From: James McQueen References: Executive Director BACKGROUND: Enclosures: A Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") by a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, ratifying, approving and confirming the Executive Director's recommendation and finding that competitive negotiation methods and procedures are not practicable or advantageous pursuant to sections 18-85 and 18-86 of the code of the City of Miami, Florida, as amended, as adopted by the SEOPW CRA; waiving the requirements for competitive sealed bidding as not being practicable or advantageous to the SEOPW CRA; authorizing the allocation of grant funds in an amount not to exceed Two -Million Dollars and Zero Cents ($2,000,000.00) ("Funds"), to support Make -A -Wish Foundation of Southern Florida, Inc., a Florida not -for -profit corporation ("Make -A -Wish Foundation") for it's new headquarters. Make -A -Wish Foundation's whose sole mission is to create life -changing wishes for children with critical illnesses. Wishes are varied from child to child who dreams of them. For example, a child could wish for an outdoor playground to play with siblings and friends or funds to attend college. Make -A -Wish Foundation was founded in 1983 and has granted more than 14,000 wishes for children. Wishes have proven to have physical and emotional benefits that can give critically ill children a higher chance of overcoming their illness, replacing fear with confidence, sadness with joy, and anxiety with hope. RECOMMENDATION: In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the Southeast Overtown/Park West Community Redevelopment Agency as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding the same to the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency by a four fifths vote is respectfully requested.
