with the Plan's objective of incentivizing diverse housing options, including affordable and workforce housing. The Plan also aims to attract downtown workers and enhance the area's visual appeal to businesses and residents through varied housing options. The Uni-Tower Project contributes to the CRA's goals of eliminating slum and blight by offering housing options within the CRA. The Project has incurred unavoidable cost increases due to high inflation, impacting concrete costs and delivery, along with other unforeseen issues and design changes required for HUD compliance and City Code adherence. Additional expenditures were made to enhance the residential experience, including high -end amenity spaces, a distinctive lobby, high -quality unit appliances, and other features. Due to rent restrictions, these additional costs cannot be recouped through increased rent, necessitating further economic support from the Omni CRA. On September 13, 2016, the CRA approved and adopted Resolution No. CRA-R-16-0042, adopting the City of Miami's procurement ordinance as the process by which any and all services and goods are procured by the CRA. UNI 17th Street, LLC ("UNI"), the parent company and sole member of NR Investments 11, LLC ("NR 11"), submitted a grant proposal request to the CRA requesting $2,500,000.00. This funding is needed to underwrite a portion of the costs for the mixed -use project known as "Uni-Tower" (the "Project"), located within the Omni CRA boundaries at 70 NE 17th Street, 90 NE 17th Street, and 1642 NE 1st Avenue, Miami, Florida. The Project consists of ground floor office and retail space, and approximately 252 units of affordable housing. NR Investments, a for -profit entity, has a history of successful housing development in Miami -Dade County. UNI assumed all rights, interests, and obligations of NR 11 under the original Economic Incentive Agreement in April 2021. Due to circumstances beyond the CRA's or the Developer's control, including a dramatic increase in construction costs (labor, materials, and supplies), the Developer has been unable to fully fund the Project and has requested that the CRA provide an additional $2,500,000.00 in grant funding. JUSTIFICATION: The initial grant funding for the Project was approved under OMNI CRA Resolution CRA-R-20- 0001. This aligns with the Plan's objective of incentivizing diverse housing options, including affordable and workforce housing. The Uni- Tower Project contributes to the CRA's goals of eliminating slum and blight by offering housing options within the CRA. The Project has incurred unavoidable cost increases due to high inflation, impacting concrete costs and delivery, along with other unforeseen issues and design changes required for HUD compliance and City Code adherence. Additional expenditures were made to enhance the residential experience, including high -end amenity spaces, a distinctive lobby, high -quality unit appliances, and other features. Due to rent restrictions, these additional costs cannot be recouped through increased rent, necessitating further economic support from the Omni CRA. The requested $2,500,000 will support units restricted at 60%, 80%, and 100% AMI, representing 30% of the Project. The request for the additional grant funding is consistent with the original Resolution approved on April 9, 2020, and with the Plan, and approval of the funding request is recommended. Comprising 252 units entirely restricted at the entire target income range (60, 80, 100, 120 and 140% AMI) as well as ample residential amenities, common areas, and commercial space, the Project is the first fully restricted affordable and workforce housing mixed -use skyrise in Miami. Just blocks away from Adrienne Arsht Center, next to public transportation, and steps from Wynwood, Brickell, and Edgewater, in one of the most sought-after areas in the City, `UNI' completely changes the paradigm of what affordable and workforce housing can — and should — be. We are deeply proud of, and thankful for, the Omni CRA's assistance in bringing this novel concept to fruition. Apart from decisively tackling the acute crisis of housing unaffordability, we expect the Project to become a crucial recruitment and retaining tool for businesses, organizations, government agencies, and institutions by allowing them to provide their employees with the housing they urgently deserve and need. UNI Tower fundamentally changes — indeed, elevates — the standard of what a rent restricted project can and should be: not peripheral, but within one of Miami's most coveted areas; not just "good enough", but with the equivalent quality of amenities, features, and finishes that the market -rate high-rises in the same neighborhood have. By delivering high -quality attainable housing to such organizations, agencies, and professionals, we hope to enrich the fabric of our city and neighborhood by allowing for diverse levels of income and professions, and serving those that serve our communities, in they way they deserve it. Cost Overruns and Additional Enhacing Investments The purpose of this letter is to update you on cost overruns and additional investements that were incurred, since construction began in May of 2022, in order to fulfill our shared mission of providing transformative housing in the urban core of the City and in our Omni CRA community. Some of these expenses have been unavoidable cost increases in a context of high inflation; multiple change orders impacted the Project's original budget, even after the master building permit was issued and construction began. Concrete inflation and delivery delays were particularly severe, but so have other temporary interruptions caused by unforeseen issues. Moreover, various design changes had to be implemented from initial plans and permits to conform with U.S. Department of Housing and Urban Development ("HUD") rules and the City's Code. Labor costs, which affect all trades and therefore are a substantial portion of these multiple change orders, also increased dramatically since planning of the Project began and during the course of construction. Alternatively, many of these additional expenditures had to do with our desire — and commitment — to provide the best possible residential experience within a fully restricted affordable and workforce housing tower. This is, essentially, what makes this Project stand out among other attainable housing developments in the City: with the crucial assistance of the Omni CRA, we have not only built a product that