From: James McQueen References: Executive Director BACKGROUND: Enclosures: A Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") by a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, ratifying, approving, and confirming the Executive Director's recommendation and finding that competitive negotiation methods and procedures are not practicable or advantageous pursuant to sections 18-85 and 18-86 of the code of the City of Miami, Florida, as amended, as adopted by the SEOPW CRA; waiving the requirements for competitive sealed bidding as not being practicable or advantageous to the SEOPW CRA; authorizing the allocation of grant funds in an amount not to exceed One Hundred Seventy Five Thousand Dollars and Zero Cents ($ 1 75,000.00) ("Funds"), to support Norwood Consulting Inc., is a Florida for Profit Corporation ("Norwood"). Norwood has requested funds from the SEOPW CRA for producing cultural programming ("cultural programming") and art exhibitions at the historic ward rooming house to contribute to the economic growth, cultural enrichment, and overall well-being of the residents within the Redevelopment Area. RECOMMENDATION: In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the Southeast Overtown/Park West Community Redevelopment Agency as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding the same to the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency by a four fifths vote is respectfully requested.
