CALL TO ORDER
Present: Chairwoman King, Commissioner Gabela, Commissioner Pardo,
Commissioner Carollo and Commissioner Reyes
On the 7th day of September 2024, the Board of Commissioners of the Southeast
Overtown/Park West Community Redevelopment Agency of the City of Miami met in
regular session at Miami City Hall located at 3500 Pan American Drive, Miami,
Florida. The meeting was called to order by Chairwoman King at 11:55 a.m., and was
adjourned at 12:02 p.m.

1. CRA RESOLUTION
16572 A RESOLUTION OF THE BOARD OF COMMISSIONERS ("BOARD") OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT
AGENCY ("SEOPW CRA"), WITH ATTACHMENTS, APPROVING AND
ADOPTING THE PROPOSED GENERAL OPERATING AND TAX
INCREMENT FUND BUDGET ("BUDGET") OF THE SEOPW CRA,
ATTACHED AND INCORPORATED HEREIN AS EXHIBIT "A," IN THE
AMOUNT OF ONE HUNDRED MILLION FOUR HUNDRED SIXTY-SIX
THOUSAND TWO HUNDRED SEVENTY-EIGHT DOLLARS AND ZERO
CENTS ($100,466,278.00) ("FUNDS"), FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2024 AND ENDING SEPTEMBER 30, 2025
("FY 2024 - 2025"); FURTHER AUTHORIZING THE DE -ALLOCATION OF
FUNDS IN THE AMOUNT OF ONE MILLION ONE HUNDRED ONE
THOUSAND THREE HUNDRED FIVE DOLLARS AND ZERO CENTS
($1,101,305.00), ATTACHED AND INCORPORATED HEREIN AS EXHIBIT
"B"; FURTHER AUTHORIZING THE COMPENSATION OF THE EXECUTIVE

Chair King: At this time, I'm going to call the Southeast Overtown/Park West CRA
(Community Redevelopment Agency) meeting for September 7th, 2024, to order. Mr.
Deputy Director.
Vincent Brown (Deputy Executive Director/Staff Counsel): Good morning, Madam Chair
and other board members. Today we have the -- a resolution of the Board of the
Southeast Overtown Park West CRA, with attachments, approving the general operating
fund budget, tax increment fund budget, attached and incorporated by reference as
Exhibit A, excuse me, in the amount of $1, 466, 287, for fiscal year 24-25, commencing
October 1, 2024, and ending September 30th, 2025. Further authorizing the allocation of
funds in the amount of $1,101,305, attached and incorporated herein as Exhibit B.
Further authorizing the executive director's compensation for fiscal year 24-25, excuse
me, directing the executive director to transmit a copy of the said budget to the City of
Miami and Miami -Dade County.

Chair King: I'm sorry. Public comment. Anyone wish to speak on behalf of this item,
please step forward. Good morning.
Grant Stern: Good morning. My name is Grant Stern. I live at 425 Northeast 22nd Street.
And I just wanted to say about this item, I hope that this budget includes funds for an
independent investigation of the Town Park Village investment. The CRA spent $18
million renovating a cooperative in the heart of Overtown, and that money is not

accounted for. And there are, you know, over 100 affordable living units there that are at
risk now. The building is being put for sale, and you know, once affordable units
disappear, it's very difficult to get them back on the market. The mission of the CRA is to
make sure that there's affordable housing in the area. And so, 1 would just hope that the
CRA investigates the missing $18 million spent on Town Park Village. Thank you.
Board Member Reyes: Madam Chair? Go right ahead.
Chair King: Let's get through public comment and then we can --
Board Member Reyes: Oh, I'm sorry. 1 thought that it was on the --
Chair King: Good afternoon.
Roy Hardemon: Good afternoon, Commission. And again, I'm State Rep. Roy Hardemon,
1292 Northwest 79th Street. I'm here again to sort of support CRAs like I did in
Tallahassee, make sure that, you know, first we survive and then we'll be able to operate.
You know, the little picnics we used to have, they cut them out after I left. But right now,
I'm here with concerns that the Overtown CRA, doing a great job on development, our --
hands down, you see the development, you see everything going on. The only issues I
have with that, one, we don't have enough community participation for that CRA. We're
not putting out letters. I'd rather have all the staff we've got go door to door and let the
residents know they're sleeping in the undesirable parts of Overtown now. Let them know
the date and time of these hearings, because if we're not there, what do they say? You
ain't in the meeting, you're on the menu. The African American Black community is on
the menu when it comes to Overtown CRA. We're not being involved. We're not making
the dollars. We're not actually owning any of the properties. 1 want to see more
participation. I want to see the fact that we got in Dade County, you have the community
guiding the CRA, not the commission. We need to reconsider that about what's going on
on all the CRA. Communities should be guiding these CRAs, not the commission. Thank
you.
Chair King: Thank you. Is there anyone else here that would like to speak on behalf of
these items for the Southeast Overtown/Park West CRA? Seeing none, the public
comment period is now closed.

Chair King: Second by Commissioner Pardo. Is there any discussion?
Board Member Reyes: Yes, I'm -- it's a comment. It's a comment that I made to the
gentleman, and -- which -- I mean, I keep on bringing this up. This CRA (Community
Redevelopment Agency) -- and I feel very close to it because I was the economist of this
CRA when it was very -- first fOrmed, you see? And one of the goals was to incentivize,
you see, residents of Overtown, and assist them in establishing businesses, to create jobs

ADJOURNMENT
for residents in Overtown. And I would like to see a very strong effort that we can -- the
program of business creation for residents of Overtown be either more aggressive or
established. And that's my only comment, because 1 am concerned that l don't -- I'm not
seeing the amount of businesses from residents of Overtown, or people that look like
residents of Overtown in that area. And that's what 1 wanted to -- I expressed my concern
and -- yesterday when we had that meeting, and I'm expressing it again. And I would like
to see that be implemented.
Vincent Brown (Deputy Executive Director/Staff Counsel): Comments and sentiments
well taken, and we will address that concern of yours, Commissioner.
Board Member Reyes: That's right.
Chair King: Well, 1 could tell you that it is my directive to staff, and we are creating
businesses from residents that live in Overtown.
Board Member Reyes: Yes.
Chair King: We have several programs that are inclusive of residents that are in
Overtown.
Board Member Reyes: And anything that we can do to help, I'm in. Okay?
Chair King: I appreciate that. So, may I have a motion now for RE.1 ?
Board Member Gabela: Move it.
Board Member Pardo: So moved.
Board Member Reyes: Move it. Second.
Chair King: I have a motion and a second. All in favor?
