BACKGROUND:
A Resolution of the Board of Commissioners ("Board") of the Southeast Overtown/Park West
Community Redevelopment Agency ("SEOPW CRA"), accepting funds from the City of Miami ("City")
as Southeast Overtown/Park West Development of Regional Impact ("DRI")/Master Plan Recovery Fees
and DRI Supplemental Fees, in the amount of Three Hundred Seventeen Thousand Dollars And Zero
Cents ($317,000.00) ("Funds") to reimburse the SEOPW CRA for incurred costs relating to the
amendment of the SEOPW CRA's Redevelopment Plan ("Purpose").
The SEOPW CRA is a community redevelopment agency created pursuant to Chapter 163, Florida
Statutes, and is responsible for carrying out community redevelopment activities and projects within its
redevelopment area in accordance with the 2018 Updated SEOPW CRA Plan ("Plan").
The SEOPW was required to prepare an Assessment of Need Study, amend its Plan and amend the 1983
Interlocal Agreement with its two (2) taxing authorities: the City and Miami -Dade County. On August 6,
2024, the SEOPW CRA requested the City reimburse the CRA for a portion of costs, relating to the
expenses incurred in preparation for the amendment of the Plan, approved by the Board, pursuant to
Resolution No. CRA-R-17-0011, adopted on February 27, 2017.
Pursuant to City Commission Resolution No. R-24-0429, adopted on October 24, 2024, the City Manager
is authorized to transfer the Funds for the Purpose stated herein. It is recommended that Board authorize
the Executive Director to accept the transfer of funds from the City Manager.
JUSTIFICATION:
Pursuant to Resolution No. R-88-110, adopted on February 11, 1988, the City approved the DRI for the
portion of the City within the Southeast Overtown Park/West boundaries, designated by the City
Commission Resolution No. 82-755, and pursuant to Resolution No. 88-111, in which the City approved
the Increment I Development Order for the DRI.
Pursuant to Resolution No. R-92-609, adopted on September 22, 1992, the City approved an Increment II
Development Order for the SEOPW DRI within the DRI boundaries.
Pursuant to Resolution No. R-13-0384, adopted on September 26, 2013, Increment III was adopted,
specifically requiring the collection of fees, as codified in Chapter 13, Article III of the Code of the City
of Miami, Florida, as amended ("City Code"), to provide for Master Plan recovery and DRI application
costs.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("SEOPW
CRA"), WITH ATTACHMENT(S), ACCEPTING FUNDS FROM THE CITY OF MIAMI
("CITY") AS SOUTHEAST OVERTOWN/PARK WEST DEVELOPMENT OF REGIONAL
IMPACT ("DRI")/MASTER PLAN RECOVERY FEES AND DRI SUPPLEMENTAL
FEES, IN THE AMOUNT OF THREE HUNDRED SEVENTEEN THOUSAND DOLLARS
AND ZERO CENTS ($317,000.00) TO REIMBURSE THE SEOPW CRA FOR THE
AMENDMENT OF A REDEVELOPMENT PLAN; RATIFYING THE ATTACHED
DOCUMENTS AND FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO
EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN A FORM
ACCEPTABLE TO GENERAL COUNSEL, FOR SAID PURPOSE; PROVIDING FOR
THE INCORPORATION OF RECITALS, AND AN IMMEDIATE EFFECTIVE DATE.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW
CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the 2018 Updated Southeast Overtown/Park West Community Redevelopment
Plan ("Plan"); and
WHEREAS, on October 24, 2024, pursuant to City Resolution No. R-24-0429, the City of
Miami's City Manager approved the transfer of funds in a total amount of Three Hundred Seventeen
Thousand Dollars and Zero Cents ($317,000.00) to reimburse the SEOPW CRA relating to expenses
incurred in the SEOPW CRA's preparation of an amendment to the Plan, pursuant to Resolution CRA-R-
17-0011, adopted on February 27, 2017; and
WHEREAS, the Executive Director is requesting authority from the Board of Commissioners to
accept the funds, and to ratify and approve all documents attached to this Resolution; and
WHEREAS, the Board of Commissioners finds that authorizing this Resolution would further the
SEOPW CRA's redevelopment goals and objectives; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The reimbursement from the City's Planning Department in the amount of Three
Hundred Seventeen Thousand Dollars and Zero Cents ($317,000.00) relating to expenses incurred in the

SEOPW CRA's preparation of an amendment to the Plan, pursuant to Resolution CRA-R-17-0011,
adopted on February 27, 2017, is hereby accepted.
Section 3. If any section, part of section, paragraph, clause, phrase or word of this
Resolution is declared invalid, the remaining provisions of this Resolution shall not be affected.
Section 4. This Resolution shall become effective immediately upon its adoption.
