adopted at no cost.
"We provide all of those
services in our adoption
So every animal — dog or
cat, puppy, older pet —
they all are spayed or
neutered, vaccinated,
crochipped," said
Amanda Butler, the shel-
ter's outreach coordinator.
"And if you're a county
resident, You get your pet
registration for free as part
of the adoptions."
When BCAC reaches
capacity, it can take in
only animals that are ex-
periencing emergency
conditions or are separat-
ed from their owners.
"So, unfortunately,
when we do have stray
dogs that do come to the
facility, we are imploring
the finders to hold onto
these pets and attempt to
reunite them in their munities versus leaving
them at a shelter where
their chances of getting
back with their owner tie

The Board of Commissioners ('Board") of the Southeast Overtown(
Park West Community Redevelopment Agency 1"SEOPW CRA") will
hold a Public Hearing on Thursday, October 24., 2024, at 10:00 a.m.,
or anytime thereafter, in the City Commission chambers located at
Miami City Hall, 3500 Pan American Drive, Miami, FL 33133.
In accordance with the SEOPW CRA 2018 Redevelopment Plan
("Plan") and Section 163 Florida Statutes, the Board will consider
funding an amount not to exceed Three Hundred Thousand
Dollars and Zero Cents ($300,000.00) in the award of a grant to
Miami Tobacco Manufacturer LLC., a Florida Limited Liability
Company ("MTM"), to underwrite costs associated with the
expansion and buildout of Cremo Cigar Factory located within the
SEOPW CRA area at 1029 8 1033 N.W. 3ie Avenue, Building C,
Miami, Florida 33136.
All comments and questions with respect to the meeting and public
participation should be addressed to James D. McQueen, Executive
Director, or Vincent T. Brown, Esq., Staff Counsel, at 819 N.W. 2n0 Avenue,
3m Floor, Miami, Florida 33136 or (305) 679-6800.
This action Is being considered pursuant to Sections 18-85 and
18-86 of the Code of the City of Miami, Florida as amended ("City
Code"). The recommendation and findings to be considered in this

REDVELOPMENT AGENCY NOTICE OF PUBLIC MEETING
The Board of Commissioners ('Board') el the Southeast Overtown/Park West
Community Redevelopment Agency ('SEOPW CRA') hereby gives notice that
it will conduct a public meeting to consider Issuance of the SEOPW CRA's Tax
Increment Revenue Bonds. Series 2024. in one or more series (the 'Series
2024 Bonds"), in an amount not to exceed an aggregate principal amount
of One Hundred Fifty Million Dollars and Zero Cents (4150,000,000.00). This
public meeting will occur on Thursday, October 24^, 2024, at 10:00 a.m. or
anytime thereafter, in the Clty Commission Chambers located at Miami City
Hall, 3500 Pan American Drive, Miami, Flodda 33133. Interested parties may
appear at the meeting and be heard with respect to issuance of the Series
2024 Bonds. At the conclusion of the meeting, the SEOPW CNA will consider
adoption of a resolution authorizing Issuance of the Series 2024 Bonds. Copies
of the proposed resolution are available for public Inspection In the office of
James D. McQueen, Executive Director, at 819 N.W. 2ne Avenue. 3. Floor,
Miami, Florida 33136.
Section 163.346, Florida Statutes requires approval of the City Council (the 'City
Council') of the City before the SEOPW CRA can Issue the Series 2024 Bonds.
In accordance therewith, the City Council will consider approving issuance
of the Series 2024 Bonds at Its regularly scheduled meeting commencing at
9:00 a.m. or anytime thereafter, on Thursday. October 24^. 2024, in the City
Cummis9lon Chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Flodda 33133. Upon approval by the City Council, the SEOPW CRA will
Issue the Series 2024 Bonds shortly thereafter. Interested parties may appear
at the City Council meeting and be heard with respect to issuance of the Series
2024 Bonds.
The Series 2024 Bonds are being issued to finance various community
redevelopment projects within the Southeast Overtown/Park West Community
Redevelopment Area established by an Intedocal Cooperation Agreement
dated Marsh 31, 1983, between the City, the County, and the SEOPW CRA
(the 'Redevelopment Area-), In accordance with and In furtherance o/ the
2018 Updated Southeast Overtown/Perk West Redevelopment Plan (the
'Plan'). The Series 2024 Bonds will be secured by a lien on and pledge of tax
Increment revenues paid Into the Southeast Overtown/Park West Community
Redevelopment Trust Fund established by Ordinance No. 82-115, enacted
by the Board of County Commissioners of Miami -Dade County, Florida on
December 21, 1982, Ordinance No. 9590. enacted by the City Commissioners
of the City of Miami, Florida on April 6. 1983 and Ordinance No. 10018 enacted
by the City Commissioners of the City of Miami, Florida on July 18, 1985.