is unique in terms of location and construction type for an affordable and workforce housing project, but have done so with the finishes and amenities of a market -rate luxury high-rise. Among some of the items that are novel and unique for an affordable and workforce housing project, `UNI Tower' features: • Multiple and substantial high -end, indoor and outdoor amenity spaces, located throughout the tower, including a 3,000 SF gym and yoga room, pool, sun deck and sitting areas, beautifully furnished resident lounges, game rooms, and co -work spaces; • An expansive lobby with unique features such as gathering steps, custom artwork, and a standaout bronze staircase, a distinctive piece that serves as a focal point for the space and landmark for the building; • High -quality unit appliances, custom manufactured closets, and roller shades for enhanced privacy and lighting control; • Parking control web environment for enhanced safety, security, control, management, and operation of the building's parking garage; • Valet waiting room with incorporated amenities such as Wi-Fi and complimentary refreshments; • Automated package management system; Attachment: 15521 Uni-Tower Progress Update (15521 : 4/5ths Grant for Uni-Tower Project) 2 Packet Pg. 44 1.4.b • Storage lockers distributed throughout the tower for convenient access. This way, `UNI Tower' — with the critical assistance of the Omni CRA — delivers a kind of property that sets a new high standard for future affordable and workforce housing developments in the City of Miami. It will have substantial, transformative ripple effects in the community, and will serve as inspiration for attainable housing projects here and everywhere. However, due to the nature of a rent restricted project, these additional costs cannot be absorbed through increased rents, unlike market -rate projects in the same area, which have been able to take advantage of record -rising rents in the last years. Therefore, additional economic support of the Omni CRA is essential helping to turn this inspiring vision into a tangible reality. While some would see these additional expenditures, especially on the amenities and finishes, as pure "loss" or bad business decisions, we take a different view. Incurring these expenses were the right way to bring 252 units of urgently needed affordable and workforce housing to the City's urban core, to serve the people that serve our community in the way they deserve it, and to build a product that makes them proud to live in and serves as inspiration for future developments. It's nothing more than the vision that we've shared with the Omni CRA from Day 1, a vision which, with the agency's vital support, we are achieving. Job Creation and Small Business Support Moreover, it's worth noting that UNI, which has a sizable commercial and office space component, is located within a U.S. Small Business Administration -designated HubZone. The HubZone program aims at promoting small business growth within economically disadvantaged areas by, among other things, allocating annually at least 3% of Federal government contracts ($759 billion in 2023) to HubZone-certified companies. Key benefits include: set -aside contracts, price preferences, subcontracting opportunities, and access to bonding and loans. Crucially, in order to qualify as a HubZone-certified small business, at least 35% of the applicant company's employees must also live within the HubZone. This way, by combining HubZone-located attainable residences with commercial/office space, UNI becomes an almost tailor-made solution for small businesses seeking to apply for the program's benefits. In other words, besides bringing 252 urgently needed market -rate comparable affordable and workforce housing apartments online, UNI also becomes an engine of sustainable economic growth to the Omni CRA and the City of Miami, by encouraging and allowing for the relocation of small businesses and jobs within our community. This further enriches the fabric of our Omni CRA, creating new businesses, job opportunities, and revenues for the area. Economic Assistance Sought The economic assistance received from the Omni CRA thus far equals to $10,500,000. On a per unit basis, with 252 units in the building, that amounts to approximately $41,500 per unit. With total Project costs at around $85,000,000 (or $337,500/door), the assistance of the Omni Attachment: 15521 Uni-Tower Progress Update (15521 : 4/5ths Grant for Uni-Tower Project) 3 Packet Pg. 45 1.4.b CRA equals to only 12% of total unit costs, a substantially low proportion taking into consideration the type of property (high-rise, central location, market -rate quality amenities and features) that UNI is. At this point, the additional economic aid sought from the Omni CRA to help support the previously mentioned cost overruns and additional property investments is $2,500,000. We must clarify that this assistance will only go towards supporting the units within UNI Tower restricted at 60%, 80%, and 100% AMI. That equals to 30% of the Project, or 76 aparments. This extra aid exclusively for these units amounts to an additional $32,900 per door, which, combined with previous support of $41,500 per door, takes the Omni CRA funding of units at 100% AMI or lower to $74,400. With total costs per unit of $337,500, that is still only 22% of total unit costs. At less than 25% of support per door, that is still considerably low relative to the Project's cost structure. The additional economic assistance will also help in supporting the establishment of UNI as an engine for economic development and growth given its location within a HubZone and its potential to attract new businesses and jobs within the Omni CRA. With cost overruns and enhancing property investments in excess of what was originally budgeted totalling almost $5.8 million, the additional support of $2.5 million is only a fraction of the total extra costs incurred since construction began relative to initial cost estimations. As we've stated many times in the past, we are happy for, and proud of, the true partnership we have forged with the Omni CRA to build high -quality affordable and workforce housing in Miami's urban core, not in the City's periphery but within its Central Business District, and in a way that helps create a revitalized, vibrant, diverse, and sustainable community. We hope to continue to explore ways to work with the Omni CRA to advance its goals and objectives, as more often than not, those are the same as ours.