The Board of Commissioners ('Board") of the Southeast Overtown/
Park West Community Redevelopment Agency ("SEOPW CRA")
will hold a Public Hearing on Thursday, October 24", 2024, at
10:00 a.m. or anytime thereafter in the City Commission chambers

The Board will consider the allocation of funding to the following
organizations (collectively, the "Organizations"): Girl Power Rocks,
Inc. and Overtown Optimist Club, Inc.
In accordance with the SEOPW CRA 2018 Redevelopment Plan
Update ("Plan") and Florida Statutes 163, the Board will consider
the allocation of funding an amount not to exceed Two Hundred
Eighty -Three Thousand Five Hundred Dollars and Zero Cents
(8283.500.00). This funding will aid in providing Youth Programming
within the redevelopment area and is consistent with the Plan.

quarterback and receiver
tandems in Miami -Dade
County.
They took this to the
next level together at Mar-
shall university.
And lately, farmer Miami
Central High stars Rakeem
Cato and Tammy Shuler,
are waking their magic
together as coaches for the
2024 Rockets.
"It's a blessing to be able
to share this with him and
talk to him, a quarterback
d a guy I've known since
we re 7 years old," Shul-
ersaid.
Shuler and Cato shared
an yen greater honor
recently, which recognized
their achievements at the
collegiate level when they
each were inducted into the
Marshall University Hall of
Fame.
Cato and Shuler, who
grew up playing youth ball
together and started their
high school careers at Mia-
mi Springs before transfer
ring to Miami Central,
helped Marshall win a
Conference USA cham-
pionship in 2014.
The two helped kickstn
a championship dynasty at
Miami Central by leading
the Rockets to their First
state championship in
2010. The Rockets have
since won eight more state
tides and become one of
die most -successful pro-
grams in state history and
national powerhouse.
Cato is the school's all-
time leader in completions
(1,153), attempts (1,838)
and touchdown passes
(131), and ranks second m
passing yards with 14,079.
He led Marshall to 33 wins
as a starting quarterback -
also a school record - and
victory in the 2014 Boca
Raton Bowl.
Cato, who at one point
held the Miami -Dade
County record for passing
yards in a Season, still holds
the national record for
consecutive games with a
touchdown pass with 46.
"It was special to share
that bond and just keep it
going and play the game
with a la of passion and
make it translate to the
college level," Cato said.
Shuler is also Marshall's
all-time leader with 322
catches which included an
18catch, 185-yard perfonn-
nce 01 Marshall's bowl win
over Northern Illinois to
end that 2014 season. He
also had a 19catch game
during his carter and fin-
ished with over 1,000
receiving yards three times
while at Marshall

In Palm Beach County,
animal shelter officials say
on the website of their
facility that it is "Critical:
Dangerously Full."
In Miami -Dade County,
animal services made an

families that can adopt
and foster, as they report-
ed they were operating at
189% capacity for dogs
and 153% capacity for
cats.

When the organization
started working with Bis-
sell about four years ago,
she said, not many shel-
ters were working with
Bissell.
"And now there are over
400 shelters taking part in
this because nobody has
space _. which is why it's
so important for us to let
people know that we are a
resource," she said.
Some barriers to adop-
tion include pet fees and
concerns about vaccina-
tions and other proce-
dures.
All pets at BCAC can be
adopted at no cost.
"We provide all of thou
services in our adoption.
So every animal — dog or
cat, puppy, older pet —
they all are spayed or
neutered, vaccinated,
microchipped," said
Amanda Butler, the shel-
ter's outreach coordinator.
"And if you're a county
resident, you get your pet
registration for free as part
of the adoptions"
When BCAC reaches
capacity, it can take in
only animals that are ex-
periencing emergency
conditions or are separat-
ed from their owners.
"So, unfortunately,
when we do have stray
dogs that do come tome
facility, we are imploring
the tinders to hold onto
these pets and attempt to
unite them in their com-
munities versus leaving
them at a shelter where
thew chances of getting
back with their owner are
less likely."

The Board of Commissioners ("Board") of the Southeast Overtown/
Park West Community Redevelopment Agency ("SEOPW CRA") will
hold a Public Hearing on Thursday, October 24'", 2024, at 10:00 a.m.,

In accordance with the SEOPW CRA 2018 Redevelopment Plan
("Plan') and Section 163 Florida Statutes, the Board will consider
funding an amount not to exceed Three Hundred Thousand
Dollars and Zero Cents ($300,000.00) in the award of a grant to
Miami Tobacco Manufacturer LLC., a Florida Limited Liability
Company ("MTM"), to underwrite costs associated with the
expansion and buildout of Cremo Cigar Factory located within the
SEOPW CRA area at 1029 8 1033 N.W. 3. Avenue, Building C,
Miami, Florida 33136.
All comments and questions with respect to the meeting and public
